The resource curse revisited: governance and natural resources

The paper analyzes the impact of natural resource abundance on selected governance indicators. We use a panel data set with observations on a large number of countries over an extended period of time and employ an instrumental variable technique to account for endogeneity. The results show that exports of natural resources have, above all, led to an increase in corruption. This result is robust to both different model specifications and an alternative indicator for natural resource abundance. For other governance indicators, such as law and order and bureaucratic quality, we either find no results or results that lack robustness.

Adenauer's major political mistakes towards the end of his political career are fairly well remembered but hardly anyone recalls his disastrous attempt to set up a foundation for refugees and expellees prior to the 1953 general elections. This article explains the reasons for the establishment and its failure but also the reasons why this blunder is hardly remembered anymore although it is a prime example of Adenauer's thinking and realpolitische acting.     

Profits and Cold War - Politically Motivated Export Finance in West Germany during the 1950s: Two Case Studies

The importance of exports in the process of West Germany's reintegration into the international community after the Second World War is well documented. In addition to political rehabilitation and the fundamental need for hard currency, there were also political reasons for the importance the federal government placed upon exports. In order to support American Cold War strategy, it was drawn into a risky credit programme to Yugoslavia, which at one stage was also used to further Adenauer's own agenda. Changes in West German political priorities, resulting partly from the Hallstein Doctrine, forced the government into still more politically motivated export finance and foreign aid. Without losing importance as the engine of German economic growth, export finance and economic aid became increasingly important to the country's foreign policy from the late 1950s onward.

A comparison between on-site immunoassay drug-testing devices and laboratory results

The aim with this study was to evaluate the accuracy of several on-site testing devices on the market. A part of this study is included in the European Union's (EU's) roadside testing assessment project (ROSITA). An other request for this kind of study came from the Finnish prison department in the Ministry of Justice. The evaluation was performed on both urine assays and oral fluid assays. The on-site test results were compared with laboratory results (gas chromatography-mass spectrometry (GC/MS)). The samples were tested on amphetamines (AMP), cannabinoids (THC), opiates (OPI) and cocaine metabolites (COC). Some of the tests also included a metamphetamine (MET) and a benzodiazepine (BZO) test. Both positive and negative samples were tested. A total of 800 persons and eight on-site devices for urine and two for oral fluid testing were included in this study. Good results were obtained for the urine on-site devices, with accuracies of 93-99% for amphetamines, 97-99% for cannabinoids, 94-98% for opiates and 90-98% for benzodiazepines. However, differences in the ease of performance and interpretation of test result were observed. It was possible to detect amphetamines and opiates in oral fluid by the used on-site devices, but the benzodiazepines and cannabinoids did not fulfil the needs of sensitivity.     

Air embolism following arthroscopy--autopsy findings and forensic medicine aspects

An iatrogenic cause of air embolism with a fatal outcome is reported that occurred in a case in which arthroscopy of the knee had been carried out. Even after worldwide use of arthroscopy for many years, this complication has never been seen until now. At autopsy, when air bubbles were observed in the right heart chamber and in the vena cava inferior, only the knee joint was taken into consideration as the air-access route. The access of air was detected by means of arthroscopy on the corpse, combined with a special autopsy technique and shown experimentally. Insufflated air had entered via a fracture of the tibial articular surface and then passed through the spongiosa into the femoral vein. These findings are of far-reaching clinical consequence because the indication for arthroscopy by gas insufflation must be reconsidered again. Finally, the medicolegal aspects of such an incident are discussed.

Predicting daily-life antisocial behaviour in institutionalized adolescents with Transgression-related Implicit Association Tests

This study investigated whether implicit attitude (IA) and implicit self-concept (ISC) towards transgression predicted daily-life antisocial behaviour (ASB) in institutionalized adolescents. Eighty-seven adolescents completed two Implicit Association Tests (IAT) assessing IA and ISC towards transgression, and reported four times a day during eight days the intensity of their ASB. Staff members concurrently reported the intensity of each adolescent’s ASB. Adolescents filled in the Inventory for Callous-Unemotional Traits and answered a semi-structured interview assessing conduct disorder. Multilevel regression analyses confirmed that adolescents’ ISC towards transgression significantly predicted their self - and staff-reported ASB over and above conduct disorder and callous-unemotional traits. However, adolescents’ IA towards transgression did not predict their ASB. Results indicate that ISC towards transgression is a reliable predictor of daily-life ASB in institutionalized adolescents. These results suggest that transgression-related ISC represents a promising target for ASB prevention in institutionalized adolescents.     

“They Have Achieved a Lot Because we Have Paid Them to do a Lot”: NGOs and the International Community in the West Balkans. Perceptions of Each Other

Strengthening civil society has had a prominent place in the international community's strategy for the West Balkans. Rather than creating an independent and sustainable NGO sector, however, it has made local NGOs largely dependent on the international community for funding and other assistance. This article examines the international community's perceptions of local NGOs and vice versa, drawing on findings from 60 in-depth interviews with representatives of the international community and 18 focus groups with NGO representatives in Bosnia & Herzegovina, Macedonia and Serbia. While the international community is fairly positive towards the NGO sector, the NGOs are more critical of the international community, and particularly so in Macedonia. Perceptions are shaped by a number of individual and organisational factors as well as by the international community's overall agenda in the region.
