This article focuses on policy transfer as a form of prospective policy analysis, which we define as policy makers' attempts to assess the effect of a policy or program before it is put in place. Despite a burgeoning literature on cross-national policy transfer, there has been little systematic comparison of cases to identify either common problems or potential strategies in the practice of policy transfer. This article sets forth a rational model of policy transfer and examines, in light of that model, case studies of cross-national policy transfer spanning different policy domains. Taking into account the constraints faced by policy makers, we relax standard rational decision-making criteria and make recommendations for improving the process of policy transfer as a form of prospective policy evaluation.  相似文献

Historically, Northern Ireland women have been severely under-represented in the formal political arena. Despite the main parties having failed to address this issue, women have notably increased their presence in elected positions since the establishment of the Northern Ireland Assembly in 1998. In the absence of any initiatives undertaken specifically to improve women's political status, it appears that the opportunities of devolution have facilitated these recent achievements. Specifically, the new political landscape has become more open and conducive to promoting women into positions of political power, and it is the impact of these developments that this article explores.  相似文献

What does food sovereignty look like?

Hannah Arendt observed that the first right, above all others, is the right to have rights. In many ways, Via Campesina's call for food sovereignty is precisely about invoking a right to have rights over food. But it's unclear quite how to cash out these ideas. Detective stories take place mainly in two settings, constantly changing, many faceted big cities filled with strangers, and stable, fairly homogeneous, innocent small towns whose members know one another. The differences in each clarify the qualities of the other. In solving the mystery of the small town, the detective provides moral instruction and restores the town’s innocence. In solving the mystery in the big city the detective reveals the city as part of the mystery and provides the reader with temporary orientation to the city. Mysteries have grown with the growth of the cities and now appear in every country of the world. Harold J. Bershady is an emeritus Professor of Sociology at the University of Pennsylvania.
