ABSTRACT

Procedural justice theory plays a central role in understanding police–citizen relationships. To test the universality of procedural justice theory, researchers have tended to assess the relative impacts of normative and instrumental models of policing in different geopolitical contexts. Building on Reisig and Lloyd’s study in Jamaica, we test in the current study the relative impacts of procedural justice (a normative factor) and police effectiveness and risk of sanctioning (instrumental factors) on Jamaicans’ obligation to obey the police and willingness to cooperate with police. We found that procedural justice predicted both obligation to obey and cooperation, although obligation did not predict cooperation. And while effectiveness predicted obligation, it was not significantly related to cooperation. Lastly, older citizens were more willing to cooperate with police. The study’s implications for policy and future research are discussed.  相似文献

This article compares two parliamentary constituencies in Warwickshire: one which might be expected to be Conservative but is held by Labour, and the other, a Labour seat for over fifty years, but now held by the Conservatives. Constituency level analyses permit a more fine-grained analysis of electoral trends, taking account of demographic factors otherwise being overlooked. Labour needs to be able to appeal to the aspirational voters moving into Nuneaton.  相似文献

The Department of Government at Essex University provided a favourable environment for the development of Anthony King's work. While his primary interest was the UK, his intellectual interests were far broader in scope and informed by comparative insights. His key work was on political leadership, but he also made crucial contributions on other issues such as ungovernability. Governments have historically offered their workforce a public service bargain founded on stable pay and conditions and job security. However, while the Westminster system aims for public service employment to be protected from the whims of government, public servants are nonetheless affected by the political environment in which they operate and changes to this bargain can occur with a new government. This paper focuses on a Queensland public service change process that resulted in large‐scale forced redundancies, non‐renewal of temporary contracts, and legislative changes that nullified the provisions in job security, organisational change, and redundancy policies. Using communication as a lens through which to understand leadership, it examines how the government communicated with the public service about this organisational change, immediately before and after the 2012 election. In particular, through analysis of public and media commentary, speeches and Hansard records, it examines Premier Newman's change leadership and communication by contrasting pre‐election messages to the public service with post‐election messages about the public service and the justifications for change during this period of downsizing. This analysis is used to reflect on political leadership, communication, fair treatment, and trust in public service change.  相似文献

Abstract: Understanding the proper role of government in the promotion of small technology-oriented firms is a priority given the potential benefits to society as a whole and the inability of traditional market mechanisms to adequately nurture such firms. Further, designing the appropriate public policies to sufficiently satisfy the involved stakeholders has typically proven to be an elusive pursuit. With these issues in mind, this paper applies the concept of agency theory to evaluate government programs seeking to promote technology start-ups. A new program associated with the Innovation Ontario Corporation, which utilizes equity joint ventures between government and small technology-oriented firms, is described and evaluated using the agency perspective. Suggestions are made for further inquiry and analysis. Sommaire: Il importe de cerner le rôle adéquat du gouvernement dans la promotion des petites entreprises technologiques, étant donné, d'une part, les avantages potentiels pour la société dans son ensemble, et d'autre part, l'incapacité des mécanismes classiques du marchéà favoriser comme il le faut l'évolution de ces entreprises. De plus, en régle générale, les efforts visant àélaborer des politiques publiques appropriées et satisfaisantes pour les intervenants en question se sont révélés aléatoires. Compte tenu de tout cela, le présent article applique la théorie des agences pour évaluer les programmes gouvemementaux qui visent à faciliter le démarrage d'entreprises technologiques. Nous décrivons et nous évaluons ici, dans la perspective des agences, un nouveau programme associéà la Société Innovation Ontario, qui fait appel aux co-entreprises avec participation au capital pour le gouvernement et les petites entreprises technologiques.
