In the wake of the BJP's crushing defeat of Congress in the national elections held in May 2014 the author assesses India's prospects and potential in the light of the oft-made comparison with China. India is famously diverse, the largest democracy in the world, with a relatively young population. India is secular, in the sense that state and religion are not linked, but at the same time India is a deeply spiritual society, diversely religious. In all these areas China's experience is wholly different, but not necessarily better, though in purely economic terms China is far ahead of India and Indian underperformance. Nonetheless, India is likely to be just as central to global issues like climate change, the digital revolution, public health and migration. In addition, managing all aspects of the relationship with Pakistan will be one of the key issues for 21st century security. In all this, while poverty, caste and appalling governance will hold India back, diversity, tolerance and an entrepreneurial culture should help her forward. 相似文献

There has been an institutional turn in the philosophy of science, which has led the discipline to become more concerned with understanding how the scientific process actually works. This paper argues that such a philosophy of science, which lies beyond only proposing a logic of science, has something to learn from economics. Economic thinking can be instrumental in understanding the actual scientific process, and in proposing proper institutions guiding scientific competition. It is, however, also argued that economics would benefit from overcoming the pure logic of choice inherent to the neoclassical approach, by further developing the institutional approach to economics. 相似文献

Efforts to set standards for artificial intelligence (AI) reveal striking patterns: technical experts hailing from geopolitical rivals, such as the United States and China, readily collaborate on technical AI standards within transnational standard-setting organizations, whereas governments are much less willing to collaborate on global ethical AI standards within international organizations. Whether competition or cooperation prevails can be explained by three variables: the actors that make up the membership of the standard-setting organization, the issues on which the organization's standard-setting efforts focus, and the “games” actors play when trying to set standards within a particular type of organization. A preliminary empirical analysis provides support for the contention that actors, issues, and games affect the prospects for cooperation on global AI standards. It matters because shared standards are vital for achieving truly global frameworks for the governance of AI. Such global frameworks, in turn, lower transaction costs and the probability that the world will witness the emergence of AI systems that threaten human rights and fundamental freedoms. 相似文献

Advances in pharmacogenomic research and increasing industry interest in personalized medicine have important implications for the way that orphan drug policies are interpreted and applied. Concerns have been raised about the potential impact of pharmacogenomics and new genomic technologies on our understanding of how disease categories are delineated, and subsequently, how the concept of rare disease should be defined for the purposes of orphan drug policies. This article considers whether orphan drug legislation can be drafted in a way that will maximize benefits and minimize concerns relating to the impact of pharmacogenomics on orphan drug research and development. After reviewing the issues that may arise at the intersection of orphan drug policies and pharmacogenomics, this article will discuss the potential impact of pharmacogenomics at two critical points: orphan designation and approval of the drug product. At each of these points, the relevant aspects of current US orphan drug legislation are examined, focusing on the extent to which recent amendments may address concerns that have been raised previously.
