Gender and evidence-based planning: the CIET methods

Epidemiological combined with experiential evidence from communities can produce important and sometimes surprising insights into gender relations, to inform policies that address changing needs. CIET has standardised a community-based cross-design for the gender-sensitive collection and analysis of three types of evidence: impact, coverage, and costs. Five steps help to ensure that women's voices are heard in planning. Gender-stratified analysis of existing data is a starting point. Stratification of all responses by sex of the respondent prevents a numerical bias in favour of men translating into a gender bias in the analysis. Female focus groups inform survey design, interpretation, and appropriate strategies for change. Gender is a factor in risk and resilience analysis. Finally, gender-sensitive logistics ensure women's equal participation. First-order outputs include actionable gender data to advocate in favour of women. Second-order outputs include an enabling environment for equitable development, challenging the gendered patterns of economic marginalisation.     

Immunofluorescence demonstration of digoxin in human myocardial tissue and isolated rat cardiac myocytes with monoclonal antibodies

The aim of the present investigation was to identify the morphological correlates of digoxin binding sites in human heart muscle tissue and isolated viable rat heart myocytes. Cardiac glycoside linked to myocardial cells was demonstrated by monoclonal digoxin specific antibody and by FITC-conjugated anti-mouse immunoglobin serum. This versatile immunofluorescence method can be used in diagnostic and experimental studies of cardiac glycoside binding.

In the wake of the BJP's crushing defeat of Congress in the national elections held in May 2014 the author assesses India's prospects and potential in the light of the oft-made comparison with China. India is famously diverse, the largest democracy in the world, with a relatively young population. India is secular, in the sense that state and religion are not linked, but at the same time India is a deeply spiritual society, diversely religious. In all these areas China's experience is wholly different, but not necessarily better, though in purely economic terms China is far ahead of India and Indian underperformance. Nonetheless, India is likely to be just as central to global issues like climate change, the digital revolution, public health and migration. In addition, managing all aspects of the relationship with Pakistan will be one of the key issues for 21^st century security. In all this, while poverty, caste and appalling governance will hold India back, diversity, tolerance and an entrepreneurial culture should help her forward.     

TRIGGERING INSPECTIONS EX OFFICIO: MOVING BEYOND A PASSIVE EU CARTEL POLICY

The implementation of leniency programs is considered a successboth at a EU Community level and in individual member states.The paper discusses the value of ex officio investigations forcartel detection in light of leniency and complaint-based cases.Are ex officio investigations still needed? Should a competitionauthority concentrate its scarce resources exclusively on theprosecution of leniency or complaint-based cases or follow aproactive market monitoring policy? It is argued that investigationstriggered ex officio are an important complementary enforcementtool to the other passive instruments available to a competitionauthority. A bottom-up methodology for triggering inspectionsbased on economic criteria is presented allowing for a moreproactive cartel policy.

Zusammenfassung  Artenschutzrechtliche Regelungen schieben sich in verwaltungsrechtlichen Zulassungsverfahren immer mehr in den Vordergrund und erweisen sich als ein ?u?erst schwieriger Problemkreis. Teilweise scheint der Artenschutz inzwischen der Kernpunkt der naturschutzrechtlichen Beurteilung zu werden, wobei die Reichweite der Tatbestandsmerkmale nicht immer beachtet wird. Die nachfolgende Ausführungen sollen dazu beitragen, den Anwendungsbereich der artenschutzrechtlichen Verbote nach § 42 Abs. 1 BNatSchG zu konturieren und deren Umfang der gesetzlichen Einschr?nkungen zu erl?utern. Die Entscheidung des BVerwG zur Ortsumgehung Bad Oeynhausen wurde berücksichtigt.     

The Danish Election 1998

The article analyzes the Danish national election in March 1998. Jdged from the aggregate figures, Denmark has stabilized. Net volatility was moderate, 'bloc' volatility was close to zero, and despite forecasts of a non-socialist victory, the Social Democratic-led government managed to continue. Further, in the 1990s, the periods between elections have been close to the maximum four years. Therefore, the old picture from the 1970s of Danish politics as highly unstable and as extremely volatile is now outdated. Quite the contrary at the level of individual voters. Close to a third shifted from one party to another, and even among voters who did not shift, a substantial proportion had considered voting for another party. Individual voter mobility seems to be a result of weak voter differentiation between different parties, and not a result of protest and outspoken dissatisfaction. Whatever the explanation, individual volatility is an omen of possible future instability: There is no guarantee that different voter movements will always balance out.
