“C’est comme ça que cela pourrait recommencer” : L’épineuse question foncière au Burundi

In recent years, research on land conflicts in war-affected countries has seen a significant increase in the literature on conflict resolution. Land grabbing coupled with the return and repatriation of thousands of refugees and internally displaced persons (IDPs) after the end of civil wars constitute major challenges for peace and reconciliation in many African countries. Drawing on a case study of Burundi, one of Africa’s most densely populated countries, this article analyses the complex issues related to land conflicts. Burundi is currently facing thousands of land disputes following the return of refugees and IDPs stemming from the different politico-ethnic crises that this Great Lakes country has endured since independence. The current instrumentalization of the land issue by political entrepreneurs highlights the risks for the fragile peace and reconciliation process that Burundi has known in recent years if the land conflicts are not addressed in a sensitive and equitable manner.     

The Russian Radical Right Movement and Immigration Policy: Do They Just Make Noise or Have an Impact as Well?

This article examines how, if at all, the mobilisation of the Russian Movement Against Illegal Immigration has had an impact on changes in Russian policies. Little is known about the outcomes of radical right movements in general or the Russian radical right in particular. The Movement Against Illegal Immigration has arguably played a role in shaping negative public attitudes towards immigration. On the other hand, the Russian government has not adopted any clear nationalistic anti-immigration policy frame. We show that disruptive events of Movement Against Illegal Immigration's mobilisation have caused reactions in terms of the elite discourse on immigration and restrictive immigration legislation.     

The Fulfillment of Parties’ Election Pledges: A Comparative Study on the Impact of Power Sharing

Why are some parties more likely than others to keep the promises they made during previous election campaigns? This study provides the first large‐scale comparative analysis of pledge fulfillment with common definitions. We study the fulfillment of over 20,000 pledges made in 57 election campaigns in 12 countries, and our findings challenge the common view of parties as promise breakers. Many parties that enter government executives are highly likely to fulfill their pledges, and significantly more so than parties that do not enter government executives. We explain variation in the fulfillment of governing parties’ pledges by the extent to which parties share power in government. Parties in single‐party executives, both with and without legislative majorities, have the highest fulfillment rates. Within coalition governments, the likelihood of pledge fulfillment is highest when the party receives the chief executive post and when another governing party made a similar pledge.     

The Bologna Process in German Educational Federalism: State Strategies,Policy Fragmentation and Interest Mediation

The article provides an impact assessment of the current European higher education reform (Bologna process) in the context of German educational federalism. The goal is to come to grips with the puzzling observation that the reforms have had a large impact, even though the joint decision-making trap of German educational federalism has continuously impeded structural changes in previous decades. It suggests that the reason why the Bologna process has been so influential is its openness, ambiguity, and the complete absence of binding commitments. These characteristics of soft governance dovetail with the strategy of the central government and the federal states to protect their political autonomy against potential threats resulting from inter- and transnational political cooperation as well as the national reform of the constitutional principles of federalism at home. However, drawing on empirical examples of policy fragmentation, understood as the co-existence of partly incompatible reform islands, illustrates the costs of soft governance in the national implementation process.     

Penalty notices for disorder: influences on police decision making

This research examined, via a multi-method linked design, the influences over police decision making when disorderly behaviour is being dealt with in the context of a new type of offence disposal, the penalty notice for disorder (PND). The results of a multivariate analysis of the factors predicting the real-life issuance of PNDs to offenders formed the basis of an experiment (using serving police officers as participants) that probed officers’ decision-making processes in disorder scenarios. This approach presents an opportunity to gain insight into how police use the power of arrest when an alternate, less-punitive, option is available.     

Effect of "Fit" dishwashing detergent from former Eastern Germany (GDR) on luminol luminescence

The forensic luminol test is used to screen large areas for the presence of blood. The heme-induced reduction of hydrogen peroxide is coupled to the oxidation of luminol resulting in luminescence. However, photographic documentation of the relatively weak and short-lived luminescence is difficult and luminol is now often replaced by other chemicals. In this study, we investigated reports from the Rostock police department that the addition of "Fit", a dishwashing detergent from former Eastern Germany, could both intensify and prolong the luminescence of luminol on blood stains. Even though this effect was reported only for the original composition of Fit but not the currently sold version, we found that both the old and the new version of Fit increase the brightness of the luminescence while decreasing its duration. This may be due to detergents in the dishwashing liquid, which permeabilize the plasma membrane of the erythrocytes, exposing the Fe3+ inside the cell and speeding up the entire reaction. We did not find any evidence of special ingredients in the old version of Fit that would cause both the increased brightness and prolonged duration of luminescence as reported by the Rostock PD.
