Organization structure as a factor in innovation: A review of the literature

There are several approaches to the organization of an activity. Some of the better known methods are by function, project or a matrix. Each of these methods is investigated in terms of its effect on innovation. Some of the advantages and disadvantages of each are discussed. All discussion is carefully supported by reference to current literature.     

At the Margins of Multiculturalism: Assessing Kymlicka's Liberal Multiculturalism in Japan

Will Kymlicka's theories of multiculturalism have gained wide interest in the West but only recently have been applied beyond it. This research note assesses whether a Kymlickian approach provides traction for grasping the configuration of nondominant ethnic groupings in Japan and how they have achieved a degree of multicultural recognition. It first identifies equivalents and exceptions within the Japanese case to Kymlicka's key groupings: national minorities, indigenous peoples, immigrants, and metics. It then shows that of these, the last two drove the expansion of multicultural rights. Finally, it examines why they launched claims within a multicultural framework and assess the limits of the multicultural claims for bolstering the rights of subordinate groups.     

Performing statehood: Afghanistan as an arena for Central Asian states

Afghanistan is often mentioned as a threat to the Central Asian states. Potential spillovers of violence, extremism, terrorism and dangers related to the drug trade are seen as significant security issues for the region. This article takes a different approach. Taking a performative view of statehood, we see state identities as socially constituted, partly by involvement in regional and global processes. From research on border management, the Northern Distribution Network, and various forms of bilateral cooperation between Afghanistan and the Central Asian states, we argue that Afghanistan has become an arena where the Central Asian states can participate. How the Central Asian states bordering on Afghanistan are treated as relevant participants, regardless of actual state capacity or the effectiveness of their policies, serves to constitute and confirm their sovereignty and relevance to the international community, and ultimately their statehood. By emphasizing the important state effects of their performance, our perspective differs from accounts of Central Asian states as either ‘weak’ or ‘strong’, and the tendency to depict Central Asian engagement in regional initiatives as mere window-dressing.     

Rethinking Locational Outcomes for Housing Choice Vouchers: A Case Study in Duval County,Florida

This study examines locational patterns of housing choice vouchers in Duval County, Florida, using the Housing Suitability Model (HSM), a newly developed geographic information system–based model that evaluates residential land parcels and neighborhoods in terms of their suitability for affordable housing. The HSM was used to characterize voucher locations and other residential parcels across the county in terms of opportunity and accessibility. The analysis explores the tradeoffs between opportunity and accessibility inherent in many neighborhoods throughout the county. It finds that voucher holders' locations lag substantially behind other residential locations in terms of opportunity measures but are more comparable in terms of accessibility. Further analysis finds differences in opportunity and accessibility among subgroups of voucher holders by various demographic characteristics. The study recommends the incorporation of opportunity and accessibility for voucher holders into local housing planning, including the implementation of proposed rules for Affirmatively Furthering Fair Housing.     

Iati‐Onkwehonwe: blood quantum,membership and the politics of exclusion in kahnawake∗

The decades since the 1970s have seen an ‘explosion of interest’ in the concept of citizenship, both as means to elucidating the compromises over demands of justice and membership which underlie communities and feed into definitions of citizenship, and the increasing instability of those communities and ideals in the modern era. While there have been as many contexts of the negotiation of citizenship as there are nations (whether real or imagined), within Canada some of the most intriguing discourses around belonging have occurred within First Nations. This article is an attempt to elucidate the struggles over citizenship and membership within one Canadian Aboriginal community, the Mohawk Nation at Kahnawake. Here, intertwined with issues of blood, ‘Indian status’ and entitlement, Kahnawake has been riven by contests over the meaning of ‘belonging’ and who should belong in this First Nation.     

Narcotics interdiction at sea: UK‐US cooperation

This article examines, from a legal perspective, the nature and extent of UK‐US co‐operation in the interdiction of the traffic in narcotic drugs by sea. In particular, it addresses the background to, the provisions of and practice under the 13 November 1981 Exchange of Notes between these two states on this subject and draws certain conclusions concerning both the adequacy of that Agreement and whether it constitutes an appropriate model for use elsewhere.
