The article discusses the determinants of local government contact networks within cross-border cooperation organizations (Euroregions). Relying on social capital theory, a combination of social network and qualitative analytical tools are applied on data from two Scandinavian and two East Central European cases. The analysis reveals that, even in favourable circumstances, contact networks are thin and Euroregions fail to develop into truly integrated political spaces. The analysis also shows that contact patterns on one side of the border, determined primarily by inter-municipal cooperation, will matter for how contact networks are formed across the border. The findings are important, as membership in a Euroregion is expected to foster cross-border political relationships that could have possible spillover effects in terms of encouraging policy cooperation outside the framework of the Euroregion, which in turn would enhance the likelihood of well-functioning cross-border governance spaces.  相似文献

Bone marrow (BM) analysis is of forensic interest in postmortem toxicological investigation in case of limited, unavailable or unusable blood samples. However, it remains difficult to determine whether a drug BM concentration is therapeutic or represents overdose, due to the lack of studies on this alternative matrix. Given the variations in BM composition in the body, sample location was suggested to be a relevant factor in assessing BM concentration. The aim of the present study was to compare postmortem caffeine concentrations in various BM sample locations and secondly to consider the correlation between BM and blood concentrations. Six BM samples (right and left side: proximal and medial femur and 5th rib) and a blood sample were collected from 21 forensic autopsies. Gas chromatography coupled to tandem mass spectrometry was performed. Blood caffeine concentrations ranged from 60 to 7591ng/mL. Femoral and rib BM concentrations ranged from 51 to 6171ng/g and 66 to 7280ng/g, respectively. Blood concentrations were always higher than BM concentrations. As a good correlation was demonstrated between blood and rib BM and between blood and the average of the four femoral BM concentrations, blood caffeine concentrations could be correctly extrapolated from BM concentrations. BM caffeine concentration was found to depend on sample location. Rib BM caffeine concentrations appeared to be systematically greater than averaged femur values and concentrations were much more variable between the 4 femur BM samples than between the 2 ribs. From a practical point of view, for caffeine analysis, rib BM appeared more relevant than femoral BM, which requires multisampling to overcome the concentration variability problem.  相似文献

Under the new aid approach, nongovernmental development organizations (NGOs) are expected to move from “delivery” (service delivery projects) to “leverage” (lobbying and advocacy). In line with this international tendency, the Belgian government has signed a pact with the NGO sector in which a move away from delivery and toward leverage is being proposed. Given that Belgian NGOs are heavily dependent on government funding and strongly oriented toward the “delivery” model, this pact implies that a number of NGOs will have to undergo organizational changes. This article shows that there is a major cleavage in the NGO landscape in Belgium. Some organizations clearly favor the leverage, whereas others prefer the delivery roles. Those that are more dependent on government funding tend to incline toward the leverage orientation. The attitudinal orientation toward the leverage model however does not imply that organizations are effectively willing and able to change. This paper examines the micro-foundations of the second-order elections model of European Parliament (EP) elections. We extend the existing literature in several ways. First, we propose an individual-level model of voting behaviour in second-order elections. Second, we present the first study using experimental methods to test the predictions of the second-order model, allowing us to test the individual-level propositions about vote choice in a controlled environment. Importantly, we also examine the conditioning effect of information on the ‘second-order’ nature of voting behaviour in EP elections. Our findings show that while voters base their EP vote choices primarily on domestic preferences, those who are given additional information about the European integration dimension are also more likely to vote on this basis.  相似文献

  • Water supports life, society, the environment and the economy, therefore, the task of ensuring a nation's water supply is one of the most fundamental responsibilities of every government. Water management has become a greater challenge due to the increased demand for water as a result of population growth and the impact of climate change on the variability of rainfall. In response, many cities have implemented plans to augment their traditional water supplies (e.g. dams and groundwater) with new or alternative sources (e.g. recycled wastewater and desalinated sea water). Historical evidence suggests that in order for water augmentation projects to be successfully implemented, the support of the general public is required. It is thus critical to understand the factors which influence people's attitudes regarding water‐related matters. The aim of this study is to identify these influencing factors. Results from an empirical study including both qualitative and quantitative components indicate that a number of factors are influential in the public's acceptance of alternative water sources, including research findings, the experience of water shortage, consideration for future generations and news, facts and other publicized information. Notably, politicians and the government were rated by respondents as having a low level of influence. Factors which may determine differences in influence were explored. This revealed a small number of differences for people with low acceptance levels of recycled and desalinated water, and for people with higher levels of education. Systematic differences were identified by comparing the general Australian population with that of Toowoomba, a regional town in Queensland where a referendum on a water recycling project was held. Policy implications are discussed.

Using co-citation analysis, the present study attempts to rationalize and organize the combined alliance and innovation literature in order to determine its intellectual structure (i.e. its shared attributes such as models, theories, methods, findings, and implications), as well as to gain a deeper understanding of the most important research trends. More specifically, our goals are: (1) to delineate the intellectual structure of research on alliance and innovation, as represented in the academic literature; (2) to determine the subfields that constitute the intellectual structure and the relationships, if any, between these subfields; (3) to identify contributions that play a pivotal role in bridging two or more conceptual domains of research; and finally, (4) to map the intellectual structure in a two-dimensional space in order to visualize spatial distances between intellectual themes.
