Emergency suicide care in France: the psychiatrist's liability as seen in case law

In France, in general emergency departments, psychiatric consultations are on the increase and suicidal behavior represents a frequent reason for consultation. Psychiatrists treat patients whose behavior may be impulsive and irrational, and whose critical judgment is impaired. In emergency units, the reception and initial assessment of the patient determines his or her future pathway through the healthcare system. By its very nature, emergency medicine deals with inherently unstable situations, which may lead to the risk of medical malpractice. The aim of this article is to provide a summary of the initial management of suicidal patients by general emergency units and to comment on the medical malpractice that may expose the practitioner to risk of liability. An analysis of case history has shown that in suicide cases, malpractice due to inadequate supervision is the most frequent ruling.     

Allele frequencies of the 15 AmpF/Str Identifiler loci in the population of Metztitlán (Estado de Hidalgo), México

The 15 AmpF/STR Identifiler loci (D8S1179, D21S11, D7S820, CSF1PO, D3S1358, TH01, D13S317, D16S539, D2S1338, D19S433, vWA, TPOX, D18S51, D5S818 and FGA) were analyzed in the sample of 180 unrelated autochthonous healthy adults born in Meztitlán City from the valley of Metztitlán (Estado de Hidalgo, México). The agreement with Hardy-Weinberg equilibrium was confirmed for all loci. From the forensic point of view, the heterozygosity value, power of discrimination and the a priori chance of exclusion were calculated.     

Religion as a Source of Peace and Violence

Fleeing persecution in 615, the disciples and followers of Prophet Muhammad found refuge in Africa. In this “First Hijrah,” or migration, they had escaped Mecca and sought safety in Aksum (now northern Ethiopia and Eritrea), the land of an African Christian king. It was a crucial moment in the development of Islam. Africa, a place of many religions, was seen, rightly, as a safe haven.

Like Islam, Christianity had faced opposition and persecution in its early years. The practitioners of both religions knew firsthand what it meant to suffer violence from those who disagreed. How can it be that religions born of persecution are now themselves used for extreme violence? And why, specifically, in Africa today? How can Africans prevent and fight against extremism and what can we all learn from this experience?     

‘Fanm Se Poto Mitan’: Haitian Woman,the Pillar of Society

In this paper Marie-Jose N'zengou-Tayo draws on a variety of sources, both historical and contemporary, to describe the journey of Haitian women from nineteenth-century post-War of Independence, to present-day Haitian society.The paper is divided in two sections. In the first, the author traces a brief social history of women, quoting anthropological and sociological studies from the 1930s to the 1970s. She begins with rural peasant women noting their significant involvement in farming, marketing and in the internal food trade sector. The development of polygamy and common law unions as the most common form of conjugal union is seen as a practical response to survival in rural Haiti. The author notes the major impact on women's lives of continued political upheavals, violent repression, rural degradation and migration to the cities. Opportunities for employment in a deprived urban setting, and women's initiatives in income generating are also described under the Duvalier regimes. A brief overview of the lives of the middle class is included, although there is a paucity of research in this area available to the author. Violence against women is a regular threat facing domestic workers, and a means of repression used by the state against women across classes.In the second section N'Zengou-Tayo addresses the literary representation of Haitian women by both female and male Haitian writers. The paper examines how female writers have developed subversive narrative strategies to shape a female identity in order to break away from the stereotypes portrayed in men's writing.N'Zengou-Tayo concludes that the tremendous contribution of Haitian women to their society has neither been recognized nor documented. Despite this, the resilience of Haitian women, whether in their daily lives or in their writing, has enabled them to make strides towards improving their lives.     

The electoral budget cycle

This article begins with a review of the now substantial literature on the thesis that polticians manipulate governmental outputs so as to favor their chances of reelection. It concludes that while this “electoral cycle” thesis was initially overstated by its proponents, it retains more plausibility than recent critics have allowed. This conclusion is then demonstrated through an analysis of expenditures by the ten provincial governments in Canada between 1951 and 1984.
