Choosing Transformation over Crisis in the Levant

A brief window of opportunity for an Israeli-Palestinian peace process has opened up since the Hamas-Fatah confrontation in Gaza in June. Yet the governments of both Israel and Palestine are weak, and if they fall, this could cause further instability and violence. More robust international involvement is required, including closer coordination and consultation between the Quartet and the Arab Quartet. A comprehensive process towards a final-status deal must be undertaken. This would include a new timetable for implementation of existing framework agreements, an international implementation and enforcement mechanism with close monitoring and compliance facilities, and a built-in conflict resolution mechanism to help the parties overcome disagreements in the process. Once serious progress is made on the peace front with the current Palestinian government, a concerted effort will have to be made to promote Fatah-Hamas reconciliation with a view to reintegrating Hamas into the political process.     

Death From Butane Inhalation Abuse in Teenagers: Two New Case Studies and Review of the Literature

The ready availability of butane makes butane abuse frequent. Fatalities are rare. This study presents two cases of death by butane overdose. The postmortem analyses were carried out using headspace gas chromatography–mass spectrometry. It revealed femoral blood butane concentrations of 18 and 22 mg/L, respectively, as well as specific combinations of adjuvants in each victim. In one of the victims, brain and fatty tissue also contained butane, pointing to chronic consumption. The originality of this study is to show that the identification of specific combinations of adjuvants can be helpful for identifying the brand of deodorant used. Also, sampling the skin and mucosa can help identify the method of drug delivery. The histological examination documented both the direct toxic effect of the gas on the respiratory mucosa and signs of chronic abuse. Volatile substance intoxications should be systematically considered in case of sudden death in a teenager.     

Electoral engineering in Chile: the electoral system and limited democracy

On the eve of Chile's transition from military to elected government, the outgoing regime enacted an electoral engineering project intended to conserve the constitutional order it encoded in 1980. An analysis of 1989 and 1993 general elections shows that the way votes are translated into seats favors, as intended, the second largest electoral block, the Chilean Right. This bias, along with the number of appointed senators and the special majorities required for constitutional amendments, gives the Right a minority veto power on any reform initiative. Moreover, the electoral system produces incentives for parties, candidates and voters that enhances this balance of power. The role that the electoral system plays in Chile therefore consolidates a limited form of democracy, rather than a liberal one.     

Towards the Development of a Conflict Escalation Model: The Case of Israeli Youth

The aim of this study was to present and initially test a model of escalation to verbal and physical aggression among Israeli youths. Stratified sampling was used to obtain data from 799 students in the 7th, 8th, and 9th grades of junior high schools in a northern Israeli city and its suburbs. A structural equation model (SEM) analysis confirmed that there is a significant positive correlation between the constructs of the so-called escalation preference and capability, and showed that both significantly influenced the escalation pattern. In addition, boys and younger students appeared to demonstrate a higher escalatory tendency than girls and older students. Theoretical and practical implications for professional intervention are discussed.     

Food,state power,and rebellion: The case of maize

Why do rebellions occur and persist in some countries but not in others? Evidence shows that natural resources affect the fighting capacity of rebel groups; yet, by focusing on lucrative resources that are rare in most rebellion-afflicted countries, such as oil and diamonds, scholars neglected one necessary input for rebellion: staple crops. Focusing on maize, the world’s most prevalent staple, this study argues that, as one of the most important resources for rebel groups, maize can have a destabilizing effect on the state’s ability to thwart rebellion. These claims are corroborated statistically on a new time-varying, high-resolution global dataset of staple crop productivity, and then qualitatively through an analysis of archival records on the Mau Mau rebellion. In identifying an overlooked, global linkage between agricultural abundance, state capacity, and intrastate violence, this study explains strong geographical and temporal variations in rebellions at both the subnational and global levels.     

Values, Diversity and the Justification of EU Institutions

Liberal theories of justice typically claim that political institutions should be justifiable to those who live under them – whatever their values. The more such values diverge, the greater the challenge of justifiability. Diversity of this kind becomes especially pronounced when the institutions in question are supranational. Focusing on the case of the European Union, this article aims to address a basic question: what kinds of values should inform the justification of political institutions facing a plurality of value systems? One route to an answer is provided by John Rawls, who famously distinguishes between comprehensive and political values, and defends the exclusion of the former from the foundations of a political theory of justice. This article questions the tenability of the Rawlsian solution, and draws attention to an alternative twofold conceptual distinction: that between minimal and non-minimal and between substantive and procedural values. Minimal values are meant to be as independent as possible of controversial conceptions of the good and views of the world, regardless of whether these are comprehensive or purely political. It will be argued that their endorsement may thus further specify the nature of what should be shared in order to justify political institutions in conditions of pluralism. In order to refine further the account of such a basis of justification, two variants of minimalism will be presented according to whether they invest substantive or procedural values. Substantive values qualify the property of an outcome; procedural values qualify the property of a procedure. The latter part of the article consists of a 'face-off' between minimal proceduralism and minimal substantivism, considering reasons in favour of the adoption of each. The result, we suggest, is a helpful reorientation of the political dimension of the value debates to which the multiplicity of values amid contemporary European horizons give rise.
