Most international organizations (IOs) expand their membership over the course of their lifespan. Although these enlargements tend to be heralded as normatively positive — for the IOs themselves, for the new members, and for cooperative outcomes more generally — expansions can also lead to conflicts in the organization. What conditions lead to enlargement rounds that reshape an organization in unexpected ways? We argue that, depending upon the diversity of the initial group of countries, members may vote to admit new entrants that can tilt organizational decision-making in unexpected directions. We anticipate fewer enlargements with lesser impact on the character of the organization among organizations that have either a smaller range of founding members or a relatively even initial dispersion. We develop an agent-based model that accounts for the complex decision-making environment and social dynamics that typify IO accession processes. The model helps us explain how the nature of decision-making in organizations can shift following enlargement, likely changing the organization’s output and goals.  相似文献

We examine how health PAC activity in the states is connectedto lobbying. Is the political money that health interest organizationsbring to the policy process a powerful, independent means ofinfluence or is it better understood narrowly as a tactic usedto support lobbying? We examine the relationship between campaigncontributions and lobby activity and the limited work that hasbeen conducted on them and raise a number of questions aboutthe process by which they are connected. We utilize 1998 dataon state lobbying and PAC activity, allowing us to answer causalresearch questions generated from existing studies at the nationallevel. We conclude that PAC activity is best viewed as an adjunctof lobbying rather than an independent form of political activity.  相似文献

Events of 2014, particularly in New South Wales and Queensland, have sharpened focus on the relation between money and politics, with calls for increased regulation of donations to, and expenditure by, political parties. This is despite the existence of other features of our political system seeking to limit corruption, like disclosure laws, anti‐corruption bodies, independent media, and Australia's standing as one of the least corrupt countries. This paper considers whether caps on political donations and limits on election spending are consistent with the Australian Constitution. The High Court has found that document requires freedom of political communication. This is subject to laws passed to further a legitimate objective, where their impact on the freedom is proportionate to a legitimate objective. Here, likely justifications for such restrictions are the need to reduce corruption and to create a level playing field. This article challenges both arguments, suggesting such restrictions are constitutionally invalid.  相似文献

This article examines clientelism in Iraq as a case study of one form of corruption. Iraq is an unusual case of corruption, because a key feature of Iraq's corrupt environment is an institutionalised factional political system based on sectarian quotas. The article explores the many links between clientelism and political factionalism, discussing whether clientelism arose because of factionalism, or whether factionalism merely determines the ways that clientelism currently operates in Iraq. Using fieldwork data, the findings show there are two distinct levels of clientelism in Iraq, both of which are linked to political factions: the individual level and the organisational level. First, clientelism at the individual level entails the elites of many political factions regarding ‘money politics’ as a means of influence in Iraq/Kurdistan by buying people's affiliations and thereby governing people. Second, clientelism at the organisational level entails that the spoils of political office are shared out among the elites of the political factions in a proportionate fashion. The article concludes that clientelism is a form of political rather than economic corruption; and that while there may be some immediate value in clientelism, its long-term harm outweighs its short-term value.  相似文献

The following study is an evaluation of the Moderate Intensity Family Violence Prevention Program (MIFVPP). The sample consisted of 298 male federal offenders who participated in the MIFVPP while incarcerated or on release within the community. Participants were assessed pre-, mid-, and postprogram using an assessment battery consisting of self-report questionnaires and facilitator-rated evaluation scales. Results of the study found uniform and significant (p < .001) improvement for pre and post program change in the self-report questionnaires and in the facilitator ratings. A positive improvement in motivation, whether assessed by the participant or facilitator, was associated with improvement in program outcomes and significant within, between, and interaction effects were found when participant program performance over time was compared among grouped postprogram ratings of motivation. The implication for the efficacy of addressing offender motivation to change in intimate partner violence (IPV) interventions is discussed.  相似文献

In the 1990s, strong incentives for managed care organizations to control costs, once regarded as a fortuitous confluence of interests, came to be seen as antithetical to consumers' interests in quality of care. In response to this change in political climate, many states have greatly increased their regulatory control of managed care organizations since the mid-1990s. This activity is surprising in an era when public policy on health care issues is usually described as frozen, gridlocked, and/or stalemated as a result of intense activity on the part of organized interests. We take advantage of the variation in state regulations of health maintenance organizations (HMOs) to discover why some governments are able to address policy problems that are often perceived as intractable in a political if not in a true policy sense. From the history of HMOs, the backlash against managed care, and state responses to that backlash, we first extract a number of hypotheses about state regulatory activity. We then test these hypotheses with data on regulatory adoptions by states during the late 1990s and the early 2000s. Last, we discuss the findings with special attention to the role of politics in health care.  相似文献

While Beijing has repeatedly signed up to multilateral sanctions against North Korea, it is widely regarded as having failed to enforce them. Indeed, China’s deepening economic engagement with the country has led observers to debate the causes of this seemingly duplicitous approach. Constructivist and realist approaches have relied on state-centric frameworks that serve to reduce Sino-North Korean relations to the high politics of Beijing-Pyongyang diplomacy in the context of broader geopolitical dynamics. This article argues that such approaches pay insufficient attention to the profound rescaling of the Chinese state in recent years and the implications this process has for bilateral relations. This article sheds light on how Sino-North Korean relations are being driven by actors at multiple scales and by a multitude of objectives as a result of decentralisation and marketisation alongside increasing geographical unevenness within China and new challenges to continued capital accumulation. North Korea has come to play an increasingly important role in efforts to facilitate economic recovery in the northeastern border regions through serving as spatial fix for Chinese manufacturing capital. These new cross-border flows of capital and labour suggest an emerging pattern of Sino-North Korean relations that is by no means static but in considerable flux.  相似文献
