A normative framework for the governance of groundwater is emerging at the global level. However, existing analyses have not comprehensively covered all the governance texts that have a bearing on transboundary groundwater resources or looked at them from the perspective of sustainable groundwater governance. Therefore, this paper responds to the questions: What are the global governance texts (including international laws) applicable to groundwater resources; to which forms of the resource do they apply; which principles have been included over time; and what are the implications for sustainable development of groundwater resources now and in the future? The analysis highlights key groundwater concepts, discusses twelve global groundwater governance texts and the thirty principles therein, classifies the principles into ideal–typical categories based on the sustainable development concept; and assesses the gaps and conflicts between the principles and texts. The paper has three key findings. First, groundwater governance is rapidly evolving and there are a number of principles available to promote sustainable development. Second, however, these collective principles do not adequately address (a) the link with all water resources; (b) the potential impact of climate change on water resources; and (c) the impact of trade on equitable sharing of groundwater and protection of groundwater-related ecosystems. Third, to the extent that this collection of principles can contribute to sustainable development, they are inconsistently included in the legally binding groundwater governance texts. Child protection professionals work in a multidisciplinary system in which the law and the family court play central roles and which collects an increasing amount of data. Yet we know little about what impact the law has on whether a child is removed by child protective services, is deemed neglected by a family court, or reunifies with a parent. Do state‐to‐state variations in child protection laws, or changes by individual states to their laws, lead to different outcomes for children and families? The dramatic variations in child welfare practice from one state to another suggest that legal variations do matter. Yet empirical research on these questions is scarce both because we collect too little data to measure all such issues, and, because we have failed to study the data we do have. This article is a plea for researchers to rectify that problem and for policymakers to improve data collection. Doing so would facilitate a more clear understanding of the law's effect on child protection outcomes and aid policymakers and advocates in identifying both promising and problematic practices and legal reforms. 相似文献

This article analyzes the increasing institutional and organizational complexity and fragmentation surrounding the international financing mechanism REDD+ (reducing emissions from deforestation and forest degradation in developing countries and related forest activities), now being negotiated within the UNFCCC. We focus, in particular, on critically assessing the prospects of managing such fragmentation. We do so by analyzing whether and how (what we conceptualize here as) a “bridge organization”—the voluntary, multi-stakeholder REDD+ Partnership bringing together state and non-state actors from global to local scales—has aided in managing fragmentation in this realm, through exercising four enabling functions (enhancing transparency, participation, knowledge sharing, and coordination). Our analysis shows that the REDD+ Partnership has partially succeeded in furthering such procedural aims, but that this has not resulted in a “scaling up of REDD+ action and finance,” its overarching substantive aim. In contrast to dominant views of a bridge organization’s modus operandi, we conclude, based on our analysis, that its value lies not in overcoming persisting geopolitical conflicts around climate mitigation and providing a “depoliticized” context within which to manage fragmentation. Instead, its success lies in permitting dialogue and exchange even in the face of persisting political conflicts over its raison d’être and functions. In making these arguments, the article extends recent debates on the prospects to manage fragmentation in global environmental governance and provides a critical assessment of the role therein for bridge organizations. 相似文献

Enamel in teeth, as documented is the hardest substance in the entire human body. Tooth prints are the enamel rod end patterns on the tooth surface. Could this fact be a boon in utilizing it for an individual's identification in the hands of forensic experts? A study has been attempted towards the same. These tooth prints were recorded for 60 extracted tooth specimens after acid etching using a cellophane tape. Subsequently a digital image of the print was obtained which was subjected to biometric conversion using Verifinger standard SDK version 6.0 software followed by the use of Automated Fingerprint Identification System (AFIS) software for comparison of the tooth prints. In results we observed that tooth prints were composed of varied patterns and sub-patterns. A comparison was made between the tooth prints of different and the same individual and also between different classes of teeth (incisors, canines, premolars and molars). None of the patterns exhibited intra- and inter-individual similarity. Nor did any particular class of the tooth could be preferentially used over the other for an individual identification. This field demands a need for further exploration towards the use of tooth prints for establishing an individual's identity. 相似文献

Although community level seed-saving initiatives have been around for about 30 years, until recently they have received little attention in the scientific literature on climate change adaptation and plant genetic resources. Based on research experiences from various countries, this article argues that community seed banks can enhance the resilience of farmers, in particular of communities and households most affected by climate change. Community seed banks can secure improved access to, and availability of, diverse, locally adapted crops and varieties, and enhance related indigenous knowledge and skills in plant management, including seed selection, treatment, storage, multiplication, and distribution. 相似文献

Space research is heralded as the harbinger of the next level of advancement in science and technology. The fact that countries are spending millions of dollars in this regard is testament to its potential. India is making inroads in the field and, in the last 15 years, has established itself as a dominant player. According to Antrix, the commercial wing of the Indian Space Research Organization, India commercially launched 209 foreign satellites of other countries into space. Apart from this, Antrix is applying its success in other commercial activities, like remote sensing, selling of space objects (parts of satellites and launching vehicles), and mission support. In keeping with this development, the Indian legal position and policy framework with respect to commercial space activities are reviewed. The article also surveys India’s commitment to international space law and its reflection in national legislation. Finally, the existing policy related to commercial space in India is examined and measures are suggested to create national legislation for the country to deal with issues of commercial space activities. 相似文献

In the backdrop of India's rising prominence in BRICS (Brazil, Russia, India, China, and South Africa), understanding of its political environment, electoral competition, and constituent parties with their political ideologies contesting to form government attracts immense interest from the researchers in political science, political marketing, and public policy. Although literatures in political marketing are more than two decades mostly carried out in developed democratic systems like the United States, United Kingdom, Australia, and New Zealand, India as a posttransition democracy received relatively less attention. The article has been conceptualized in the context of 2014 Indian general elections Lok Sabha 2014 as an attempt to study application of political marketing principles in a cross‐cultural democracy. The author has probed the emergence of new political party Aam Aadmi Party riding on the success of Janlokpal (civil society movement), the marketing approach used by Aam Aadmi Party, essentially positioning and branding strategies, during the national elections and party institutionalization. The EU sets considerable store by the need for its Free Trade Agreements (FTAs) now under negotiation with Asian countries
to contain a sustainable development chapter with clear references to respect for the core ILO labour standards. While they
reject the sanctions-based approach demanded by the European trade unions, they accept that some real enforcement mechanisms
will be needed. Among Asian countries, Korea is most likely to accept some form of a social clause, while India and certainly
some ASEAN countries strongly oppose it. This article explores the prospects for mutual agreement on this thorny issue at
the bilateral level which, to date, has failed at the multilateral level.
