The Strategic Use of Evidence (SUE) approach is a framework for planning and executing suspect interviews with the aim of facilitating judgments of truth and deception. US law enforcement officers (N = 59) either received training in the SUE approach or did not. Each officer interviewed a mock suspect (N = 59) who had either committed a simulated security breach or had completed a benign task. The officers who received SUE training interviewed in line with the training: They questioned the suspect systematically, withheld the evidence and critical case information until after questioning, and relied on statement-evidence inconsistency to detect deceit. Consequently, SUE-trained interviewers achieved a higher deception detection accuracy rate (65%) compared to untrained interviewers (43%). 相似文献

In this paper, we argue that a new policy model for science and technology is needed and must be evolutionary in nature. The paper proposes utilizing the idea innovation network theory as a framework for assessing sectoral innovation patterns and identifies six types, or “arenas,” of research that are linked to innovation within these networks. Following the idea innovation network theory, the paper argues that two societal trends, the fragmentation of markets and the growth of knowledge, are driving organizations toward greater functional differentiation. Successful innovation will occur when these differentiated organizations become closely linked within innovation networks that integrate the arenas of research. The paper argues that this framework has predictive power, in that it allows the identification of path-dependent blockages or gaps within idea innovation chains that prevent the emergence of effective innovation networks in different countries. Policy makers can play an important role by fostering the development of tightly coupled networks that include organizations involved in each of the types of research. The paper provides empirical support for the framework using a cross-national European study of the telecommunications and pharmaceutical industries. 相似文献

We estimate the impact of business formalisation using nationally representative panel data on businesses in Vietnam. Our data allows us to observe businesses for two surveys prior to obtaining a licence and hence to control for differential trends before formalisation. We find that obtaining a licence is not associated with an increase in profits or other business outcomes such as revenue, expenses, and employment once we control for differential trends. Controlling for trends is crucial, as estimates that ignore trends consistently find a larger positive association between becoming licensed and business performance. Our results suggest that inducing more businesses to register is unlikely to bring about large-scale changes for these businesses. 相似文献

This article examines corruption in Nigeria's development sector, particularly in the vastly growing arena of local non-governmental organisations (NGOs). Grounded in ethnographic case studies, the analysis explores why local NGOs in Nigeria have proliferated so widely, what they do in practice, what effects they have beyond their stated aims, and how they are perceived and experienced by ordinary Nigerians. Although many studies of clientelism focus exclusively on vote buying, political machines often employ diverse portfolios of strategies. We provide a theoretical framework and formal model to explain how and why machines mix four clientelist strategies during elections: vote buying, turnout buying, abstention buying, and double persuasion. Machines tailor their portfolios to the political preferences and voting costs of the electorate. They also adapt their mix to at least five contextual factors: compulsory voting, ballot secrecy, political salience, machine support, and political polarization. Our analysis yields numerous insights, such as why the introduction of compulsory voting may increase vote buying, and why enhanced ballot secrecy may increase turnout buying and abstention buying. Evidence from various countries is consistent with our predictions and suggests the need for empirical studies to pay closer attention to the ways in which machines combine clientelist strategies. 相似文献

Using data from a national Gallup poll, this article examines several hypotheses related to citizens' perceptions regarding the prevalence of consumer racial profiling (CRP) in the retail setting in America, as well as their support for the practice. The oversampling of Black and Hispanic respondents allowed for analyses that tested for racial differences in perceptions concerning the extent of CRP, and also for racial differences in the support for the use of CRP. The multivariate analysis found that Blacks were more likely than Hispanics and Whites to believe that CRP was widespread; there were no differences in the views of residents from urban and suburban areas; there were no differences between racial and ethnic groups regarding whether profiling was justified; and the more liberal the respondents were, the more likely they felt CRP was widespread and not justified. The authors also discuss the implications of these findings and present some future directions for CRP research. 相似文献
