This research re‐evaluates the female marginalisation thesis through an examination of the changing nature of work in Latin America and of women's incorporation into paid employment. We combine labour market segementation theory, which explains the emergence of low level occupations in terms of capitalist restructuring, with feminist theory, which explains why women become concentrated in inferior positions. We operationalise this reconceptualisation through an empirical analysis of women's and men's relative occupational position across economic sectors and through time in Ecuador. A key finding is that women's and men's occupations are differentiated in terms of control over economic resources and control over the labour process and that this worsens over time. 相似文献

Recurring cutbacks in the public sector have received extensiveattention. Most of the emphasis has been on how to adjust to declinein support for public programs. Cutback Management andcon-tracting-out are examples of this approach. This article focuseson the negative consequence of cutbacks. It suggests that inadequateattention is being given to the decrease in the capacity of agenciesto act. An administrative disinvestment is occurring in much the sameway as it has for roads, bridges and other parts of our public infrastructure. Now, we are disinvesting in another critical social asset--our public bureau-cracies. The nature and implictions ofadminis-trative disinvestment are explord. 相似文献

This paper describes two views on the economic effects of government budget deficits. According to the traditional view, deficits have a variety of adverse economic consequences. In particular, they cause domestic residents to save less and eventually to have a lower standard of living than would have occurred if the same level of government spending had been financed entirely with current taxes. A competing view, known as the Ricardian view, holds that the economy is little affected by whether a given level of government spending is financed entirely by current taxes or by some feasible combination of taxes and borrowing. Most of the empirical research on the economic consequences of deficits has failed to isolate the effects predicted by the traditional view. The paper also discusses why the conventional methods of measuring the government budget deficit are not the most economically meaningful ones. 相似文献

Annually, natural disasters cause loss of life, damage to property, and damage to the environment. Concomitant is damage to the cultural heritage property, both items and places. Yet in the wake of a disaster, containment and response efforts put additional cultural resources at risk--usually due to ignorance rather than malice on the part of the disaster manager or the property owners. This paper reviews the effects of natural disasters on heritage sites and argues for increased awareness and training for disaster managers. 相似文献

In an increasing n umber of developing countries, as in virtually all of the major industrial countries, one or other form of sales taxation has taken root as an important provider of revenue, though in spite of much recent debate—much of it concerning the value added tax—no single form of sales taxation has emerged as being the most efficacious. This article does not discuss the merits of sales taxation, nor its effects or, development, but rather focuses on the question of which form of sales tax should be adopted assuming that one is to be. 相似文献

“Workforce Diversity” and “Managing Diversity” are multifaceted constructs. Workforce diversity is the resultant of three component forces of change: demographic projections, active representation, and workplace values. The significance of managing diversity not only rests on the understanding of these forces but also on the strategies designed to affect them. The orientation and preference of practicing administrators are important indicators for the choice of strategies and their institutionalization. Survey data on state and urban administrators reveal that a majority remain unfamiliar with workforce diversity and their support for diversity management strategies also remains weak. Within their pattern of support, empowerment strategies that focus on professional development seem to be the preferred means of diversity management. 相似文献

The end-value theory of charismatic influence is premised on the existence of two basic types of values which underlie and primarily determine all influence relations. Charismatic and transactional influence relations are defined by these value types. A values typology is proposed as a general framework for analysis of influence relations, leadership, and related constructs. Predictive models, both primary and extended, are derived and specified. Implications for testing the models, for the study of a set of related constructs, and for management practice are discussed. 相似文献
