搭建青少年政策的重要议题与方向——以南盟组织国家为例

为了更好地应对瞬息万变的现实,南盟组织在青少年的政策制定方面,应为青少年提供他们需要的在日常世界中通行无阻的政策,以在尊重现实的基础上关注。因为青少年并非是游离于社会而存在的群体,他们的生活受环境的影响,这样的环境涉及父母、伙伴、老师、保健工作者、雇主和邻居,所以关注青少年就要关注所有的环境。     

Rational Choice and Community Power Structures1

The community power debate concluded with each side believing they had won. Political theorists have generalized power, making empirical investigation very difficult; urban scholars have turned their attention to more manageable empirical problems. Rational choice advances the debate, exposing the errors of all sides and facilitating a new approach which transcends structural versus individualist methods. By separating various aspects of power in urban contexts, complementary techniques such as network analysis in a bargaining framework, semi-structured interviewing and the use of text databases permits a comprehensive investigation of agenda-setting and the mobilization of bias. The paper demonstrates the utility of this approach by comparing it to 'regime theory', the latest paradigm of urban research.     

Knowing but not knowing: conflict,development and denial

Drawing on case study material from Uganda and Nepal, this paper highlights the tension between what is ‘known’ and what is ‘done’ by practitioners working in the arena of conflict and development. It explores the forms of knowledge given conceptual and practical influence and the development interventions that are consequently sanctioned or sidelined. Examining Stanley Cohen's work on atrocities and suffering, the paper considers the explanatory potential of the concepts of denial and acknowledgement in the context of conflict and development. It argues that this approach opens conceptual and practical space in which to address the interplay between personal experiences of conflict contexts and institutional barriers to communication and changed practice.     

Recent research: The micro-politics of deliberation: Case studies in public participation

The contemporary emphasis on public participation in policy making derives both from concerns to increase the legitimacy of public decision making and to develop more dialogic forms of governance, and from more 'bottom-up' action intended to ensure that the voices of those excluded from policy making are heard. This has resulted in diverse forms of participative practice, including forums in which social movement organizations meet officials, and forums initiated by officials to which 'the public' are invited. This article examines four case studies of participation, studied as part of research conducted in the ESRC Democracy and Participation programme. It focuses on a micro-level analysis of the dynamics of exchanges within such forums to question the capacity of such forums to generate alternative discourses within which policy problems can be defined and addressed.     

Water as a multi-dimensional value: implications for participation and transparency

The article co-authored by Marco Shouten and Klaas Schwartz is correct in arguing that water is a political issue and efforts to decentralize and privatize decision making as recommended by the World Bank will not take the politics out of water. At the same time, this review advocates a broadened understanding of the water to include the cultural, ethical, environmental, and life-style dimensions of water. Only institutions that are inclusive, open, transparent, and accountable can bring legitimacy to decisions affecting the many conflicting water values with a realistic expectation of implementation.
