The application of matrix organization concepts in managing pacification and rural development

For more than two decades matrix structures have been employed in both private and public organizations. One little known application of the matrix structure was undertaken during the Vietnam war to improve the pacification and rural development program after separate agencies working independently were found to be ineffective. Over a five-year period while the matrix organization was in being to interact with the South Vietnamese, much progress was made in pacification and rural development. While the final result of the Vietnam war negated all of the success attained in pacification and rural development, it is still worthwhile to look at the achievements of this matrix organization for lessons of the future.     

Private provision of public services: Contracting by large local governments

This study examines public service delivery by counties and municipalities of over 500,000 popula tion, through the practice of contracting out with the publicsector. It is based on responses to a question naire sent to purchasing officials in American and Canadian cities, counties, and state governments Results indicate the types of services contracted out the frequency of contracting out, procedures utilized and administrative attitudes. We find that a diverse group of non-professional,non-construction services are being provided by private contractors for these jurisdictions, but the jurisdictions are not providing a majority or even a significant portion of their services in this manner.     

The Narrative History of the Chocolate Wars: A Short and Tasty Bargaining Game

ABSTRACT

This single lesson classroom game is designed to test student knowledge of Realist and Liberal concepts through an imbalanced resource bargaining mechanic. The game is designed for approximately 20 students divided into state teams of three to four students each and uses chocolate to represent the state teams’ economic capacity, military capability, and human security. Each state team had competing goals, over which they must cooperate or conflict for additional pieces. This game also uses an abstract design to maximize active learning through a short course of play while also making the game useful for testing concepts at any point in an International Relations course. In addition to offering a complete yet easily modifiable game for classroom use, this article also describes the game’s pedagogical contribution to the discipline, game design notes, and techniques for preventing students from stuffing their faces with game pieces.
