Drawing on case study material from Uganda and Nepal, this paper highlights the tension between what is ‘known’ and what is ‘done’ by practitioners working in the arena of conflict and development. It explores the forms of knowledge given conceptual and practical influence and the development interventions that are consequently sanctioned or sidelined. Examining Stanley Cohen's work on atrocities and suffering, the paper considers the explanatory potential of the concepts of denial and acknowledgement in the context of conflict and development. It argues that this approach opens conceptual and practical space in which to address the interplay between personal experiences of conflict contexts and institutional barriers to communication and changed practice. 相似文献

Scientific, institutional and personal rivalries between three key centres of geographical research and scholarship (the Academy of Sciences Institute of Geography and the Faculties of Geography at Moscow and Leningrad State Universities) are surveyed for the period from 1945 to the early 1950s. It is argued that the debates and rivalries between members of the three institutions appear to have been motivated by a variety of scientific, ideological, institutional and personal factors, but that genuine scientific disagreements were at least as important as political and ideological factors in influencing the course of the debates and in determining their final outcome. 相似文献

The contemporary emphasis on public participation in policy making derives both from concerns to increase the legitimacy of public decision making and to develop more dialogic forms of governance, and from more 'bottom-up' action intended to ensure that the voices of those excluded from policy making are heard. This has resulted in diverse forms of participative practice, including forums in which social movement organizations meet officials, and forums initiated by officials to which 'the public' are invited. This article examines four case studies of participation, studied as part of research conducted in the ESRC Democracy and Participation programme. It focuses on a micro-level analysis of the dynamics of exchanges within such forums to question the capacity of such forums to generate alternative discourses within which policy problems can be defined and addressed. 相似文献

This article is an examination of the attitudes of the British political elite towards the Soviet Union and an assessment of the influence such attitudes had upon British foreign policy between March and August 1939. Through a detailed analysis of individuals including Cabinet ministers and those politicians elsewhere referred to as the 'anti-appeasers', the article contributes to the 'counterrevisionist' position concerning war origins. Thus it does not accept that the British government was constrained by factors outside of its control and instead argues that an Anglo-French-Soviet alliance was not concluded because of the failure of British ministers to put aside their anti-Soviet prejudices. 相似文献

This paper examines the extent to which gender mainstreaming is constitutionally embedded in the legal framework of the European Union. Within the framework of that broad question it examines three sub-questions concerning the robustness and constitutionalised nature of the E.U.'s `equality regime', the extent of adaptation to mainstreaming methodologies by supranational institutions such as the Court of Justice, and the extent of the gender dimension in the debates which are shaping the future of the European Union, especially the 2002–3Convention on the Future of the Union and the Commission's Governance White Paper of 2001.The E.U. is analysed in this article as an emergent, non-state, postnational constitutionalised polity. The first section presents this perspective, and the succeeding three sections engage with the three` sub-questions' outlined above. The conclusion suggests that as yet, while gender concerns maybe constitutionally embedded in the Treatyframe work, they are less prominent in the constitutional politics of the Convention and the Governance White Paper. 相似文献
