Mixed electoral systems in Britain and the Jenkins Commission on electoral reform

Mixed electoral systems seek to combine elements from different voting methods so as to maximise the numbers of individually accountable constituency MPs, while achieving more proportional outcomes in terms of parties' representation. This paper looks in detail at two kinds of mixed systems: variants of the Additional Member System; and AV Plus (or SV Plus). We examine how they would have operated in British conditions during the 1990s—how ballot papers would be structured, how voters respond to them and what electoral outcomes would have resulted. Both approaches offer good prospects for achieving a consensus amongst electoral reformers on an alternative to first-past-the-post elections. We also show how the Jenkins Commission's proposals can be located within the broader development of 'British AMS' by the Labour and Liberal Democrat parties. In addition, we quantify the main impacts of the policy choices which the Commission made in designing the proposed system to be submitted to a referendum. The British case will be a key one for the wider debate in political science about the endogenisation of voting system changes within party systems.     

Adolescents and television

This study was divided into two parts. The first part consisted of an investigation of the frequency of television viewing among a sample of 2302 15-year-olds in 12 comprehensive schools. Subjects were divided into two groups, high and low frequency viewers, according to their own estimate of viewing time. The general picture which emerged (with some overlap of scores) was that high frequency viewers tended to be more neurotic and introverted; less intelligent; had less favorable attitudes to school; were less likely to think sport was important; were more likely to be bored in their leisure time; and possessed different social attitudes than low frequency viewers. The second part of the study investigated the program preferences of a subsample of over 900 subjects drawn from the main study. Little difference was found in the program preferences of high and low frequency viewers, but clear differences of preference were found between the sexes.Received his Ph.D. from the University of Aberdeen. THE CASE OF COMPARABLE WORTH IN WASHINGTON STATE

Twelve years after its precedent-setting comparable worth study, Washington State has approved an agreement guaranteeing implementation of its comparable worth system by 1993. A history is presented of state actions on comparable worth. The causes for the slow course of policy formation and implementation are seen to lie with the following: being the first to conduct a study, taking too long to act, the changes in persons in key positions, the state economy, attitudes towards state workers, lack of focus of responsibility, and denial that sex-based differences in wages are the bases for Comparable worth adjustments.     

Potential impact of the Draft Money Laundering Regulations 2007 on trusts

Representative bodies, including the Law Society of Englandand Wales and the Society of Trust and Estate Practitioners,have raised concerns on the Draft Money Laundering Regulations2007 released on 22 January. They are intended to implementthe Third European Money Laundering Directive in England. However,many are fearful about the impact of Part 2 of the Draft Regulationswhich deals with customer due diligence (CDD) and, in particular,how the requirements will apply to trusts.     

Proactive counter-terrorist strategies in conflict with human rights

Three standard governmental policy responses to terrorism have been identified: a military one, treating the fight against terrorism as a form of warfare; a police-based one, treating it simply as a form of criminal activity, to be detected and then defeated using (perhaps some modified version of) the criminal justice system; and a political one, viewing it as a form of armed rebellion to be resolved through negotiation and the political process. All three responses to terrorism may be evident in any particular instance.     

Power in Editorial Positions: A Feminist Critique of Public Administration

Journal editors serve a vital, powerful role in academic fields. They set research priorities, serve as gatekeepers for research, play a critical role in advancing junior scholars as reviewers and eventually into editorial roles, build extensive networks, and gain valuable insight into the behavior and preferences of reviewers and scholars. This article analyzes data collected from leading public administration journals in 2017 to investigate the role of women as gatekeepers of public administration knowledge. The data illustrate a clear underrepresentation of women on editorial boards. Drawing from these data, research on journal editorships, and feminist theory, the authors present a critique of the current state of public administration research and a discussion of a way forward. They conclude with a proposal for how all public administration scholars (junior, senior, men, and women), journal leadership, and academic departments can move toward increasing women's representation in these important positions.
