The New Zealand DNA Databank was established following the introduction of legislation in August 1996. Using the Second Generation Multiplex (SGM), DNA profiles from over 13,000 convicted offenders and volunteer donors have been completed to the National DNA Database. Since June 1998, DNA profiles from over 1,400 unsolved crimes have been entered onto the Crime Sample Database. Of all unsolved crimes analysed, 33% are linked to individuals and 21% are linked to other unsolved crimes. It is still unclear exactly how gender influences vote choice. Using an information processing perspective, we argue that instead of directly influencing vote choice, candidate gender guides the amounts and types of information that voters search for during a campaign, and that effects of gender on vote choice ultimately come from differences in information search influenced by candidate gender. Using two unique experimental datasets, we test the effects of candidate gender on vote choice and information search. We find that subjects change their search based on a candidate’s gender, seeking out more competence-related information about female candidates than they do for male candidates, as well as more information related to “compassion issues.” We also find that evaluations of candidates’ traits and issue positions are important predictors of subjects’ vote choice. 相似文献

Statebuilding after conflict often entails liberal peacebuilding measures. The end of the UN mission in post‐conflict Timor‐Leste in December 2012 provides a unique opportunity to investigate statebuilding in practice. The liberal peacebuilding agenda has met with stiff academic resistance—mainly from the critical theorist camp—and is questioned as an appropriate measure of …statebuilding success. We deploy instead the good governance (GG) agenda as a hybrid local‐liberal guide. Drawing on field work, interviews, and secondary documents, we investigate what we see as four key, intertwined and overlapping aspects of GG: state capacity including the establishment of a state bureaucracy, participation and the engagement of civil society, institution building and rule of law, and corruption control and transparency. We note GG provides a useful policy heuristic, while abstract “one‐size‐fits‐all” liberal peacebuilding models, which avoid the complexities of machinery of government issues, the time taken to develop institutions, and historical and contextual environments of countries, are likely to face severe problems. New states may be dependent on external forces to maintain monopoly of violence. This article examines the changing security, economic and diplomatic components of the transatlantic link, with a particular focus on Washington's approach and implications for Central and Eastern Europe. The United States continues to play an essential role as security underwriter in the region, but the military dimension of the transatlantic relationship is transforming and will result in greater burdens on Europeans. Economic links between the U.S. and Central Europe are developing more strongly than generally understood, and the Transatlantic Trade and Investment Partnership is likely to drive both political and economic ties. Unconventional gas developments are enhancing U.S. engagement in European energy markets. Finally, the U.S. remains keen to engage its European partners on a broad agenda of global and regional issues and retains its own interests in working particularly with Central and Eastern European countries to lend stability to ‘wider Europe’. 相似文献

Objectives
The purpose of the present meta-analysis was to answer the question: Can the Andrews principles of risk, needs, and responsivity, originally developed for programs that treat offenders, be extended to programs that treat drug abusers?Methods
Drawing from a dataset that included 243 independent comparisons, we conducted random-effects meta-regression and ANOVA-analog meta-analyses to test the Andrews principles by averaging crime and drug use outcomes over a diverse set of programs for drug abuse problems.Results
For crime outcomes, in the meta-regressions, the point estimates for each of the principles were substantial, consistent with previous studies of the Andrews principles. There was also a substantial point estimate for programs exhibiting a greater number of the principles. However, almost all the 95 % confidence intervals included the zero point. For drug use outcomes, in the meta-regressions, the point estimates for each of the principles was approximately zero; however, the point estimate for programs exhibiting a greater number of the principles was somewhat positive. All the estimates for the drug use principles had confidence intervals that included the zero point.Conclusions
This study supports previous findings from primary research studies targeting the Andrews principles that those principles are effective in reducing crime outcomes, here in meta-analytic research focused on drug treatment programs. By contrast, programs that follow the principles appear to have very little effect on drug use outcomes. This study considers how those who work in prisons are affected by and respond to repetitive self-harm of imprisoned women in English prisons. This paper considers the perspectives of custodial staff working in this area on a day-to-day basis. Semi-structured face-to-face interviews were conducted with 14 prison staff and explored using techniques of thematic analysis. The interviews examined: the emotional impact of working with and witnessing self-harm incidents, coping strategies used, training and the support available to prison staff. Findings indicate the strategies used by staff to cope emotionally with such incidents and these include presenting a ‘façade of coping’, rejecting support and becoming desensitised. It is concluded that staff felt they must portray themselves as coping well with self-harm in prison even when they were troubled and emotionally affected by it. However, some did describe accepting help when outside of the prison and this has implications for how support can be offered in the future. It is recommended that more should be done to support and train staff in this area. 相似文献
