The National Health Service (NHS) in England and Wales has embarked upon a radical and far–reaching programme of change and reform. However, to date the results of organizational quality and service improvement initiatives in the public sector have been mixed, if not to say disappointing, with anticipated gains often failing to materialize or to be sustained in the longer term. This paper draws on the authors' recent extensive research into one of the principal methodologies for bringing about the sought after step change in the quality of health care in England and Wales. It explores how private sector knowledge management (KM) concepts and practices might contribute to the further development of public sector quality improvement initiatives in general and to the reform of the NHS in particular. Our analysis suggests there have been a number of problems and challenges in practice, not least a considerable naïvety around the issue of knowledge transfer and 'knowledge into practice' within health care organizations. As a general rule, pathologies tend to impair job performance. In a study involving performance criteria and the Personality
Assessment Inventory in a sample of Louisiana police officers (N=800), OCD characteristics correlated significantly in a negative
direction with several performance criteria, such as involvement in an on-duty or off-duty at fault moving violation, number
of on-duty or off-duty at fault moving violations, any citizen complaints regarding unprofessional conduct, number of unprofessional
conduct, and accusation in any way of racially offensive conduct, behavior, verbalization, or complaints. It has been found
that the traits of obsessive-compulsive disorder, in moderation, may actually improve performance in police officers. This
agrees with the Yerkes-Dodson law, which states that peak performance occurs when a person experiences mild to moderate levels
of stress.

Facilitating technology transfer from one organization to another is a complex process. Organization representatives are key
players in the facilitation process and act to span the boundary between organizations. This paper offers a conceptual framework
concerning organizational “boundary” spanners who must cross lines to transfer technology. From a communication viewpoint,
boundary spanners need to reduce uncertainty, process information, and provide representation in order to achieve organizational
outcomes of building relationships, achieving performance, and applying technology. This framework describes several strategies
involved in the process of technology transfer: inquiry, self-disclosure, enhancing self-image, bargaining, and relationship-building.
In short, we argue that individual boundary spanners need to be effective communicators when facilitating the technology transfer

Although crime in the market for fine arts has a long historical pedigree, the explosive growth of the market, and the conversion of art (along with collectible goods of all sorts) into speculative assets, that began or at least accelerated in the mid 1970s, focused increasing attention on the phenomenon. At the same time the issue of protecting cultural patrimony became a subject of greater contention between source and market countries, while common law and civil code jurisdictions struggled over how to reconcile approaches to regulation and enforcement. This paper highlights these issues with specific reference to the market for high-end paintings although its lessons are germane to all subdivisions of the collectibles market. It attempts to elucidate the main criminogenic factors—speculative shifts in demand, fraudulent supply, and illegal activity by various intermediary institutions ranging from dealers to appraisers to auction houses, while highlighting the role of collectors, museums, and financial institutions both as victims and active participants. Despite enduring myths about “organized crime,” illegal operations in the art market are the work overwhelmingly of insiders who alone have the technical knowledge and circle of intimates necessary to link an illicit supply with a demand that can range from the strictly legitimate, the legal but dubious, and the explicitly criminal. The critical lesson is that stolen, forged or smuggled material makes its way through much the same circles of intermediaries and ends up for the most part in the same locations and the same hands as artwork of legal origin. 相似文献

Recent studies have found that states in the Midwest incarcerate Blacks at a higher rate than those in the South. This article examines the extent to which this regional pattern of racial disproportionality in incarceration rates could be explained by controlling for race-specific arrest rates. The findings showed that the level of racial disproportionality in imprisonment decreased among all of the regions after controlling for race-specific arrest rates, but previously observed regional differences remained. These findings indicate that differences in the level of racial disproportionality in incarceration rates among regions were due to differential involvement in serious crimes by race resulting from a higher concentration of Blacks in urban areas relative to Whites in the Midwest. 相似文献
