The public sector is in transition in many countries, including New Zealand, and many government departments have been restructured so as to increase transparency and accountability in their decision‐making by implementing fundamental changes to governance, accountability regimes and information systems. New frameworks are also needed for tasks such as priority setting, and this paper describes the framework developed to assist the then NZ Ministry of Agriculture (MAF) in setting priorities for the allocation of research funds. This comprised a participative process including a series of workshops using both GroupSystems software for electronic meeting support and Visual Interactive Sensitivity Analysis (VISA) software to facilitate a multi‐criteria decision analysis. 相似文献

Abstract. This paper is an examination of the important issue of measuring social welfare. The first part of the paper shows that the traditional quantitative methods of socio-economic evaluation may give society misleading answers about the impact of public policy and achievement of social objectives. Social indicators as an approach to policy evaluation are discussed in the second section and their relation to the Economic Council of Canada's ‘goal indicators’ is examined. The paper concludes with a brief comment on how social indicators may complement existing traditional socio-economic measures. Sommaire. Transnational private governance initiatives that address problems of social and environmental concern now pervade many sectors. In tackling distinct substantive problems, these programs have, however, prioritized different problem‐oriented logics in their institutionalized rules and procedures. One is a “logic of control” that focuses on ameliorating environmental and social externalities by establishing strict and enforceable rules; another is a “logic of empowerment” that concentrates on remedying the exclusion of marginalized actors in the global economy. Examining certification programs in the areas of fair trade, organic agriculture, fisheries, and forest management, we assess the evolutionary effects of programs prioritizing one logic and then having to accommodate the other. The challenges programs face when balancing between the two logics, we argue, elucidate specific distributional consequences for wealth, power, and regulatory capabilities that private governance programs seek to overcome. 相似文献

Subnuclear vacuoles in the proximal renal tubules have been reported as a histologic sign of ketoacidosis. Originally described in diabetic ketoacidosis, renal vacuoles can be found in other ketogenic states such as alcoholic ketoacidosis (AKA), starvation, and hypothermia, underpinned by deranged fatty acid metabolism. A retrospective analysis of 133 deaths associated with alcohol use disorder (AUD) examined at autopsy between 2017 and 2020 was undertaken. This study aimed to determine the prevalence of subnuclear vacuoles in deaths of those with AUD and their specificity for deaths from AKA, and to elucidate what demographic, biochemical, and pathologic findings are associated with subnuclear vacuoles. In each case, vitreous humor biochemistry including electrolytes, glucose, and beta-hydroxybutyrate (BHB) was analyzed alongside postmortem hemoglobin A1c and renal and liver histology. Renal histology was graded for the presence of vacuoles as absent (0), scanty (1), or easily identifiable (2). Liver histology was graded for steatosis and for fibrosis if Masson trichrome staining was available. Vacuoles were commonly seen in the deaths of those with AUD. They were seen in deaths due to AKA but were not specific to that cause of death. With vacuoles present, lower vitreous sodium (139 vs. 142 mmol/L; p = 0.005), higher vitreous BHB (1.50 vs. 1.39 mmol/L; p = 0.04), severe hepatic steatosis, and severe hepatic fibrosis were seen, compared with those without renal vacuoles. 相似文献

Twenty‐five years after the Kennett government began privatising prisons, Victoria has the world's highest proportion of prisoners in private prisons. When the privatisation project began, it was confidently expected that privately managed prisons would be cheaper, better, and more accountable than traditional public sector provision. This paper examines whether those anticipated benefits have been realised. In doing so, we assess system‐wide operating costs, specific measures of performance, and accountability of the prison system between 1992 and 2017. Using publicly available data, we conclude temporary lower costs occurred but have not been sustained. Similarly, performance improvements are mixed, and enhanced accountability is contested. Although the performance information now available on Victoria's prisons is superior to what was available in the pre‐privatisation era, successive Victorian governments have also overseen arrangements that severely curtail dissemination of such data. This has restricted the capacity of Parliament and the public not only to hold government to account for the operations of the prison system, but also to evaluate the efficacy and impact of the prisons privatisation project. We conclude a more definitive assessment will only be possible when current limitations on accessing performance and other data are lifted enabling greater public scrutiny of Victoria's prison system. 相似文献

The rise of “new” transnational governance has intensified debates about a lack of accountability in global politics. Reviewing the mechanisms through which transparency can foster accountability beyond the state, this article explores the determinants of information disclosure in the field of transnational sustainability governance. Examining the institutional design of 113 voluntary sustainability programs, we find a positive correlation between the involvement of public actors and information disclosure. In contrast, the role of civil society is more ambiguous. There is no statistical support for arguments linking non‐governmental organization participation to increased transparency. At the same time, our analysis reveals a robust correlation between civil society‐led metagovernance and information disclosure. Moreover, we find that crowding has a negative effect on transparency, whereas normative peer pressures have no influence. At a broader level, the analysis reveals a lack of “deep transparency” among transnational sustainability governors. This limits the scope for transparency‐induced accountability in this policy domain. 相似文献

The Microsoft Windows operating system continues to dominate the desktop computing market. With such high levels of usage comes an inferred likelihood of digital forensic practitioners encountering this platform during their investigations. As part of any forensic examination of a digital device, operating system artifacts, which support the identification and understanding of how a user has behaved on their system provide a potential source of evidence. Now, following Microsoft's April 2018 build 1803 release with its incorporated “Timeline” feature, the potential for identifying and tracking user activity has increased. This work provides a timely examination of the Windows 10 Timeline feature demonstrating the ability to recover activity‐based content from within its stored database log files. Examination results and underpinning experimental methodologies are offered, demonstrating the ability to recover activity tile and process information in conjunction with the Windows Timeline. Further, an SQL query has been provided to support the interpretation of data stored within the ActivitiesCache.db . 相似文献
