A giant wave of corporate restructuring has rolled through the global corporate landscape ever since the early 1980s, and to date there are still no signs of it slowing down. Much of the restructuring took place under the banner of increasing corporate financial performance, but a significant by‐product of the deep‐rooted organisational change it involves is additional strain on the organisation's relationships with employees, communities, taxpayers, governments and other stakeholders. This commentary paper first assesses four qualitatively different types of corporate restructuring and the corresponding techno‐rational explanations and justifications for their occurrence. Next, it demonstrates how these restructuring transactions can frustrate a firm's relationships with market and non‐market parties. It then goes beyond the techno‐rational perspective by discussing four types of public affairs instruments, and framing them as facilitating measures which companies can take to appease actors that have the potential to inhibit organisational restructuring efforts. The authors thus rethink corporate restructuring by focusing on the crucial role that public affairs activities can play in the management of the market and non‐market pressures associated with the redesign of organisational structures and portfolios. The purpose of this article is to analyse the institutional aspects of creating effective systems for monitoring and evaluations (M&E) in government‐led rural development efforts in developing countries. We argue that the ultimate challenge of creating effective M&E systems for public policy is not only related to the supply of information and the delivery of new knowledge to policy makers, but more importantly to their demand for lessons learnt about the effects of earlier policies. The challenge, then, is for governments to construct institutional arrangements that support the transformation of policy lessons into policy actions. This article shows that the likelihood of this transformation is closely related to the capacity of institutions to deliver mechanisms for downward accountability and processes for organisational learning. We add to earlier work in this area by considering the conditions under which such a transformation process is more or less likely, given the severe power and information asymmetries that characterise the institutional context of many developing countries' national governments. We use the tools of institutional analysis to examine the incentive structures of the actors involved in two concrete field settings, and assess to what extent these actors are likely to take evaluations seriously. Party systems in Europe have been in transition since the 1990s. New parties have emerged and appear more successful in gaining representation in parliament and government than before. Conversely the established party families in many postwar West European party systems ‐ Social Democracy and Christian Democracy in particular ‐ seem to have lost ground. We argue that an ideological convergence is developing between these two party families towards the ‘centre of gravity’ of their respective party systems. This may help to explain why ‘new’ parties of the Left and the Right have competed more successfully since the 1990s: they have bypassed Social and Christian Democratic parties in terms of both Left/Right and Progressive/Conservative dimensions and differences. These developments are explored by analysing party programmes. It appears that many Social and Christian Democratic parties are indeed often moving closer to each other. In fact, we conclude that being in the centre of a party system or in government is hardly an electoral asset any more in most West European polities.  相似文献

Abstract. The paper gives a brief overview of long wave analyses by embedding them into a general growth model of the Schumpeterian kind. A theory is presented which rests on price distortions in product and factor markets, and on the observation that institutional sluggishness prevents a society from reacting quickly to such distortions. This, it is argued, breeds cycles of the Kondratieff type. Empirical evidence to support this theory is presented for Germany and for Argentina.  相似文献

Body fluids and tissues in eight doxepin (Dox)-related deaths were investigated in order to prove whether the individual concentration of Dox, the concentration sum of parent drug and its active metabolite N-desmethyldoxepin (NDox) or the concentration ratio Dox/Ndox valuably contribute to making a cause of death determination. Individual case histories were shortly described. Dox and NDox concentrations were determined by LC–MS/MS. Dox concentration measured from two cases was well within a concentration range considered therapeutic, whereas subtherapeutic dosing may have occurred in another two cases. There were two cases of fatal Dox ingestion, as well as a case of high dosage and advanced putrefaction, respectively. The liver concentration sum may be more useful if a fatal ingestion cannot be clearly separated from a person's medication usage. High concentrations could be observed in lung tissue, and combined concentrations of Dox and NDox may also be helpful in making a cause of death determination. There was a trend to a higher concentration sum in the brain with increasing combined levels in blood. Overall, the sum of the absolute figures allows a more accurate interpretation in Dox-related deaths as compared to the molar concentration ratio which may be helpful in acute ingestion. Determination of the N-desmethyl metabolite along with its parent is recommended and analysis should include more than a single specimen.  相似文献

The prevalence and types of crime offences, as well as predictors of relapse, among drivers suspected of driving under influence (DUI) were investigated. A total of 1830 Swedish DUI drivers responded to the Alcohol Use Disorders Identification Test — AUDIT. Information about previous DUI offences, other traffic offences along with other types of criminal offences was taken from a crime register. A total criminality (including all traffic offences) of 64% in the period of five years before investigation was analyzed. 40% of the sample had other criminality besides traffic violations during that period. 14.3% of the drivers relapsed to DUI in the two-year period after the investigation. In terms of DUI relapse, the following factors were the main predictors: previous traffic violations, previous DUI offences, previous other criminality (frauds or other acts of dishonesty) and detection hours between 12.00 and 19.00. Detection in general traffic controls and high BAC (blood alcohol concentration) when detected were the strongest factors with negative correlation to DUI re-offence.  相似文献
