What are the core services of start-up incubators, and how can the be managed best? We use five incubator archetypes (university, regional business, company-internal, independent commercial, and virtual incubators) to identify key services and describe their implementation. Case-research was conducted on 10 incubators (from an estimated total of 50) in Italy. We concluded that differences in competitive scope (industry, geography, and segment focus) and differences in strategic objectives (profit versus non-for-profit) influence the nature, quality and implementation of incubation services and the way they are managed.  相似文献

ABSTRACT

Despite many initial similarities, Latvia and Poland represent two opposite extremes in terms of practical and theoretical approaches to the economic crisis. The Polish government applied a ‘pragmatic’ approach to fight the recession, based on expansionary fiscal policies and currency devaluation. Conversely, the Latvian administration opted for the Austerity and internal devaluation strategy. Consequently, the objective of this paper is to analyze, from the perspective of political economy, the strategies chosen for the economic crisis management and their effects in Latvia and Poland, in light of the main EU narratives about its causes and responses. The research contends that the economic performance of both countries during the crisis was due to their respective economic structures. On the one hand, Poland is a bigger, more diversified and industrialized economy, with fewer channels of vulnerability and could apply expansionary policies effectively. On the contrary, the economic model established in Latvia generated a high exposure to external shocks, in particular, with a double vulnerability in the banking sector. In this context, due to internal and external motives, the Latvian government decided to apply the austerity and internal devaluation strategy, worsening the economic decline and the subsequent recovery.  相似文献

For large parts of the world's poor labour force, participation in global production networks (GPNs) is associated not with poverty reduction and ??social upgrading??, but with highly precarious, unprotected and exploitative forms of work and employment, resulting in a perpetuation, rather than alleviation, of chronic poverty. In this article, we seek to understand these dynamics of ??adverse incorporation?? in the context of Brazilian agriculture, focusing on the extreme ends of the spectrum of exploitation associated with what, in Brazil, is usually termed ??slave labour??. We explore two questions which reveal the circular character of adverse incorporation. First, to what extent, in what ways and under what circumstances does chronic poverty foster patterns of precarious and exploitative employment within GPNs for poor workers? Second, to what extent, in what ways and under what circumstances can the workings of GPNs, and the terms on which poorer workers are incorporated into them, be said to produce and reproduce chronic poverty?  相似文献

This paper examines the role of international institutions in preventing the rise of protectionism. We analyze states?? choices in trade policy during the current global economic crisis, a situation likely to exacerbate uncertainty in the conduct of commercial relations and to push countries toward ??beggar-thy-neighbor?? trade policies. The main argument of the paper is that the numerous international institutions present in the international system during the current economic crisis serve as conveyors of information and mechanisms of commitment and socialization. They mitigate the uncertainty problem that prevails in prisoner??s dilemma settings such as trade. Economic international organizations increase the flow of information about the preferences and behaviors of its members. Non-economic organizations also have a role to play as social environments that encourage cooperation. Specialized international institutions devoted to trade, such as the WTO and preferential trade agreements (PTAs), not only provide monitoring and enforcement functions but also lock in commitments to liberal trade through legal obligations that make defections costly. We test our argument using a dataset of trade policies during the current economic crisis and of membership in international organizations. The paper finds strong support for the role of international institutions as commitment and socialization mechanisms in preventing the rise of protectionism.  相似文献

Positional asphyxia, a fatal condition arising because of the adoption of particular body positions, causing mechanical interference with pulmonary ventilation, can occur in various circumstances that are likely to come under the observation of the specialist in legal medicine (work, car accidents, torture, kidnapping, etc.). It is difficult to diagnose the cause of death in such cases because they generally present with an aspecific anatomopathologic picture. In some situations, positional asphyxia can be hard to distinguish from asphyxia because of chest compression. The main difference is in the way the event occurred: whether the particular position causing the asphyxia had been adopted by choice or by compulsion or necessity when an extrinsic mechanical action would result in traumatic asphyxia. The diagnosis of positional asphyxia is essentially based on 3 criteria: the body position must obstruct normal gas exchange, it must be impossible to move to another position, and other causes of natural or violent death must be excluded. To illustrate the main physiopathologic and diagnostic causes of positional asphyxia, the authors report 2 cases taken from the records of events that came under the observation of the Medico-Legal Sector of Bari University Hospital throughout the last 10 years.  相似文献

The most important traditional topics of empirical theory of democracy have been deeply reshaped by the phenomenon of the diffusion of democracies in the world during at least the last 30 years. More precisely, the definition of democracy is reconsidered under the new light shed by that phenomenon; the issue of hybrid regimes is addressed with all its problems of empirical intractability; the issue of the emergence of a theory, a quasi theory or at least a good theoretical framework about democratisation processes is discussed; and finally a contested issue such as that of the empirical assessment of democratic quality is introduced.  相似文献

Preferential trade agreements (PTAs) have been proliferating for the last twenty years. A large literature has studied various aspects of this phenomenon. Until recently, however, many large-N studies have paid only scant attention to variation across PTAs in terms of content and design. Our contribution to this literature is a new dataset on the design of trade agreements that is the most comprehensive in terms of both variables coded and agreements covered. We illustrate the dataset’s usefulness in re-visiting the questions if and to what extent PTAs impact trade flows. The analysis shows that on average PTAs increase trade flows, but that this effect is largely driven by deep agreements. In addition, we provide evidence that provisions that tackle behind-the-border regulation matter for trade flows. The dataset’s contribution is not limited to the PTA literature, however. Broader debates on topics such as institutional design and the legalization of international relations will also benefit from the novel data.  相似文献

This article starts from the remarks by Peter Mair on the growing gap between responsiveness and responsibility – or middle-run responsiveness – and the declining capacity of parties to bridge that gap. It focuses on the empirical analysis of the association between economic and substantive democratic dimensions and responsiveness, which are highly relevant to the way in which parties compete and govern within contemporary democracies. Following an introduction of the topic, the second section puts forward key concepts and hypotheses; the third presents the operationalisation of the variables and the applied method; the fourth and primary empirical section of the article analyses the non-procedural determinants of political and economic responsiveness, including freedom and equality as well as several key economic structural factors. The concluding remarks recapitulate the main empirical findings and submit a number of aspects that party leaders ought to take into account when addressing the thorny issue of responsiveness.  相似文献

Under what conditions do women participate in executive power in multiethnic societies? Previous research has examined how political institutions, socioeconomic factors, and cultural norms affect the appointment of women as cabinet ministers. However, no study has assessed the extent to which the politicization of ethnicity—a cleavage that shapes political life in many countries—affects women's cabinet appointments. Focusing on sub‐Saharan Africa, we argue that women are less likely to become cabinet ministers where incumbents use such appointments to build patronage‐based alliances with politicians who act as advocates for ethnic constituencies. Using an original dataset on the composition of cabinets in 34 African countries from 1980 to 2005, we show that women's share of cabinet appointments is significantly lower in countries where leaders must accommodate a larger number of politicized ethnic groups, but it rises with higher levels of democracy and greater representation of women in parliament.  相似文献

Although Chilean municipalities are not permitted to borrow, they do so through arrears and leasing contracts. A formal model of municipal indebtedness is estimated, based on a sample of 345 municipalities with yearly data from 2004 to 2007. Variables that are positively and significantly related to borrowing through arrears are: mayors closely tied to the ruling central government coalition; politically diverse municipal councils; years close to elections; and deeper municipal involvement in education. While leasing contracts appear to be insensitive to political factors, they are positively and significantly related to municipal staff managerial skills and municipal revenues per capita.  相似文献
