Allele frequencies, together with some parameters of forensic interest, for 15 STRs included in the Powerplex 16 System (CSF1PO, D3S1358, D5S818, D7S820, D8S1179, D13S317, D16S539, D18S51, D21S11, FGA, Penta D, Penta E, TH01, TPO and VWA) were estimated from two samples of unrelated individuals from Tunisia, of different ethnicity: Kesra (Berber) and Zriba (Arab). No deviations from Hardy-Weinberg equilibrium were observed after Bonferroni's correction for the number of loci analysed. Comparative analyses between our population data and other North African databases showed that significant differences were concentrated on loci with lowest values of diversity (mainly CSF1PO and D13S317), irrespective of ethnicity and geographic location. 相似文献

Despite there having been a positive context for initiating health care reforms in Portugal in the past fifteen years (accompanied by political consensus on the nature of the structural problems within the health care system), there has been a lack of reform initiatives. We use a process-based framework to show how institutional arrangements have influenced Portuguese health care reform. Evidence is presented to demonstrate inertia and nondecision making in three critical areas of Portuguese health policy: clarifying the public-private mix in coverage and provision, creating financial incentives and motivation for human resources, and introducing changes in the pharmaceutical market. Several factors seem to explain these processes, namely, problems in the balance of power within the political system, which have contributed to a lack of proper policy discussion; a lack of pluralism in the formation of health care policies (with low participation from citizens and high mobilization among structural interest groups); and the low priority of health care in public sector reforms. Portuguese politicians should be aware of the pitfalls of the current political system that constrain participatory arrangements and pluralism in policy making. The main question investigated here is the extent to which Russian workers' changing attitudes toward their labour contributed to the systemic political crisis of the Soviet regime during the latter part of the 1980s. The related issue of the workers' understanding of what has been called the "social contract" between themselves and government is also explored. The conditional cash transfer (CCT) programme Bolsa Família (Family Allowance), introduced in Brazil in 2003, is one of the largest such programmes in the world. Bolsa Família has played a role in the recent reduction of poverty and income inequality in Brazil. But what has been its impact on democracy? An assumption in the literature on social policy, derived from the European experience, is that targeted programmes such as Bolsa Família divide citizens, erode trust between citizens and between citizens and the state, and weaken democracy. This article challenges that assumption, showing that there is considerable evidence that Bolsa Família has strengthened the citizenship rights of the poor and enhanced democracy. The Brazilian experience suggests that, in highly unequal developing countries under conditions of 21st-century capitalism, the argument that targeted social programmes will inevitably undermine democracy is incorrect. 相似文献

A liquid chromatography–mass spectrometry method using dried oral fluid spots was developed and validated for the simultaneous quantification of cocaine, benzoylecgonine, cocaethylene, amphetamine, and 3,4‐methylenedioxymethamphetamine. The oral fluid was applied to a Whatman 903 grade paper and submitted to a drying time of 2.5 h. The extraction procedure was optimized by chemometric approach using simplex centroid design. Spots were extracted with a mixture of acetonitrile, buffer, and methanol. Calibration curves covered a linear concentration range of 40–500 ng/mL. Validation parameters of linearity, precision, accuracy, selectivity, carryover, matrix effects, and stability were evaluated and showed satisfactory results. Spot homogeneity was also satisfactory, with less than 15% of deviation from nominal concentration. Spot volume did not influence accuracy when less than 100 μL of the sample was applied to the spot. The validation of the proposed method suggests a potential application in different scenarios in toxicology. 相似文献

This article analyses the agenda of the World Bank after the Washington Consensus, arguing that it became more encompassing, politicised and intrusive. This agenda expanded and recycled itself since, in addition to liberalisation, privatisation and macroeconomic adjustment, it also advocated the wide-ranging reconstruction of the economy, the relationship between society and nature, the state, civil society and visions of the world and social practices from a neoliberal perspective. It is argued that the fight against poverty was incorporated by the institution, which functioned as an auxiliary mechanism for this liberalisation. The importance of the incorporation of New Institutional Economics for this expansion and recycling is highlighted. 相似文献

The article investigates the impact of local policies on human development indicators in Brazilian municipalities. This is an attempt to investigate the role of the legislative branch in reducing inequality and poverty through budget amendments, usually seen in derogatory form as pork barrel politics. We assess the effect of pork on municipalities using up‐to‐date policy evaluation techniques. Brazil is a case of extreme inequality and an active legislative branch in disbursing monies. The data set contains over 60,000 observations from all 5,500+ Brazilian municipalities for over a decade. We use matching and longitudinal data analysis techniques, treating pork as exogenous shocks, mapping how its effect reverberates on social and economic indicators in succeeding years. The results indicate a positive impact of such policies in improving local level development. However, these results are not sustainable over time, thus suggesting inclusion with a dissipative profile. 相似文献
