John Forester's important research project of developing a critical pragmatist approach to planning and policy analysis now spans two decades. Common themes that give direction and coherence to his project are, first, a new view of public planning as the restructuring of communication between stakeholders with divergent and conflicting interests and large inequalities in power and influence; second, a redefinition of the role of the planner away from a handmaiden of power to a hands‐on professional who fosters inclusive, participatory forms of collective action; and, finally, a deliberate concern with the micropolitics of planning that enables participants to broaden their full potential for democratic transformation within the context of strong, enduring inequalities in agenda‐setting and decision‐making power. This review traces the roots of Forester's project in pragmatist thought and in particular themes from Emersonian moral philosophy, adding a notion of “critical” to Forester's radical pluralist stance. Forester subscribes to John Dewey's argument for democracy, which inherently requires diversity to arrive at warranted truth. For Forester, the core task of a planner is to safeguard the participation of those normally excluded from decision making by institutionalized inequalities. 相似文献

The challenge to effective farming systems research is to find methods of system appraisal that maximize the use of existing information and are timely while maintaining a certain measure of accuracy and validity—in other words to achieve rapid rural appraisal. The comparative method for the collection of labour utilization for secondary crops is based on a combination of literature study and field survey. Farmers compare foodcrops of which labour utilization data are known with crops of which the labour requirements are unknown. From the rankings, the labour use of the unknown crops can be derived. The comparative method was applied for cocoyam and soybean farming systems in Nigeria. In both cases absolute labour data derived correspond with relative labour data provided by the farmers themselves. The method, therefore, seems to be a quick, but nevertheless reliable, method by which generally applicable labour utilization data can be obtained. 相似文献

Carboxyhemoglobin (COHb) levels were determined in stored blood samples from 91 infants diagnosed to have died from the sudden infant death syndrome (SIDS) (0.59+/-0.41%, excluding one outlying value of 10.83%); 48 age-matched controls (0.53+/-0.38%); and three individuals who died from fire related causes (41+/-20%). No statistical differences in COHb levels were detected between blood from SIDS and control infants (p = 0.43). 相似文献

EU enlargement and the inclusion of countries previously under communist domination led many West Europeans as well as Americans to think these countries would play the role of a ‘Trojan Horse’. These new EU members indeed have tended to approach the US with greater understanding, but these attitudes differ little from those of Western Europe after the end of World War II. East European pro-Americanism may turn out, however, to be short-lived. This paper argues that the real tension within Europe comes not from the East Europeans' attitudes toward transatlanticism or the Iraq War but rather from their dramatically different experiences under Soviet rule. Based on their empirical experience with Moscow and vital national interests in the democratisation of the EU's neighbourhood, the new members are unlikely to challenge old members over the US; when it comes to Russia, the prospects are quite different. 相似文献
