The author argues that we do not really know how different the policymaking systems of developed and developing nations are. In his view, policymaking in less developed regimes is different from that which occurs in more affluent countries. However, the differences are frequently overstated. After analyzing several problems of the policymaking process, Peters concludes that the differences are larglely those of degree rather than of fundamentally different types of policy problems and processes. He concludes that what may matter is the degree of difficulty governments encounter in policymaking, and in some ways the less developed countries may actually enjoy some real advantages. At the same time, however, they have more informational, financial and ideological barriers that impose political limitations on policy learning.  相似文献

The relationship between organizational commitment and job performance matters in public service delivery, and so does the emotive dimension of the citizen—state interaction. However, public management theories and principles must take national culture into account, because comparative investigation reveals limits to generalizability across cultures. This study provides an example. It examines the link between commitment and performance as well as the moderating effect of emotional labor for public service workers in Korea and the United States. Probably due to the differing effect of collectivist versus individualist norms, findings reveal that authentic emotive expression bolsters the relationship between organizational commitment and job performance in Korea, while its opposite, inauthentic emotive expression weakens the link between commitment and performance in the United States. 공공서비스를 전달하는 과정에서 조직몰입과 직무성과의 관계는 중요한 문제이며, 이에 못지않게 시민-국가 상호작용에 있어서 감정적 차원 또한 중요한 문제이다. 공공관리 이론이나 원리를 연구할 때 국가차원의 문화를 고려할 필요가 있는데, 이는 비교연구의 수행이 서로 다른 문화들을 일반화하는 데 따른 한계점을 파악할 수 있게 해 주기 때문이다. 본 연구는 이러한 측면에서 하나의 본보기를 제시한다. 이 연구는 몰입과 성과의 관계를 고찰할 뿐만 아니라 감정노동의 조절효과를 미국과 한국의 공공부문 종사자들을 통하여 살펴본다. 본 연구의 결과는 한국의 공공조직에서 진성 감정표현이 조직몰입과 직무성과를 강화해 줄 수 있으며, 이와는 대조적으로 미국의 공공조직에서는 비진성 감정표현이 몰입과 성과의 관계를 약화시킬 수 있다는 점을 보여준다. 이러한 결과는 집단주의 문화와 개인주의 문화가 서로 다른 영향을 미친 것으로 보인다.  相似文献

An analysis of child care regulations in Germany, Sweden, and the United States reveals distinctive national policy styles. A ‘social constructionist’ perspective, with its emphasis on variable problem definitions, helps to explain such differences. However, a full understanding of regulatory differences requires attention to regulatory solutions as well. By disaggregating the concept of regulation, we are able to demonstrate rather different rank-orderings of our three countries in their regulatory solutions. We attribute these differences to cultural, institutional, and political characteristics of the three countries.  相似文献

Abstract. The article adds to the attempts to describe and explain legislation as an extended process. The case of Finnish labour protection policy is used as an illustration. It is argued that the labour protection policy is pursued in accordance with an established labour protection paradigm, which consists of the way of cognitively structuring the safety and health problem, of the accepted methods to deal with the problem and of the values underlying the policy. It is argued that the Finnish labour protection paradigm does not correspond with the real function of labour protection. Generally, the paper suggests that the paradigm-nature of public policies implies an inherent conservatism, allowing only partial adaption to social and political change.  相似文献
