Economic globalization and regional penetration: The failure of networks in Baden-Württemberg

Abstract. This paper explores the emergence of direct linkages between the international economy and the state government of Baden–Württemberg, Germany. In the early 1990s Baden–Württemberg embarked on a plan in which the laender government took the lead in organizing a large–scale, high technology project for the development of interactive television. Creating a 'network' between itself and major economic actors the laender government sought to enhance the economic development of the region. However, as the economic actors involved in the project questioned the economic viability of interactive television, they began to withdraw from the project. The project's failure demonstrates the incompatibility of political objectives with the economic goals of actors in a globalized economy. We conclude that as attractive as the network approach may be for regional and national governments, it is likely to be successful only where both sets of actors see the outcome as enhancing their respective priorities (political legitimacy and economic gains).     

DNA Barcoding in Forensic Entomology – Establishing a DNA Reference Library of Potentially Forensic Relevant Arthropod Species,

Throughout the years, DNA barcoding has gained in importance in forensic entomology as it leads to fast and reliable species determination. High‐quality results, however, can only be achieved with a comprehensive DNA barcode reference database at hand. In collaboration with the Bavarian State Criminal Police Office, we have initiated at the Bavarian State Collection of Zoology the establishment of a reference library containing arthropods of potential forensic relevance to be used for DNA barcoding applications. CO1‐5P’ DNA barcode sequences of hundreds of arthropods were obtained via DNA extraction, PCR and Sanger Sequencing, leading to the establishment of a database containing 502 high‐quality sequences which provide coverage for 88 arthropod species. Furthermore, we demonstrate an application example of this library using it as a backbone to a high throughput sequencing analysis of arthropod bulk samples collected from human corpses, which enabled the identification of 31 different arthropod Barcode Index Numbers.     

Making the Strategic Partnership between Japan and Europe Work

EU-Japan cooperation on issues related to security includes efforts for eradicating terrorism, coordinating policy, and working together in crisis management operations. The EU and Japan share the same values and are societies based on democracy and the rule of law, and they have similar approaches to regional and global peace and stability. In 2015 the three focus areas are EU-Japan cooperation for global peace and stability, cooperation for contributing to addressing global challenges, and the promotion of the strategic partnership. This article suggests that bilateral cooperation between the EU and Japan will encourage multilateral commitment for global cooperation to resolve global problems.     

Limited Access Order in Tunisia: Elements of a Political Economy of Autocratic Regimes

In 2009, North, Wallis, and Weingast (NWW) introduced an integrative theory of institutional economics and economic history which rests on the inter-linkage of economic and political order. The article applies this novel theoretical conception to the historical development of Tunisian political economy. It is argued that the neo-Weberian concept of neopatrimonialism fills a theoretical gap as to the analysis of the structure and the dynamics of an autocratic regime and takes Tunisian economic history as an example. While the economic and political order during the pre-colonial period can be analyzed within NWW's framework, the colonial period needs conceptual modifications. Of particular interest are the mechanisms which transformed the post-colonial order into an autocratic regime and a rent-creating economic order. It is argued that a recent reformulation of neopatrimonialism, developed by political scientists based on institutional uncertainty, expands on economists’ understanding of how an autocratic regime stabilizes its political power and creates rents, doorstep conditions towards a competitive open access order notwithstanding.
