Distributive Politics in Developing Federal Democracies: Compensating Governors for Their Territorial Support 下载免费PDF全文
Using original data from the period 1999–2011 on federal infrastructure investment for all subnational units in two federations, Argentina and Brazil, and a unitary nation, Colombia, this study shows that in developing federal countries with strong governors, presidents use nonearmarked transfers as a tool to compensate governors for sizable and secure territorial political support. The study argues that in these cases, resources do not make electoral power but chase it. In the unitary case, conversely, governors do not influence distributive politics. Variation also was found in the relevance of Congress, legislative overrepresentation, and programmatic criteria across cases. The article discusses possible reasons for these results and their implications for the comparative debate on distributive politics. 相似文献

The potential democratizing effect of political decentralization reforms has been a matter of substantial theoretical and empirical debate. This article analyzes the effect of local democratic institution building on the political attitudes and behavior of citizens living in small towns in Uruguay. More specifically, using a natural experiment design, this research seeks to establish the causal impact of recently established elections of local authorities on individuals' political engagement. It develops a comparative case study analyzing the consequences of this institutional innovation in two towns. It shows that individuals from the town where citizens have the opportunity to elect their local authorities have more positive attitudes toward politics than those from the town without such elections. 相似文献

This article examines how evaluation induces policy learning – a question largely neglected by the scholarly literature on evaluation and policy learning. Following a learner's perspective, the article attempts to ascertain who the learners are, and what, and how, learners actually learn from evaluations. In so doing, it focuses on what different types of learners actually learn within the context of the evaluation framework (the set of administrative structures defining the evaluation goals and process). Taking the empirical case of three EU programme evaluations, the patterns of policy learning emanating from them are examined. The findings are that only two types of actors involved in the evaluation are actually learning (programme units and external evaluators), that learners learn different things (programme overview, small‐scale programme adjustments, policy change and evaluation methods) and that different learners are in control of different aspects of the evaluation (learning objectives and processes) according to the evaluation framework established by the European Commission. 相似文献

This paper reports results from a resume‐based field experiment designed to examine employer preferences for job applicants who attended for‐profit colleges. For‐profit colleges have seen sharp increases in enrollment in recent years despite alternatives, such as public community colleges, being much cheaper. We sent almost 9,000 fictitious resumes of young job applicants who recently completed their schooling to online job postings in six occupational categories and tracked employer callback rates. We find no evidence that employers prefer applicants with resumes listing a for‐profit college relative to those whose resumes list either a community college or no college at all. 相似文献

Focusing Events and Changes in Ecologies of Policy Games: Evidence from the Paraná River Delta 下载免费PDF全文
Solving environmental problems on a regional scale demands joint efforts by multiple stakeholders, but coordinating such efforts can be difficult in complex governance systems. In this article, we combine the literature in Adaptive Governance with the Ecology of Policy Games (EPGs) framework to enhance our understanding of how complex governance systems react to environmental focusing events. We study the EPGs in the Paraná River delta in Argentina following widespread fires caused by slash‐and‐burn practices in 2008, and analyze how new forums created to address the consequences of this event differ from the forums created prior to the event in terms of their capacity to attract stakeholders and to provide higher interconnectivity to the whole governance system. Furthermore, we offer an initial evaluation of the Comprehensive Strategic Plan for the Conservation and Sustainability of the Paraná River delta, the main forum in the EPGs created to address the negative consequences of the focusing event. Finally, we discuss the implications of our findings for the study of complex governance systems where stakeholders are able to address the management of natural resources at a regional scale. 相似文献

Although political and marketing analysts commonly describe political candidates as brands, the conceptualization of political candidates as brands within academic research and popular culture is uncommon. This paper presents empirical evidence in support of viewing candidates as such. Using data from a nationwide study that measures the self concept of Mexican voters and their perceived images of the presidential candidates in Mexico's 2006 election, the paper demonstrates that voters see themselves and each candidate as a distinct brand. Furthermore, this view of a voter's self-brand influences his or her perception of a political candidate's brand image. The academic and managerial implications of these findings are discussed. 相似文献

Decentralization is a common public sector reform in developing countries. Its basic rationale is that local governments have an informational advantage regarding the needs and preferences of consumers. However, decentralization also has drawbacks. Foremost is the efficiency advantage of the central government in providing public services because of economies of scale and better access to resources. This study looked at the relationship between decentralization and poverty using data from Philippine cities and municipalities. Results suggest that decentralization, as represented by fiscal independence and measured by the share of locally sourced revenues to total local government revenues, is indeed associated with lower poverty. However, this effect is not linear—the marginal effect of decentralization on poverty diminishes as decentralization increases. Moreover, decentralization moderates the positive effect of good governance on poverty reduction and the magnitude of the relationship between poverty and decentralization is stronger in poorer municipalities than in richer ones. 相似文献

Recent decades have witnessed increased empirical and policy interest in children’s citizenship, particularly since the ratification of the United Nations Declaration of Children’s Rights. However, support for children’s active citizenship is often hindered by the pervasiveness of discourses that characterise children as innocent, developing, and free from responsibility. Public and governmental decision-making largely excludes children’s consultation and contributions, often determined by age alone. To quantifiably assess the amount of public support for children’s political participation, we commissioned a Likert scale survey question on degrees of support for children and youth (across four age groups between 3 and 18 year olds) having the opportunity to influence government decisions, in the Australian and New Zealand 2016 versions of the International Social Survey Programme (ISSP). Analysis of responses to this question in relation to demographic survey data indicate variation in preferences for different age groups, and that age, gender, and political party preference of respondents were variables of significance for both nations. These variables point to potential predictors of attitudes toward political participation of children and youth which have relevance for policymakers and educators in relation to provision of programmes that will increase the engagement of children and youth in government decision-making. 相似文献
