New media technologies, such as the internet and email, have been seen as providing opportunities to reinvigorate representative democracy and parliamentary institutions. This article examines the use of new technologies by Australian Members of Parliament (MPs). It looks at the growth and function of MPs' websites and assesses how far such technologies might facilitate changes in their electorate, party and parliamentary roles. We analyse what factors persuade MPs to move online and how they then use the technologies. The results indicate that while websites amongst legislators are growing, they are used primarily as supplementary, administrative tools. Overall, technological innovation in the Australian Parliament is still relatively rare and it appears there are systemic barriers that limit the potential of information communication technologies (ICTs) in the representative process.  相似文献

General synthetic routes to 4-methyl-5-arylpyrimidines and 5-arylpyrimidines are described. 4-Benzylpyrimidine, 4-methyl-5-phenylpyrimidine, 4-(4-methoxybenzyl)pyrimidine, and 4-methyl-5-(4-methoxyphenyl)pyrimidine have been positively identified as route-specific by-products in the Leuckardt preparations of amphetamine and 4-methoxyamphetamine.Using headspace solid phase microextraction (SPME) 4-(4-methoxybenzyl)pyrimidine and 4-methyl-5-(4-methoxyphenyl)pyrimidine have been identified in illicit tablets containing 4-methoxyamphetamine. This is an indication that illicit laboratories use the Leuckardt method for the preparation of 4-methoxyamphetamine.Flatliner tablets containing 4-methylthioamphetamine have been screened for the presence of 4-(4-methylthiobenzyl)pyrimidine and 4-methyl-5-(4-methylthiophenyl)pyrimidine using both headspace and aqueous phase SPME. As these pyrimidines were not detected it would appear likely that illicit laboratories are not using the Leuckardt method for the preparation of 4-methylthioamphetamine.  相似文献

There is a growing interest among policy makers in the use of subjective well-being (or “happiness”) data to measure societal progress, as well as to inform and evaluate public policy. Yet despite a sharp rise in the supply of well-being-based policymaking, it remains unclear whether there is any electoral demand for it. In this article, I study a long-run panel of general elections in Europe and find that well-being is a strong predictor of election results. National measures of subjective well-being are able to explain more of the variance in governing party vote share than standard macroeconomic indicators typically used in the economic voting literature. Consistent results are found at the individual level when considering subjective well-being and voting intentions, both in cross-sectional and panel analyses.  相似文献

Overcoming Barriers Family Camp is an innovative program designed to treat separating and divorced families where a child is resisting contact or totally rejecting a parent. Both parents, significant others, and children participate in a 5‐day family camp experience that combines psycho‐education and clinical intervention in a safe, supportive milieu. This article describes the components of the program, from referrals to intake to aftercare. Evaluation immediately following the camp experience is provided for the camps that ran in 2008 and 2009, and 6‐month follow‐up interview information is provided for the 2008 camp program as well as 1‐month follow‐up about the initiation of aftercare with the 2009 families. A discussion of the strengths and challenges of this approach with entrenched, high‐conflict family systems concludes the article.  相似文献

ABSTRACT

Faced with unresponsive and intimidating state institutions, citizens often need to rely on brokers to obtain state benefits. This article compares the ways in which brokers help people gain access to public services in two Indian states. Using ethnographic fieldwork in both states, we compare Bihar and Gujarat to argue that the evolution of the informal networks through which citizens gain access to public services constitutes an important dimension of democratisation processes. In both Gujarat and Bihar such brokerage networks have fragmented considerably over the last 40 years, while also becoming less marked by social hierarchies. This change has taken place despite a differing role and strength of political parties in the two states. The fragmentation and levelling of brokerage networks have enabled citizens to put more pressure on state institutions and power holders. This process of “informal democratisation” suggests that the comparative study of brokerage networks constitutes a promising and largely unexplored avenue to interpret the challenges facing governance and local democracy in India.  相似文献
