This article presents findings on observed productivity constraints of handicraft firms in Nairobi, Kenya. The goal is to help NGOs, intergovernmental organisations, and national governments in their efforts to foster local handicraft industries in Africa and beyond. One-hundred and two respondents were interviewed about their business, cost structure, hiring practices, and other intra-industry relationships. This article points out a number of practical problems hindering productivity and limiting livelihoods, including problematic labour practices, conditions of adverse selection, the context of proprietary information in small scale manufacturing, and the tendency of the industry toward hypercompetition.  相似文献

Governments prioritize some rights over others because of policy constraints. We ask whether differential disability policy priorities can readdress other unrealized rights when applied to services for people with disabilities in boarding houses in Australia. The housing is inappropriate to their support needs and breaches their immediate right to unsegregated housing. Findings about the government-funded support showed that their well-being improved, but the housing increased their support needs and reduced their eligibility for suitable housing, implying that support policies that prioritize progressive realization rights are not successful where immediate realization rights to housing remain unaddressed. These findings about the negative social outcomes from ignoring human rights hierarchies have implications for policy priorities.  相似文献

Despite burgeoning research on collaboration, the preference and choice of public managers to partner with other public-sector institutions versus private-sector organizations has received comparatively little attention. This study proposes that public managers are inclined to partner with other government agencies, i.e., within their “comfort zone,” and presents a model to explain when they may go beyond the comfort zone to collaborate with private establishments. Using an embedded case study design, this study examines how the professional background of the manager, characteristics of the government organization, and the “market” of potential partners influence the reported incidence of collaboration with nongovernmental actors.  相似文献

In the United States (U.S.) military, race and/or ethnicity serve as identifiable factors in recruitment, promotion, and retention patterns. African Americans are overrepresented especially in the Army and within the enlisted corps relative to their proportion within the civilian population. And while Hispanics constitute the fastest growing segment of the workforce as well as in society, they are underrepresented in the military.

This study confirms the disparity of underrepresented minorities within the officer corps. It explored the recruiting and retention challenges with certain groups, the role of race and/or ethnicity, and what the U.S. military can do to attract underrepresented groups to its officer corps. As part of the discourse, the author also draws from similar experiences of militaries within the international community.  相似文献

Prediction effect sizes such as ROC area are important for demonstrating a risk assessment's generalizability and utility. How a study defines recidivism might affect predictive accuracy. Nonrecidivism is problematic when predicting specialized violence (e.g., domestic violence). The present study cross-validates the ability of the Ontario Domestic Assault Risk Assessment (ODARA) to distinguish subsequent recidivists and nonrecidivists among 391 new cases with less extensive criminal records than previous cross-validation samples, base rate=27%, ROC area=.67. Excluding ambiguous nonrecidivists increases the base rate to 33%, ROC area=.74. Random samples of 50 recidivists and 50 unambiguous nonrecidivists yield ROC areas from .71 to .80. Published norms significantly underestimate official recidivism. Ambiguous nonrecidivism is prevalent and leads to underestimating base rates and predictive accuracy.  相似文献

Although the use of strategic planning has become widespread in INGDOs they have often been accused of strategic drift—continuous change in their strategic directions with plans only loosely coupled to their activities. However, the way that they prioritize their activities, and the reasons why strategic drift occurs has generally escaped in‐depth research. This article draws on detailed, qualitative research of strategic planning meetings at the executive levels in a major INGDO, carried out between July 2006 and December 2007 to identify the reasons why strategic drift occurs and the role of strategic planning. It was found that by deliberately crafting multiple, ambiguous, and ambitious strategies, managers were able to effect organizational change, not by literal strategy implementation, but by using these strategies as metaphors to harness consensus and legitimacy in key stakeholder groups. Senior managers utilize the symbols, language and deliberative arenas of formal strategic planning to effect organizational change; however, strategy, in rational terms, needs to be located in the background for its role to be properly understood. The research unpacks complex decision‐making processes in an INGDO and, contrary to normative literature, recommends that, in order to avoid inflationary planning, managers should not take their strategy literally. Abstract

In this article we address a gap in our understanding of how household agricultural production diversity affects the diets and nutrition of young children living in rural farming communities in sub-Saharan Africa. The specific objectives of this article are to assess: (1) the association between household agricultural production diversity and child dietary diversity; and (2) the association between household agricultural production diversity and child nutritional status. We use household survey data collected from 3,040 households as part of the Realigning Agriculture for Improved Nutrition (RAIN) intervention in Zambia. The data indicate low agricultural diversity, low dietary diversity and high levels of chronic malnutrition overall in this area. We find a strong positive association between production diversity and dietary diversity among younger children aged 6–23 months, and significant positive associations between production diversity and height for age Z-scores and stunting among older children aged 24–59 months.  相似文献
