Why do political parties prioritise some policy issues over others? While the issue ownership theory suggests that parties emphasise policy issues on which they have an advantage in order to increase the salience of these issues among voters, the riding the wave theory argues instead that parties respond to voters by highlighting policy issues that are salient in the minds of citizens. This study sheds new light on the selective issue emphasis of political parties by analysing issue attention throughout the entire electoral cycle. On the basis of a quantitative text analysis of more than 40,000 press releases published by German parties from 2000 until 2010, this article provides empirical support for the riding the wave theory. It shows that political parties take their cues from voters by responding to the issue priorities of their electorate. The results have important implications for political representation and the role that parties play in democracies.  相似文献

Citizens delegate the representation of their political preferences to members of Parliament (MPs), who are supposed to represent their interests in the legislature. However, MPs are exposed to a variety of interest groups seeking to influence their voting behavior. We argue that interest groups influence how MPs cast their vote in Parliament, but that this effect varies across groups. While lobbying by sectional groups provides incentives for MPs to defect from their constituents, we expect that cause groups in fact strengthen the link between MPs and their voters. We test our argument based on an innovative study of 118 Swiss public referenda, which allows for directly comparing voter preferences with legislative voting of 448 MPs on these issues. Drawing on a multilevel regression analysis, this study shows that interest groups considerably affect the link between MPs and their voters. Our findings have important implications for our understanding of political representation.  相似文献

ABSTRACT

This article explains a cultural sociological approach to research on social inequality. “Cultural sociological” means that we do not regard social inequality as resulting only from a distributive order of goods, income and positions, but also from an evaluative order created and reproduced by the actions of social groups. Concerning the topic of this thematic issue, this means that, from a sociological perspective, we see “weakness” not only as the social vulnerability of actors and groups resulting from a lack of material resources, education and power, but also as an attribution and assessment which can have a variety of social consequences. “Weakness” can compel others to help the weak and defend their interests. But if the weak are to be protected and empowered, they must be identified as “weak” in the first place, and this act of identification can have paradoxical consequences. As we demonstrate with evidence from East Asia, the social designation as “weak” can have many adverse effects for the weak groups themselves, because it blames them for their own weaknesses and publicly condemns, disparages, or stigmatizes them. Based on an analysis of the situation of victims of the Fukushima disaster in Japan and of rural migrants and their offspring living in Chinese metropoles, we show how social designations of weakness can produce negative classifications that signal disrespect to weak actors and limit their opportunities for action.  相似文献

This article employs the renewed anthropology of kinship to revisit historical approaches to the study of social relations taking place in transnational social fields. Based on multi-sited qualitative anthropological fieldwork with a strong historical perspective centred on biographical interviews and social network analysis, the author examines a particular Cape Verdean household that comprises four generations and extends its contacts between several Cape Verdean islands, Portugal, São Tomé/Príncipe as well as the United States. The contextualization of the individual life courses of its members and their changing relatedness in the course of time brings to surface a complex design of factors that contribute to the sense of belonging or detachment in this Creole transnational island society. These are different levels of mobility, the challenges and limits of diverse levels of technical connectivity between several localities, the dynamics between approved relatedness and family-based migration regimes as well as the normative aspects resulting in a gendered perspective on the demands of reciprocity. The author introduces the notion of a “contributive family model” in order to capture the individual choice of keeping in touch and the meaning of social practices, which transform ideas of relatedness into reconfirmed transnational solidarities.  相似文献

To clarify the circumstances of death, the degree of inebriation is of importance in many cases, but for several reasons the determination of the ethanol concentration in post-mortem samples can be challenging and the synopsis of ethanol and the direct consumption markers ethyl glucuronide (EtG) and ethyl sulphate (EtS) has proved to be useful. The use of a rather stable matrix like vitreous humor offers further advantages. The aim of this study was to determine the concentrations of ethanol and the biomarkers in the robust matrix of vitreous humor and to compare them with the respective levels in peripheral venous blood and urine. Samples of urine, blood from the femoral vein and vitreous humor were taken from 26 deceased with suspected ethanol consumption prior to death and analyzed for ethanol, EtS and EtG. In the urine samples creatinine was also determined. The personal data, the circumstances of death, the post-mortem interval and the information about ethanol consumption prior to death were recorded. EtG and EtS analysis in urine was performed by LC-ESI-MS/MS, creatinine concentration was determined using the Jaffé reaction and ethanol was detected by HS-GC-FID and by an ADH-based method. In general, the highest concentrations of the analytes were found in urine and showed statistical significance. The mean concentrations of EtG were 62.8mg/L (EtG100 206.5mg/L) in urine, 4.3mg/L in blood and 2.1mg/L in vitreous humor. EtS was found in the following mean concentrations: 54.6mg/L in urine (EtS100 123.1mg/L), 1.8mg/L in blood and 0.9mg/L in vitreous humor. Ethanol was detected in more vitreous humor samples (mean concentration 2.0g/kg) than in blood and urine (mean concentration 1.6g/kg and 2.1g/kg respectively). There was no correlation between the ethanol and the marker concentrations and no statistical conclusions could be drawn between the markers and matrices.  相似文献

Suicide presents a major complication during imprisonment and greatly contributes to the high mortality rate of prisoners. All international studies have found increased suicide rates among prisoners compared to the general population. This study examines risk factors for suicide and mortality in prisoners using supranational data from the Council of Europe Annual Penal Statistics (Statistiques Penales Annuelles du Conseil du L'Europe or SPACE) from 1997 to 2008. Macrostructural risk factors for prison suicide are analyzed from this supranational data set and the identified indicators are further evaluated on the single country level. Sexual offenders, offenders charged with violent crimes and prisoners sentenced for short- and long-term imprisonment are considered to be at an elevated risk for suicide. In addition, prison mortality is associated with overcrowding.  相似文献

This article examines the agency of indigenous peoples in designing a mechanism for reducing emissions from deforestation and forest degradation (REDD) under the emerging post-2012 agreement to the United Nations Framework Convention on Climate Change. It investigates whether indigenous peoples have agency in international negotiations and specifically the REDD design process and if so, how they have obtained it. Agency refers to the ability of actors to prescribe behaviour and to substantively participate in and/or set their own rules related to the interactions between humans and their natural environment. The aim of this study is to gain understanding of what role non-nation state actors, particularly indigenous peoples, play in shaping the REDD design process under the climate convention and what is shaping their agency. A special emphasis is placed on indigenous peoples as they may be highly vulnerable to the impacts from both climate change and certain policy responses. The article finds that, through REDD, indigenous peoples and forest community alliances are emerging in the climate regime but their agency in designing a mechanism on forest protection in a post-2012 climate regime remains indirect and weak. They are being consulted and invited to provide input, but they are not able to directly participate and ensure that their views and concerns are reflected in the outcome on REDD.  相似文献
