Maintenance of the ENFSI proficiency test program on identification of GSR by SEM/EDX (GSR2003)

Within the framework of the ENFSI Expert Working Group "Firearms," every second year, a proficiency test on the detection and identification of GSR by SEM/EDX is carried out. This proficiency test is a development and extension of the previous proficiency test GSR2001. The test material was again designed by the organization panel and manufactured by an external company for SEM accessories. This time the participating laboratories were requested to determine the total number of PbSbBa containing particles on a test sample following their own laboratory specific methods of automated GSR particle search and detection by SEM/EDX. One synthetic particle sample (SPS) with artificial GSR particles was dispatched to all participants. This paper summarizes the results of the study and assesses the overall performance of the participating laboratories. Furthermore an extended statistical evaluation and a comparison with previous studies was carried out.     

The Consequences of Knowledge about Elite Deviance

The present study sought to understand the consequences of knowledge about elite deviance. Four hundred and eight participants completed an online questionnaire that measured (1) their level of knowledge about white-collar crime and (2) their perceived seriousness of, and punitiveness toward, it. Results of statistical analyses suggest a positive relationship between knowledge and punitive sentiments toward crimes of the powerful. Conversely, less knowledgeable subjects, comprised disproportionately of men, politically Conservatives, Republicans, and conservative Protestants were often more lenient toward elite offenders, both in terms of perceived seriousness of the offenses and punitiveness toward them, when compared with street crime. Implications of these findings are discussed.     

Against the one-way-street: analyzing knowledge transfer from industry to science

Knowledge flows from industry to science have mostly been neglected by empirical studies. This work aims at contributing to this issue by analyzing differences in the factors that influence the probability of knowledge transfer within industry and from industry to science in the biotechnology sector. In order to model these knowledge flows we conduct a citation analysis on the basis of patent data. We then estimate a weighted bivariate probit model on the citation probability of industry and science on the basis of a combined sample of citing and cited patent pairs and an equal number of control patent pairs. The empirical results suggest that there are considerable differences in the citation probability. Cultural closeness for instance has a positive effect on the citation probability from industry to industry while the citation probability of scientific institutions is not affected by cultural distance.
