The EC Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) came into force on 1 June 2007, marking the end of three years of intense negotiations between the Council and the European Parliament. One of the most hotly debated topics was the registration of substances, where the original Commission proposal sparked an extensive debate about the volume-based structure proposed. Risk-based prioritization was a concept proposed by both industry and academia to replace this, but due to its own fundamental lack of workability, its inclusion was rejected. However, a lightening of the low tonnage levels was agreed, along with the practical implementation of the 'one substance, one registration' principle. Overall, it can be seen that despite the many changes proposed, analyzed, discussed and accepted during the three years of intense negotiations, the basic architecture that the Commission proposed remains and registration will provide an enforceable framework for companies and will ensure a level playing field for chemicals across Europe. 相似文献

ABSTRACTDoes the introduction of UN forces impact terrorism? We argue that at least initially, UN peacekeeping missions may significantly shift the local conflict bargaining process, creating incentives for terrorist and insurgent groups to increase their attacks against civilians. UN missions create a symbolic endpoint to initial negotiations, alter the balance of power between combatants, and may change the relationship between local combatants and the civilian population they rely on for support. We test this argument using monthly data from 12 African countries, analyzing the risk of terrorism at the local level. We find that the introduction of UN forces in an area significantly increases the short-term risk of terrorism, but longer missions in the country reduce this risk. 相似文献

The private car comes with promises of modernity and comfortable mobility for the growing middle class in Vietnam. Vietnam’s government has also targeted the domestic automobile industry as a “spearhead industry” in an attempt to achieve industrial upgrading. Paradoxically, the government is simultaneously restraining the market for this industry through imposing high taxes and fees on cars, making them available only to a limited number of people. This article discusses the promises and problems of the automobile in Vietnam. It analyses policies related to the development of the automobile industry, and discusses the reasons for the relative failure of the project. The article argues that the failure is linked to weaknesses in Vietnamese development strategies, but also to the potential problems an expansion in car ownership in Vietnam would lead to. The article contends that the car represents a development dilemma between industrialisation and urban mobility, and that environmental, energy and social concerns add to the rationale for limiting car ownership. Furthermore, although forces promoting car-driven industrialisation appear to be gaining ground, the requirements for regional economic integration may challenge the future of the infant automobile industry. 相似文献

In the first systematic study of what college applicants invoke when required to submit a diversity essay, we revisit many settled assumptions on both the left and the right about how such an essay would operate after Grutter and Gratz as well as after the passage of anti–affirmative action ballot initiatives. Our data are a sample of 176 diversity essays submitted to the University of Michigan in the immediate aftermath of the University's Supreme Court win, analyzed both qualitatively and quantitatively with special attention to the differences that the essay writer's race and class position make. We find that in many respects the essays are similar when written by applicants from similar backgrounds but different races, and that conservative critics were wrong to assume the essay would function simply as a way of announcing oneself as an under‐the‐table affirmative action candidate. Rather than suggesting a straightforward lineup of advantage and disadvantage, we suggest rather that the essay is a vehicle for the youngest generation of citizens to both receive and send back a new conception of difference that has some essentializing elements but overall is turning in a postracial, cosmopolitan direction. 相似文献

Most empirical research has shown that people working in the public sector perceive job security as more important than people working in the private sector, while the inverse is the case for job income. However, it is not known if these relationships hold globally while controlling for occupation and national context. We combine ISSP data from respondents in 25 countries with Hofstede’s cultural dimensions and World Bank data to examine whether the previous generally accepted claims hold while taking into account workers’ occupation, as well as national, cultural, and economic conditions. We find evidence that even when taking into account all these factors, government workers place a higher value on job security than private workers, but contrary to the generally accepted claim, we find no statistically significant difference between government and private workers in their high-income motives when taking the occupation and national context into the models. 相似文献

Among professionals working with youth who commit sexual crimes, there is a clear chasm between proponents and opponents of postadjudication polygraph testing. Polygraph use for juveniles is an issue at the forefront of conversation in the state of Colorado, as the Sex Offender Management Board has evolved on positions. Drawing on extant research base, they have conducted a state-level evaluation in Colorado to inform further determinations. Using probation files of youth adjudicated of a sexual crime (N = 62), regression models were run. Youths’ significant reactions on a polygraph test were statistically significantly associated with more disclosures. Nonsignificant reactions, significant reactions, inconclusive results, and more disclosures were statistically, significantly associated with more polygraph testing. Finally, youth with nonsignificant reactions were five times more likely to successfully complete treatment, but test results and number of tests were not associated with recidivism outcomes. A framework for the judicious use of the polygraph is proposed. 相似文献

Absenteeism is critical to organizational performance. Although absenteeism is higher in the public than in the private sector, surprisingly little public administration research has studied this topic. We investigate and test potential explanations for these differences: is it because the public sector employs more women and occupational groups that have higher absence? Using register data, we find that for six out of seven occupational groups long-term absenteeism is more likely for public than for private sector employees; generally, this is true for both genders. We discuss potential explanations and future avenues for investigating these sector differences. 相似文献

This study addresses managerial strategies to adapt public spending in anticipation of fiscal stress. It simulates a cutback to a federal agency, providing a decision tool that applies normative recommendations from the cutback management literature. Using agency data, we develop a menu of options that illustrate how different distributions of budget reductions affect organizational goals. We show five alternatives that consider the political, legal, and fiscal implications of the agency's responses to anticipated budgetary pressure. This simulation demonstrates that public agencies can apply existing data to generate rational and viable strategic plans for weathering fiscal stress. 相似文献
