As part of a public health response to severe heat waves in the midwestern and northeastern United States in the summer of 1999, the authors actively solicited the number of heat-related deaths from 38 medical examiner and coroner jurisdictions comprising 35 metropolitan areas to enumerate heat-related deaths in areas affected by heat waves. They also determined the usefulness of these data for surveillance and rapid investigation of heat-related deaths. A total of 334 heat-related deaths were reported during the study period of July 1 - August 31. Minor changes in data collection and diagnostic criteria in some medical examiner and coroner jurisdictions would allow for greater comparability among jurisdictions. The National Association of Medical Examiners' position paper on heat-related mortality diagnosis provides important guidance to medical examiners and coroners regarding the certification of heat-related deaths and may require some refinement to address certain issues. Among these are certifying manner of death and classifying potential causes of heat-related death not involving hyperthermia or heat stroke, but where heat is a potential contributing factor to death. Medical examiners and coroners are an important resource for heat-related mortality research, and improvements in data collection and reporting could yield tremendous benefits to our understanding of and interventions for heat-related deaths.  相似文献

Based on a probability sample of 7542 from the seventh, ninth, 11th grade students of the Toledo metropolitan area, this study, using self-reported delinquency, investigated the relationship between alienation and deviant behavior. A positive association between alienation (normlessness and societal estrangement) and self-reported delinquency were observed. The degree of association and the direction still maintained when controlled for the age and sex of the students.  相似文献

Crime and violence have made public security a major concern to voters throughout Latin America. Existing research predicts that such widespread concerns should make public security a consistently successful issue in presidential election campaigns. Yet recent empirical reality in Latin America has been more varied. This study argues that success on public security is not so automatic. Human rights concerns combine with low trust in security forces to make success on security contingent on the correct conditions. Two key conditions affect the use of the issue: the degree to which security threats are organized and the degree to which recent repression has occurred. Then, winning votes depends on two further conditions: having a civilian background and a campaign that balances security with other issues. Together, these factors explain the dramatic variation in success, and suggest a key change from Latin America's past.  相似文献

Accusations of failure by elements of the US intelligence community (IC) have followed in the wake of nearly every war and terrorist bombing since Japan's successful strike on Pearl Harbor in 1941. This article will illustrate how some problems that exist inside the ‘intelligence-policy nexus’ are beyond the control of the IC. By investigating the dynamics and tensions that exist between producers of intelligence (the IC) and the consumers of those products (policy-makers), we review three different types of alleged failure. First, by revisiting the Chinese intervention in Korea, we show that a rarely listed case in the literature is in fact a classic example of producer-based failure generated from within the IC. However, in our study of the Tet Offensive during the Vietnam War (1968), we show that the alleged intelligence failure by producers should be more accurately described as a ‘failure of intelligence’ by consumers. Third, by revisiting the Soviet invasion of Afghanistan (1979), we conclude that there existed neither a producer nor a consumer failure. The Carter Administration made a conscious policy choice to act surprised (when it was not).  相似文献
