Revisiting the decline in remarriage in early-modern Europe: The case of Rheims in France

There is no lack of surveys showing that from a high rate of breastfeeding in the industrializing world of the early 20th century, after World War II the incidence declined to a nadir around 1960. For instance only a third of the infants in the US were given their own mothers' milk. The suckling of the new born is clearly not a natural instinct but needs to be taught and supported. Even if quantitative data is hard to come by for earlier centuries, there still is ample evidence that many mothers followed a tradition of not breastfeeding themselves, especially in the early 18th century. The reasons for this are partly economical, centered on the mother's heavy workload in non-industrial and energy-poor societies. But there are also cultural background factors behind the use of wet-nurses and artificial nourishment, where medical, religious and sexual ideas blend into a persuasive set of motives imprinting in women that breastfeeding is undesirable. The sending of urban babies to wet-nurses in the countryside was in part motivated by the tough epidemic climate in the cities. Modern anthropological research shows how cultural and economic motives can be doubly effective by reinforcing each other. The paper hypothesizes that for Western Europe where we have the richest historical records there may have been a breastfeeding pattern with more extensive breastfeeding in the northern parts of the continent and more use of wet-nurses and artificial nourishment in the Catholic southern parts, and that this may be rooted in long-lasting cultural factors. In addition there may have a number of places (Iceland, the Fennoscandian Arctic) where women had difficulty breastfeeding consistently because of an especially heavy workload in a tough environment, and where this developed into normative behaviour.     

How political parties’ issue ownerships reduce to spatial proximity

Abstract

Scholarly interest in issue ownership is growing rapidly. Although originally introduced as a competence-oriented, alternative concept to the predominantly spatial understanding of voting and party behaviour, parties’ policy positions are an inescapable aspect of issue ownership. Using data for multiple issues in several countries over time, this article shows that the party with issue ownership sides with the median voter. A party earns issue ownership by taking up a position as close to as many voters as possible. Moreover, the analysis indicates that a party’s issue emphasis only matters to issue ownership insofar as it is used as a device to make its position credible to voters. Hence, to have issue ownership is to have a credible position, and in that sense, issue ownership has less added theoretical value to spatial proximity than previous literature suggests.     

Das naturschutzrechtliche Vorkaufsrecht

Die Anwendung des naturschutzrechtlichen Vorkaufsrechts wirft in der Praxis immer wieder Fragen auf. Dies gilt etwa für die Problematik der Rechtsnatur der Vorkaufsrechtsausübung, aber auch für die Frage, ob die zust?ndige Beh?rde verpflichtet ist, die Ausübung des Vorkaufsrechts auf solche Teile eines Grundstücks zu begrenzen, die tats?chlich für Zwecke des Naturschutzes ben?tigt werden. Fraglich ist weiterhin, welche Anforderungen an die Rechtfertigung der Vorkaufsrechtsausübung zu stellen sind. Schlie?lich sind die Auswirkungen des § 467 S. 2 BGB auf das naturschutzrechtliche Vorkaufsrecht weitestgehend ungekl?rt.     

Triallelic patterns in STR loci used for paternity analysis: evidence for a duplication in chromosome 2 containing the TPOX STR locus

We report triallelic patterns in several short tandem repeat (STR) loci revealed by routine paternity testing using the commercial AMPFlSTR Profiler and AMPFlSTR SGMplus kits. One case where the TPOX-locus (2p25.3) produced three peaks from the blood sample of a child was analysed further. Quantitative polymerase chain reaction (QPCR) and STR typing of the DNAs of the family trio revealed a large (>1.59 Mb) duplication flanking the TPOX-locus in chromosome 2 in both the mother and child. The implications of such genetic anomalies for paternity testing are discussed.

Pointing out that neither the U.S. Constitution nor case law provides a positive right to health care, the author describes the parameters of federal health care funding and ultimately concludes that universal health care cannot be fully achieved in the U.S.
