The instituted order of development is changing, creating new power mechanisms ordering the relationship between donor and recipient institutions. Donors’ focus on partnership, participation and ownership has radically transformed the orchestration of aid. While the formal order of this new aid architecture aimed to alter inherently asymmetrical donor–recipient relations by installing the recipient side with greater freedom and responsibility, this article – drawing on an analysis of the World Bank’s Poverty Reduction and Strategy Paper (PRSP) model and its partnership with Uganda – demonstrates how lopsided aid relations are being reproduced in profound ways. Analysed in terms of developmentality, the article shows how the donor aspires to make its policies those of the recipient as a means to govern at a distance, where promises of greater inclusion and freedom facilitate new governance mechanisms enabling the donor to retain control by framing the partnership and thus limiting the conditions under which the recipient exercises the freedom it has been granted.  相似文献

In this paper we explore the impact of politicalfactors on redistribution across the states in theGerman Länderfinanzausgleich. From a public choiceperspective the smaller states are supposed to have ahigher influence on decisions in the secondlegislative chamber due to a lower shadow price oftheir votes, which implies a higher bargaining power.As the federal government's policy depends on amajority in the second chamber there is an incentiveto buy smaller states' votes. Controlling for GDP percapita, we find statistically significant support forour hypotheses.  相似文献

Abstract

Defendants often feign (i.e. simulate) dissociative amnesia for their crimes. The Symptom Validity Test (SVT) may be used to detect such feigning. Some studies have shown that feigning amnesia for a mock crime has memory-undermining effects. In this study, we wanted to replicate the memory-undermining effects of simulated amnesia. We also examined whether such effects would occur when participants’ memories were evaluated with a SVT. Thirty participants committed a mock crime and then simulated amnesia for it. During a follow-up test, participants were instructed to perform as well as they could on a free recall test and a SVT. Their memory performance was compared with that of a control group (n=30). Although only a minority of simulating participants (7%) was detected by our SVT, the memory-undermining effect of simulating amnesia appeared to be a robust phenomenon. That is, ex-simulators displayed poorer free recall, more commission errors, and lower SVT scores relative to memory performance of honestly responding controls. However, at follow-up testing the poor memory of ex-simulators did not take the form of a real amnesia (i.e. random performance on SVT).  相似文献

In Bezug auf die n?chste Elbvertiefung bedeutet dies, dass auch der Ausbau anderer H?fen (Cuxhaven oder Wilhelmshaven) oder anderer Wasserstra?en (Weser) als Alternativen berücksichtigt werden müssen. The state election of 2006 in Rheinland-Pfalz resulted in a (bare) majority of seats for the SPD, which allows the party to govern alone for the first time in the history of the state. The CDU, on the other hand, received slightly less than one-third of the vote, an all-time low in its former stronghold. This result was by and large determined by factors at the state level. Yet it had a considerable impact at the federal level: it signalled the end of a string of devastating losses for the SPD, enhanced the standing of minister president Kurt Beck (now the SPD's chairman), and brought to an end the last coalition between the SPD and the FDP. These repercussions notwithstanding, there is no evidence of a durable voter realignment benefiting the SPD, since the party's victory was apparently due to short- and mid-term factors. Therefore, the outcome of the next election (scheduled for 2011) is by no means a foregone conclusion.  相似文献

This paper addresses the role of ticket-splitting in decreasing the accuracy of recalled previous voting. It suggests that ticket-splitting makes recalling vote choice a more difficult task and thus increases recall error. Using data from three German panel surveys conducted from 1998 to 2008, the paper demonstrates that ticket-splitting increases recall error by a considerable margin, even after controlling for behavioral and attitudinal predictors. This finding suggests that recall accuracy is not a stable voter characteristic. It also lends credence to the notion that the increase in ticket-splitting in recent German elections decreased the accuracy of recalled previous voting. Finally, the evidence suggests that electoral systems affect the validity of survey answers concerning previous vote choice.  相似文献
