A large literature has developed in which labor market contracts are used to estimate the value of a statistical life (VSL). Reported estimates of the VSL vary substantially, from less than $100,000 to more than $25 million. This research uses meta‐analysis to quantitatively assess the VSL literature. Results from existing studies are pooled to identify the systematic relationships between VSL estimates and each study's particular features, such as the sample composition and research methods. This meta‐analysis suggests that a VSL range of approximately $1.5 million to $2.5 million (in 1998 dollars) is what can be reasonably inferred from past labor‐market studies when “best practice” assumptions are invoked. Rulemaking agencies commonly delegate the implementation and enforcement of rules to affected parties, but they rarely delegate rulemaking authority. Regulatory negotiation is an example of this uncommon behavior. Compared to conventional rulemaking, regulatory negotiation is thought to be an attempt to make bureaucracy more responsive to affected stakeholders, especially when the rulemaking concerns politically complicated and technical issues. However, negotiation, while it may make bureaucrats more responsive, may also be less fair in that it is likely to result in relatively more responsiveness to interests supported by those with greater resources. This study presents empirical evidence that compares negotiated to conventional rulemaking processes at the Environmental Protection Agency in respect to both responsiveness and equality. The results uphold the expectation that negotiating rules appears more responsive than the conventional rule‐writing process. Furthermore, the results show inequality in both processes; outcomes of negotiated rules may be more unequal than outcomes of conventionally written rules. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

This article analyzes Community Development Block Grant (CDBG)spending by local governments between 1988–1992. We addressfour issues examining actual expenditure patterns in a smallcentral city and five satellite cities in Michigan: changesin CDBG expenditure patterns; levels of social targeting; theextent of institutionalization of expenditure patterns; andthe level of privatization of CDBG spending. We conclude thatwhile spending for housing and public works is related to thefiscal health of cities, expenditures for economic developmentand social services are related to political characteristics.Further, local governments exceed federal social targeting guidelines.Finally, while there is little privatization, the communitiesstudied evidence modest levels of program innovation in thelater years of the CDBG program.  相似文献

Research suggests that perceived appropriateness of parental discipline plays a role in whether adolescents accept or reject parental messages, but little is known about how adolescents conceptualize or construct their ideas of appropriateness. One hundred twenty-two adolescents (M age = 16.87) answered questions about past situations (both antisocial and prosocial), how parents responded to these situations, the adolescent's perceived appropriateness of the parent's reaction, how the parent's reaction made the adolescent feel, and what the adolescent thought the parent's intentions were. Appropriateness ratings were related to the type of parental discipline used, with yelling associated with lower ratings of appropriateness and talking associated with higher ratings. Ratings were also related to adolescents' emotions, with negative emotions associated with lower ratings of appropriateness and positive emotions associated with higher ratings. Lastly, ratings were related to adolescents' perceptions of parental intent, with inhibiting and controlling intentions associated with lower ratings of appropriateness and caring and helping intentions associated with higher ratings.  相似文献

Whether state supreme court justices votesincerely or strategically depends upon:(1) justices' sincere preferences; (2)ideological differences between a justiceand other state actors, which affect the willingness of actors tosanction justices; and (3) institutionalrules and political settings, which affect the ability of otheractors to retaliate against justices forobjectionable decisions. Since institutional rules do notvary for the U.S. Supreme Court but do forthe 50 states, state supreme court cases are thebest site for testing conditions underwhich justices are likely to vote strategically. Moreover,amendment of state constitutions isrelatively easy, which permits systematic examination of theextent to which strategic behavior manifests in judicialreview cases. Using data on docketing anddecisions on workers' compensation laws for1970–1993, this research offers a broaderunderstanding of strategic behavior byjudges.  相似文献

The boost to activism to which the internet has largely contributed has been underlined by financial and image issues growing from hacker attacks and the online promotion of activist groups. Emergency corporate counteractions with regard to these cyber threats have not analysed this new phenomenon. The state of the research in this area has consistently remained at the period before the development and widespread use of the internet. Cyberactivism, therefore, is a cyber phenomenon without a clear meaning or a clear definition. In order to understand cyberactivism, it is important to understand that it is much more than simply about hacking and activists' online promotion. It is a new phenomenon, growing out of activism but changing the pressure on corporations. With the internet, new dynamics of issue selection have been established and a different aggregation within groups has taken place. A new organisational set‐up among activist groups puts new pressure on corporations, which must develop new strategies concerning online rules. Cyber actions are originated by individuals triggering a spontaneous relationship between many users. The pressure is no longer the result of a long aggregation into association, but of an immediate and spontaneous network of relationships. Copyright © 2003 Henry Stewart Publications  相似文献

What is the role of the European Union (EU) budget in the upcoming EU enlargement? This article attempts to answer this question by focusing on the EU budgetary system before and after the enlargement. The analysis of the EU budget helps us understand the political and economic philosophy as well as the practical achievements of the European construction. The upcoming enlargement urges the elaboration of a new vision of Europe, its missions and democratic institutions, and the power sharing between the EU and its member states, with a consequent major reform of EU fiscal and budgetary discipline.  相似文献
