Was Pius XII “Hitler’s Pope”? The Concordat of 1933

An unfortunate admixture of history-blinding “presentist” bias, exacerbated by today’s sound bite culture, academic overspecialization by scholars and professional historians, and polarizing polemics have led to a consensus regarding the topics of Pius XII’s conduct toward European Jewry during the fascist era. In the wake of the eightieth anniversary of the July 1933 Reichskonkordat between the Vatican and the Third Reich, the moment is timely to revisit the main issues. This essay re-examines the key arguments, introduces overlooked historical evidence, and considers the reports on Pius XII by prewar and wartime contemporaries.

Financial Sustainability as a Driver for Transparency and E-Democracy: A Comparative Study in Italian and Spanish Local Governments

Today expectations of accountability and trustworthiness in governing entities is greater than ever before. The process of change has been given impetus by new information and communication technologies resulting in e-government and e-democracy. This research aims to analyze transparency and democratic participation in Italian and Spanish LGs. The web pages of Italian and Spanish LGs with more than 100,000 inhabitants are analyzed using twenty determinants of fiscal transparency and eight determinants of e-democracy. Results show considerable similarity between Italian and Spanish LGs with regards to the disclosure of financial information, while the adoption of e-democracy tools requires further development in both countries.     

Performance Measurement in Italian and Spanish Local Governments: Comparative Policy Analysis

NPM reforms have become a global trend and performance management systems are considered suitable to enhance the decision-making process and accountability. The aim of the paper is to carry out a comparative study on the adoption of performance measurement tools in Italian and Spanish (medium-sized and large) local governments. It seeks to find out how widespread these tools are and how their usefulness is perceived. The results show differences between the two countries and that the presence of professional managers – experienced with performance measurement tools – positively affects the adoption of these tools. Moreover, performance measurement tools are perceived as a support for accountability purposes.     

Tubali's trip: Rethinking informality in the study of West African labour migrations

This article focuses on the work and travels of Tubali, a Hausa-speaking migrant from the region of Tahoua in the Republic of Niger. In a journey that lasted four years and took him across Niger, Nigeria, Cameroun, Equatorial Guinea, Gabon and the Republic of the Congo, Tubali operated in contexts usually characterised as “informal”: he travelled without documents or work permits, and was supported by institutions that elude state control and yet grant access to financial resources, travel support and employment opportunities to travellers unable or unwilling to follow official avenues. These migrants rely on the operation of relationships that, in Tubali's case, are mostly impromptu, formed on the basis of shared ethnicity, religion and region of origin. This article interprets Tubali's trip in relation to the meanings attributed to this way of working and travelling in Tahoua's society. It investigates the conceptual and political consequences of characterising these migrants' practices as “informal” and discusses analytical alternatives.     

Hair and urine analysis: relative distribution of drugs and their metabolites

This work studies the distribution of cocaine and heroin metabolites in hair and urine of living polidrug abusers. Cocaine, benzoylecgonine (BEG), ecgonine methyl ester (EME), morphine, codeine and 6-monoacetylmorphine (6-MAM) were simultaneously extracted and analyzed by GC/MS in SIM mode. The results obtained show a different distribution of heroin and cocaine metabolites in urine and hair. In urine, we generally find BEG and EME for cocaine abuse, and morphine for heroin abuse. In hair, we detect cocaine and MAM as major metabolites for cocaine and heroin abuse, respectively.
