The authors evaluate the consequences of incomplete necroscopic examinations wherein it was impossible to apply radiological resources to locate firearm projectiles. The study includes 8185 reports from the Instituto Médico-Legal Afranio Peixoto in Rio de Janeiro, Brazil, representing the totality of corpses processed from January to December 2001; of these, 3122 were gunshot victims, 309 of which were buried with unremoved projectiles, being liable to future judicial reappraisal. During the same period, there were 23 exhumation requests by police authorities, 12 of them querying the existence of projectiles. The authors looked into the formal reasons assumed by the medico legal experts to conclude their reports from incomplete examinations, and suggest that gunshot necroscopic examinations should follow specific protocols, as incomplete autopsies will require further exhumations, at unnecessary additional costs. 相似文献

Security governance has featured prominently in recent debates about fragmentation, informalization, and privatization in the increasingly diverse field of security policy. It has inspired much valuable research. Yet, there are not just very different conceptual understandings of security governance; there is also a lack of clarity regarding its empirical manifestations and normative connotations. After a decade of research, the special issue therefore puts security governance to the test and scrutinizes its analytical and political pitfalls and potentials. This editorial briefly reviews the rise of security governance, identifies central conceptual, empirical, and normative challenges that need to be addressed, and introduces the individual contributions to this special issue. 相似文献

This article argues that security governance can and should be reframed as a critical tool that enables us to understand and reappraise concrete practices of security provision. Security governance needs to move beyond the functional mapping of different governing arrangements and the presumption that security governance leads to effective and legitimate problem-solving in a quasi-automatic manner. In this article, we propose a framework that identifies the essential characteristics of security governance and turns them into critical questions with the aim to reveal persisting frictions and dilemmas. First, we trace the rise of security governance as concept and practice over the past decade and identify its central characteristics with regard to prerequisites, structures and consequences. Second, we reframe the core characteristics of security governance into critical questions and thereby develop an understanding of security governance as a critical tool. This research tests whether the effects of assessments of presidential performance on the senate voting decision are largest for out-party incumbents and smaller for out-party incumbents and candidates in open-seat contests, a pattern suggested by the restricted in-party culpability thesis. Analysis of data from the 1988–1990–1992 Pooled Senate Election Study reveals that the effects of appraisals of presidential performance are greatest in open-seat contests and those with in-party incumbents, contrary to the restricted in-party culpability thesis. For incumbents of the out-party and candidates in open-seat contests, the effects of assessments of presidential performance are principally a function of the competitiveness of the contest. Assessments of presidential performance shape the voting decision in contests with in-party incumbents regardless of the level of electoral competitiveness. 相似文献

When a suicide is completed, police officers are often among the first responders. Little attention has been paid to the emotional
and psychological impact on the police officer in this specific situation. This study examines the effects encounters with
completed suicides have on the emotional and psychological well-being of the police officer. This is a qualitative study,
which intends to bring alive the feelings, thoughts, actions, choices, and challenges of police officers who have encountered
completed suicides as imparted through participants' stories. Interviews were done with eight police officers. In addition,
interviews were done with a coroner, a police chaplain, and a police psychologist to add some unique perspectives to the police
officers’ experiences of encountering completed suicides. Interviews were done in a semi-structured, focused format involving
an ongoing fine-tuning of questions. The overarching finding reveals the central role played by police culture in shaping
how police officers come to perceive this experience, and how they subsequently choose to mediate it. This study identifies
ten strategies police officers use to mediate this experience, and discusses the possible psychological consequences of employing

During the de Gaulle and Pompidou regimes, the French executive claimed that its Economic and Social Development Plan fitted an ideal model of democratic planning. It was democratic in both process and substance, devised after wide consultations, and designed to pursue the welfare of the nation as a whole. It also met the standards of planning, outlining a coherent set of actions which could realistically be taken during each planning period, and which were rationally calculated to further carefully-defined long-term aims. An analysis of the preparation process and of the quality of the Plan as written and executed, however, indicates that it did not meet the standards of either democracy or planning. The conclusion of the paper expresses serious doubt about the possibility of ever achieving the ideal of democratic planning in France.This article was written while the author was an Assistant Professor of Political Science at the University of Connecticut.
