Although previous work on fiscal federalism and grants has focused on the effects of grants on expenditures, no published research examines the impact of decreasing grants on state financing. This research addresses how decreasing levels of federal grant money to states affect states' long-term debt issuance, and whether the relationship is symmetric for increasing and decreasing grants. The model is tested with time series, cross-sectional data from 1984 to 1999. The results show that grants affect debt issuance, the effect is asymmetric, and direction of the effect differs for different types of debt issuance.  相似文献

Scholars have devoted considerable attention to both the fiscal and policy impact of tax and expenditure limitation ballot initiatives. This article instead examines how statewide anti-tax measures come to be placed before the general public for popular votes. It critically assesses six anti-tax measures on statewide ballots in 1996, questioning the wisdom that they were populist undertakings. While tax crusaders continue to draw on grassroots themes and use populist rhetoric, there are important differences across the groups sponsoring the six anti-tax measures, including their organizational history, professionalization, membership, and sources of financial support.  相似文献

Since 1980 China's economic revolution has enabled more households to allocate labor to market‐related activities to earn more income. In 1992 an even greater surge in market economy growth took place when urban households began abandoning state‐related occupations and took their chances in the marketplace. The increase in consumer spending that followed reflects a new pattern of household spending for the first time in China since 1949: the share of spending for food relative to spending for other categories of goods and services is fast declining. This new trend, already strongly evident among high income‐earning households, is rapidly being replicated by other households as their incomes rise. During the 1990s new consumer patterns have emerged in the cities of the coastal provinces that strongly indicate that a consumer revolution is under way. This revolution has revived traditional gift‐giving between the Chinese people, thus facilitating the strengthening of their social, economic, and political ties and encouraging people to emphasize social and political stability.  相似文献

This article analyzes the concept of hegemony and examines its relationship to power and autonomy. Refuting the conventional belief that it is ideology that distinguishes hegemony, the article argues that it is autonomy that constitutes the distinguishing characteristic. Although hegemons tend to evolve into imperialists, hegemony involves leadership of an alliance, not domination by coercion. It is impossible to conceptualize hegemony without also including autonomy. In this conceptualization, the primary source of autonomy lies in a specific hegemonic system of domination that itself embodies the notion of autonomy for both the polity and its citizenry, a limiting construction that hinders the tendency toward imperialism. Such a system includes one type of autonomy that can be designated as autonomy within hegemony. In addition, the article discusses two other types of autonomy: counterhegemony and a largely power-based opposed hegemony. Thus, the article concludes, hegemony is a complex concept, with several types of manifestation, that can more usefully be understood in connection with autonomy and power than as a stand-alone concept.  相似文献

Research examining the relationship between internalizing symptoms and antisocial behaviors has generally been cross-sectional in design. Thus, although extant data have substantiated a strong correlation between internalizing symptoms and antisocial behaviors, few studies have focused on describing the nature of the co-occurrence over time. This study examined the relation between growth in internalizing symptoms and longitudinal patterns of antisocial behavior in a sample of 283 inner-city males and their caregivers assessed as part of a longitudinal developmental risk study. Participants were assessed annually in four waves. Non-offenders and escalating offenders had lower levels of internalizing problems at wave 1 than did chronic minor and serious-chronic-violent offenders. Results revealed a developmental trend of decreasing internalizing problems across study years for most participants, as would be expected, with adolescents participating in serious, chronic, and violent patterns of antisocial behavior displaying greater internalizing problems than those participating in stable patterns of less serious or no antisocial behavior. Further, when there was escalation of seriousness and frequency of antisocial behavior, there also was increased internalizing problems relative to non-escalating juveniles. Results are discussed in the context of developmental psychopathology.

Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73% African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention and prevention programs are discussed.

Smith   is an Assistant Professor of Public Policy and Education at Vanderbilt University, Peabody College. He received his Ph.D. in 2000 from The Pennsylvania State University. Professor Smith’s current research agenda focuses on the organization of teaching quality, exploring relationships between educational policy (national, state, district, and school level), school organization, teacher commitment, and the quality of classroom instruction. Dr. Jeffrey A. Ciesla   is an Assistant Professor in the Psychology Department at Kent State University. He received his Ph.D. from The State University of New York at Buffalo in 2004. His major research interests include the effects of ruminative thought and stressful life events on depressive disorders. We review the theoretical literature on the concept of institutions and its relationship to national development, propose a definition of the concept, and advance six hypotheses about institutional adequacy and contributions to national development. We then present results of a comparative empirical study of existing institutions in three Latin American countries and examine their organizational similarities and differences. Employing the qualitative comparative method (QCA) proposed by Ragin, we then test the six hypotheses. Results converge in showing the importance of meritocracy, immunity to corruption, absence of “islands of power,” and proactivity in producing effective institutions. Findings strongly support Peter Evans’ theory of developmental apparatuses.
