Government performance measurement is often faulted for focusing on outputs, while citizens are said to demand more information on outcomes to hold government accountable. To compare the influence of these measures, we randomized 774 participants to receive outcome or output information about a real HIV prevention program, with or without cost information, in a survey experiment. Citizens expressed less support for spending on the program when shown outcomes (infections prevented), rather than outputs (people served). Showing participants the high cost of treating HIV/AIDS boosted support for program spending, but did not make outcome information more persuasive. We interpret these results as partly a reaction to the high per-unit cost of an outcome in an HIV prevention program. But it may reflect a tendency of citizens simply to misinterpret less costly outputs, including serving more people, as if these were outcomes. Contrarily to most studies of the antecedents of public service motivation (PSM) focusing on the proximal work environment or personal characteristics, we seek to explore plausibly important deep antecedents of PSM that lie in the formative years of a person’s upbringing. Using an online survey of public service professionals that asked detailed background questions, we find that three deep antecedents are associated with lower overall PSM and its constitutive elements: growing up in a religious family, growing up in a family with a conservative point of view, and (surprisingly) being raised by a parent who served in the military. 相似文献

The NASA/Florida Minority Institution Entrepreneurial Partnership (FMIEP) represents a new infrastructure for technology transfer based on an alliance between the National Aeronautics and Space Administration (NASA)-Kennedy Space Center (KSC), the Technological Research and Development Authority (TRDA), and four Minority Institutions in the State of Florida. This paper describes this partnership, their key activities, and some of the initial results accomplished. The NASA-FMIEP was developed in order to assist in the technological advancement of small businesses through the support of existing federal programs. Many of these programs are underutilized, particularly by small and minority-owned businesses. One of these programs aims to transfer advanced NASA technologies to the private sector. The FMIEP supports Kennedy Space Center by identifying new potential markets for technologies developed at the Center and by developing innovative information technology applications necessary to support the efforts of technology transfer. In addition, the FMIEP';s business thrust includes assisting Kennedy Space Center in promoting the participation by small business in the Technology Outreach Program and the Small Business Innovation Research Program. To date, one NASA technology has been successfully commercialized, seven hundred businesses have been made aware of these federal business-assistance programs, and four companies received important assistance that enabled them to become SBIR winners. 相似文献

Evidence‐based management is on the rise as a strategy to promote more rational decision‐making and effectiveness in governance and public service delivery. To understand how widespread the use of evidence is among managers in various settings, and why evidence is emphasized more in some settings than others, it is necessary to have a good measure of the use of research and evidence in management decision‐making. This article reports on the development and testing of a new multi‐item scale, Norm of Evidence and Research in Decision‐making (NERD), that can be used across organizational and functional settings to assess evidence‐based management practices within an agency. The results indicate that the scale is internally consistent (reliable) and that it correlates with criteria of the underlying construct (valid). The article concludes with a discussion of the potential utility of the scale for advancing research and understanding about the use of evidence by public and nonprofit managers. 相似文献

Two theoretical traditions within comparative political analysis suggest very different answers to the question of what post‐transformation East Central European states should do with bureaucrats from the old regime. A state‐centred Weberian ‘competence’ institutionalism suggests a de‐politicised accommodation and retention of former officials. A society‐centred timing/intensity/mobilisation perspective suggests a politicised ‘cleansing’ of bureaucrats. Applied to the Federal Republic of Germany, the successor regime to the GDR, each perspective is found to be wanting. Seeking to explain the emergence of anti-trafficking initiatives, scholars have explored two sets of ideas??national security and gender equality??thought to shape policy. In this study, we examine whether such ideational influence accounts for Sweden's evolving anti-trafficking policy over the past decade. As powerful domestic ideas about gender inequality informed the adoption of an abolitionist prostitution policy in the 1990s, one would expect similar ideas to influence domestic responses to the related issue of cross-border trafficking. However, our case study shows that the policy area of trafficking has largely followed a different ideational path. Gendered ideas, periodically nested in a human rights discourse, have been salient in the public debate on trafficking in human beings, especially during the campaign to boycott the 2006 FIFA World Cup. However, they have exerted substantially less influence on Swedish legislative initiatives to combat trafficking, with security concerns still holding sway. 相似文献
