Abstract

This article discusses the participatory creation of the Multidimensional Poverty Assessment Tool (MPAT), a survey-based thematic indicator developed in China and India. The core of the article focuses on the use of expert elicitation to inform the construction of MPAT’s household and village surveys, the cardinalisation of survey responses, and the weighting scheme design. This is followed by a discussion of the potential pitfalls of expertise in development, the decision not to aggregate MPAT into an index, creating locally relevant poverty lines, and ideas for future research. Trotsky, an eight-part miniseries made in 2017 for the centenary of the Russian Revolution, has recently been made available on Netflix for global audiences. This article analyses Trotsky through the theoretical lens of neo-Eurasianism, especially as developed by the political theorist Aleksandr Dugin. Dugin's philosophy posits a civilisational divide between the “Atlantic” values of secularism, open markets, cosmopolitanism and sexual profligacy represented by the Anglo-Atlantic cultural sphere, and the “Eurasian” values of authoritarianism, cultural conservatism and religious nationalism present in a revived Russia. I argue that Trotsky's interpretation of Leon Trotsky's legacy reflects the popularisation of Dugin's neo-Eurasianist political philosophy in Russia. The article covers some of the key historical events depicted in Trotsky, discussing their accuracy with reference to existing academic biographies of Leon Trotsky. I then discuss the series’ apparent fixation on the Jewish heritage of Trotsky (who was born Lev Bronstein), which has been the focus of much of the media coverage of the series, before addressing the fraught place that Trotsky occupies in Russian historical memory. I then move on to a discussion of the political philosophy of neo-Eurasianism and its relevance and application to the political climate of modern Russia. Finally, I consider what Dugin has said about Trotsky himself. Despite (or perhaps because of) its distortions of history, the series serves as a fascinating reflection of the values and political climate of modern Russia.  相似文献

Many critics have suggested that worldwide efforts to reinvent government could also weaken democratic control over public institutions, but few have considered how attempts to implement the "new paradigm" in public management might affect a widely used instrument for promoting accountability: freedom of information law (FOI). FOI laws give citizens and nongovernmental organizations the right of access to government information. However, recent Canadian experience shows that reinvention can weaken FOI laws in three ways. First, attempts to reduce "nonessential" spending may cause delays in handling FOI requests and weaken mechanisms for ensuring compliance. Second, governmental functions may be transferred to private contractors and not-for-profit organizations that are not required to comply with FOI laws. Third, governments' attempts to sell information and increase FOI fees may create new economic barriers to openness. Thus, restructuring provides an opportunity for political executives, public servants, and some well-organized business interests to weaken oversight mechanisms and increase their own autonomy within the policy process.  相似文献

This is a review of four books by Leonard White: The Federalists (1948), The Jeffersonians (1951), The Jacksonians (1954), and The Republican Era (1958). In these books, White develops an approach to the study of administrative development that accounts for a broad range of considerations, including political and economic structure, the organization of the international order, popular culture, the stock of available communication and organizational technologies, and executive talent. White also offers an early argument about the significance of path dependence in institutional evolution. White's approach is largely concerned with the macrodynamics of administrative development. It has been neglected within the field of public administration over the last half century. A literature that builds on White's work would improve the field's ability to explain and anticipate failures in state building and administrative reform.  相似文献
