Research on the public affairs profession in both South and Latin America is one of the leading limitations today in international public relations research. This study helps to lessen such a gap by offering more realistic insight into the ideologies and pressures that govern public affairs practice in Chile. In‐depth interviews were conducted with 15 experts who are current senior‐level public affairs practitioners in the Chilean capital of Santiago. Results offer three key insights: First, the core function of public affairs in Chile surrounds behaviors of lobbying and governmental relations. Second, leveraging cohesion between organizational private interest and the public interest is a key to leveraging pressure on elected officials and governmental agencies. Lastly, there is significant concern regarding public trust in the lack of transparency in the Chilean public affairs field, facilitated by insufficient governmental regulation. Such research offers practical and grounded insights for public affairs and public relations scholarship.  相似文献

The problem‐solving capacity and problem‐generating potential of multilevel systems entail the need for the delegation of authority. When the problem concerned is about how to put an abstract policy concept into a practicable policy tool, the choice of the respective delegation trajectory depends on the policy models or the policy‐relevant knowledge that the respective political levels can supply. When regarding the European Union (EU) level as the starting point of knowledge creation and delegation trajectories, and concentrating on transaction costs, policy knowledge and models generated at the international level provide the most cost‐effective solution. Only when the international level is not able to provide further policy knowledge and innovation does the EU delegate its definitional authority, first downward to the member states and then sideways to EU agencies. We illustrate the plausibility of our dynamic understanding of multilevel governance by using Environmental Policy Integration as an example.  相似文献

The policy sciences have advanced in the past by introspection, and there appears to be a need for a return to such self-conscious examination of the field of inquiry. A design orientation offers a useful framework for such an examination. It requires reconsideration of some of the fundamental premises of policy inquiry. Although we readily scrutinize conflicts among political stakeholders, similar attention is seldom paid to how we deal with contestable understandings within our own field of inquiry. Debates over competing scholarly perspectives and contested models are rarely subject to any systematic postmortem or attempts to account for differential survival. Given the indeterminacy of many of our conceptual schemes, empirical data seldom carry the day to a resolution all can accept. Accordingly, there are eventually many different versions of any given dispute, each offering a different path to resolution or equanimity. Disputants retire and conflicts fade, providing a demographic resolution of sorts, but not a scientific or a conceptual one. The work presented here claims that there is much to be gained from systematic scrutiny of our conceptual disputes, especially as a means to access the different perspectives we assume to handle them. We argue that there is an internal logic to the different perspectives on any given dispute. It is not the dispute per se that draws our interest; but rather, how any given dispute generates multiple interpretations and reconstructed versions. We propose and illustrate an approach to analyzing disputes that makes their internal logic more transparent and attends to the pathways that emerge for resolution. We will find, in the process, that there are some reliable routes to conciliation and some fault lines that remain unstable.  相似文献

This article examines two claims made about the "Commission crisis" of 1999: first, that the accountability of the Commission to the European Parliament (EP) was significantly increased; and, second, that the model of parliamentary government in the European Union (EU) was advanced by events in 1999. In analyzing the crisis and its consequences, this article focuses upon the powers of dismissal and appointment, and what these powers reveal about the capacity of the EP both to hold the Commission responsible for its collective and individual actions and to influence its policy agenda. If a parliamentary model is to develop in the EU, the negative parliamentary powers of censure and dismissal have to be balanced by the positive powers of appointment and enhanced executive responsiveness. On both counts—dismissal and appointment—the 1999 "Commission crisis" did not point to the clear and unambiguous dawning of a "genuine European parliamentary democracy."  相似文献
