The Myth of Female Credit Discrimination in African Manufacturing

Abstract

We examine credit constraint differentials between male and female manufacturing entrepreneurs using firm data from 16 sub-Saharan Africa countries. Small enterprises owned by female entrepreneurs are less likely to be credit constrained compared to their male counterparts, while this is reversed for medium-sized enterprises. A generalised Oaxaca–Blinder decomposition shows that the gap is predominantly a pure gender effect. We argue that this finding is mainly due to female favouritism in loans to micro and small firms because the gap is reversed for medium-sized enterprises and because we find no sign of superior female entrepreneurial performance in observable indicators.     

The Experience of Parents of Children in Care: The Human Rights Issue

There is a growing body of international literature about birth parents' negative experience of child protection services. This article reviews some of this literature and adds recent Australian materials to it. It is then argued that the over-reliance on “the best interest of the child” construct is the base from which these negative experiences emanate. The argument is that in adopting this construct parents' rights have been removed in favor of children's rights. This violates parents' human rights. Such an approach lacks balance, as human rights are inalienable and cannot be the exclusive property of only one party.     

Examining the “virtual”; publication as a “newspaper of record”;

Newspapers as a record of the day's events and chronicle for public business have been part of the United States' unofficial governing system for several hundred years. The expression “newspaper of record”; has specific meaning and import for librarians, historians and lawyers. This article compares the statutory characteristics of “newspapers of record”; with the qualities of modern electronic newspapers delivered by on‐line delivery services. The article concludes that the definitions of “newspapers of record”; used by librarians, historians and statutes may not be met yet by electronic editions of newspapers. Thus, on‐line newspapers may not be able to carry legal notices.     

US politics and World Bank IDA-lending

Abstract

This paper studies the role of US political factors in the allocation of World Bank concessional lending, where US political interests are proxied by voting similarity in the United Nations General Assembly on issues identified as important by the US Department of State. In contrast to previous studies we find that the US exerted a significant influence on IDA lending during the period 1993–2000. We demonstrate that the influence was both statistically as well as economically significant. Finally, we demonstrate that our result is robust with respect to the omission of the IDA Country Performance Rating index.     

SERVICE UTILIZATION AND SATISFACTION WITH SERVICE PROVIDERS IN VICTIMS OF RAPE AND SEXUAL ASSAULT

The aim of the present study was to investigate service utilization and satisfaction with service delivery among victims of rape and sexual assault. The victims completed a questionnaire comprising questions about whether they felt they received the appropriate help following an assault and whether they were met with positive staff attitudes within the public treatment system. The victims completed the questionnaire at three different time points： one month, three months and six months following an assault. Results showed that a high number of victims were satisfied with the support and treatment they received from psychologist and other part of the public help system. However, a high number of victims also reported receiving insufficient help from the social service and the police. Results are discussed in terms of consequences for victim recovery and the importance of receiving feedback from the victims in order to improve public service provision for victims of rape and sexual assault.     

Leading the Implementation of ICT Innovations

This article analyzes the associations between leadership, the implementation of information and communication technology (ICT) innovations, and performance. After reviewing theories and empirical evidence from the literature on leading change, ICT innovations, and performance, the authors elaborate hypotheses and test them in an analysis of the implementation of an ICT innovation in a Danish multisite hospital. In a quasi‐experimental research design using panel data, survey responses from more than 2,000 employees before and after the implementation were generated, in addition to qualitative interviews with change agents. Findings indicate how differences in leadership during the ICT implementation process have an important impact on performance after the implementation. Mobilization of initial support, directive leadership through information and technical assistance, participative leadership through employee involvement, and locally adapted implementation processes are important leadership factors associated with performance. The article concludes by discussing broader perspectives of the study and implications for practice, theory, and future research.
