The objective of this paper is to contemplate changes in personnel system infrastructure required to implement Total Quality Management (TQM) in public organizations (perhaps formal organization in general). By infrastructure we mean systems such as those for the design of work and positions, rewards, performance appraisal, selection, etc. We introduced the subject by summarizing many of the concepts from the quality literature which express philosophy, structural aspects and practices. Even the industrial context in which TQM has flowered has not adapted significantly to implications of TQM philosophy and structure. Instead, traditional personnel management systems prevail with some concern for needed specia1 training, and anguish about negative effects of performance appraisal, some reward systems, and work standards.

Because the government context is bound to present difficulties and pitfalls we summarized another body of literature, that of the reasons why the idea probably won't work in government.

Ultimately, we get to the point of the essay: a discussion of contemplated types of personnel system changes that ought to support organizations operating in a quality mode. Changes are considered under the subjects of: work design, recruitment and selection, performance appraisal, training, compensation and labor-management relations. We conclude with a. brief case study on the Pacer Share Project.  相似文献

Abstract

South Korea is a middle power in a region where its scope of action can rise and fall quickly and diplomatic flexibility is needed. Neither realist responses to threats nor idealist trust in integration meet its needs for adjusting triangular ties with China and Japan, as their relations become the principal great power divide in Northeast Asia. Its optimal choice is as a facilitator biding its time when tensions over both security and national identity clashes are intense, while preparing for opportunities. Four conditions would give it a favorable environment: forward-looking foreign leadership; security challenges brought under some control; subsiding preoccupation with national identities; and its own strategic planning with care not to overreach. Multiple possibilities emerge if it can rebuild ties with Japan as part of a triangle with China as well as one with the United States and also synchronize ties with China to other ties. Even amidst recurrent tensions, the core East Asian triangle offers Seoul a chance to take advantage of changing dynamics in the world's most ascendant region.  相似文献

The international community typically responds to refugee situationsby establishing ‘care and maintenance’ programmesspecifically for refugees. Limited resources may also be directedto hosting communities, but donors often channel the bulk offunding through UNHCR and its implementing partner NGOs, whoin turn create service delivery structures that are operatedin parallel to local structures. Although there may be causefor this approach in a short-term emergency phase, particularlyif the host country systems are very weak, this eventually becomesfinancially problematic if refugees continue to live in exilefor years at a time. In the short term, it can also engenderan inequitable and inefficient use of scarce resources. Thispaper traces the evolution and impact of implementing refugeehealth services in parallel to local systems using observationsfrom Uganda, and offers Quality Design as a model for planningthe local integration of services.  相似文献

We have assessed the histological preservation of naturally degraded human hair shafts, and then assayed each for levels of amplifiable mitochondrial DNA and damage-associated DNA miscoding lesions. The results indicate that as sample histology is altered (i.e. as hairs degrade) levels of amplifiable mitochondrial DNA decrease, but no correlation is seen between histology and absolute levels of mitochondrial DNA miscoding lesions. Nevertheless, amplifiable mitochondrial DNA could be recovered across the complete range of the histological preservation spectrum. However, when template copy number is taken into consideration, a correlation of miscoding lesions with histology is again apparent. These relationships indicate that a potential route for the generation of misleading mitochondrial sequence data exists in samples of poor histology. Therefore, we argue that in the absence of molecular cloning, the histological screening of hair may be necessary in order to confirm the reliability of mitochondrial DNA sequences amplified from hair, and thus represents a useful tool in forensic mitochondrial DNA analyses.  相似文献
