This article outlines the work incentives and income support provided by the federal Earned Income Tax Credit (EITC) and illustrates how state earned income and dependent care credits assist working poor families. State earned income and dependent care tax credits serve as critical complements to the EITC, the federal government's largest antipoverty program. By attending to specific components of each tax credit, state policymakers can maximize state funds that qualify for federal maintenance of effort requirements under the Personal Responsibility and Work Opportunity Reconciliation Act (PROWRA), and they can reinforce positive effects and offset work disincentives stemming from current federal tax parameters. 相似文献

This paper examines the question of whether reputational capital can deter opportunistic behavior among legislators preparing to exit the House of Representatives. I create a measure of reputational trustworthiness, based upon pooled samples of constituency opinion derived from the National Election Studies surveys. I then examine the extent to which such reputational good will among constituents deters lame-duck foreign travel by exiting House incumbents within the context of a quasi-experimental research design. McDermott rejects the argument that an individual, in receiving benefits from a political community, thus incurs a 'fair-play obligation' to contribute to the provision of these benefits. While acknowledging that an individual receiving benefits without contributing is 'free riding' and that free riding may be morally wrong, McDermott denies that such moral lapses entail communities having any right to demand support. Not contributing may be morally objectionable, but individuals may still have a right not to contribute. However, both proponents and opponents of the fair-play obligation claim do not sufficiently differentiate between different forms of free riding. Arguments tend to be based on rights that may or may not be invoked when individuals free ride through consuming externalities. The “Robin Hood” system of school financing in Texas takes property tax funds from wealthy school districts and gives them to poorer districts. This paper examines Permanent School Fund‐insured, school district debt and discovers that under the “Robin Hood” system, Texas school districts with either Aa or A1 underlying credit ratings have higher borrowing costs than districts with lower ratings. We examine the association between calorie-based indicators and experiential indicators of food security using data from slum households of Kolkata surveyed in 2010–2011. Experiential indicator is constructed following the United States Household Food Security Survey Module. Calorie based indicator is constructed using household-specific calorie norms. Modelling techniques take account of potential endogeneity in the relationship. The two indicators are aligned in the same direction implying more accurate targeting. However, there is a lack of one-to-one correspondence between the two measures and the drivers of calorie deprivation and food insecurity also differ, suggesting a one-size-fits-all policy cannot address both concerns simultaneously. 相似文献

In recent years, North Korea’s military provocations have been making the headlines. Beyond its harsh actions and remarks, North Korea persistently mentions ‘peace’ through a demand for a ‘peace treaty’. This may sound paradoxical. However, the origin of the North Korean argument for a peace treaty dates back to the Korean War (1950–53). Since then, North Korea has continued to raise the issue of a peace treaty in a consistent manner and the arguments have displayed similar logic and terminology throughout.
