公平视角下的住房公积金制度研究

随着城市化的快速发展,中国社会民众的住房痛苦却日益严重,这体现出对住房公平性的呼唤。住房公积金制度是中国城镇居民住房保障体系的重要内容之一,但是,目前中国很多城市的住房公积金制度在覆盖面、存贷关系、缴存额度上存在明显的社会不公。试图在公平视角下对这一现象做出分析,并尝试提出若干对策建议。     

Idealism versus realism in institutional choice: Explaining electoral reform in Poland

One of the most significant, yet not fully explained, institutional decisions in post‐Communist Europe was Poland's adoption of a moderate proportional representation system for the 1993 general election. This article argues that the new electoral system was not entirely based on any normative notion of democratic governance, and that the adoption did not immediately follow from the assumptions of rational choice theory. The 1993 electoral system was largely attributable to patterns of interaction between political parties that had become known, been practised and accepted since the fall of Communism. In reality, the eventual system was built up incrementally in several stages, but the Polish way of ‘muddling through’, albeit contentious and protracted, seems to have worked well for the Polish people.     

The Implications of GASB Statement No. 34 for Public Budgeting

This paper discusses a variety of audit issues related to the implementation of GASB Statement No. 34. Ten specific audit issues are addressed. Each issue is defined and discussed, and the relevant professional literature is reviewed. The results of interviews of four experienced auditors of governments are presented with respect to these issues. These auditors identified several additional issues related to the implementation of Statement No. 34. The focus is on gaining insight from the concerns of auditor professionals to assist academics by identifying topics that warrant future research.     

Militarizing civilians in Singapore: preparing for ‘Crisis’ within a calibrated nationalism1

The Singaporean polity has created the ‘militarized civilian’. This policy phenomenon beckons the question: How is this cross-fertilization carried out in Singapore's civil–military relations? Militarization is in the first sense meant to inculcate a calibrated dual personality within the civilian whereby being an effective soldier requires indulging in simulated military suffering as a badge of pride; at the same time, the citizen soldier has to believe that military and civilian values are perfectly interchangeable and contribute equally to the maintenance of peace. In a second sense, militarization is equally about permanently ritualizing sacrifices for a communitarian defence. We argue that while mostly successful, militarization also produces the tension arising from the need to appear pugnaciously vigilant while avoiding the casualties that must logically arise from heightened simulated combat. This tension is explained through two dimensions of ongoing crises: the parameters of a politically dramatized National Service ritual; and the constant propaganda of geopolitical dangers threatening the Republic.     

通络糖泰防治糖尿病性周围神经病变的实验研究

目的：研究临床治疗糖尿病性周围神经病谱（ＤＰＮ）的有效复方通络糖泰对实验性ＤＰＮ大鼠坐骨神经电生理及糖醇代谢的影响。方法：ＳＤ大鼠随机分为模型组（ＭＧ）,通络糖泰高剂量组（ＨＧ,相当于成人公斤体重用药量的１０倍）及低剂量组（ＬＧ,相当于成人公斤体重用药量的５倍）,正常对照组（ＮＧ）。动物模型用四氧嘧啶塑造。

Investigation of trace inorganic elements in street doses of heroin

Sixteen trace elements found in 309 street heroin samples, piped water and contaminated water were determined using inductively coupled plasma-mass spectrometry. All the street heroin samples were found to contain high levels of sodium, a reflection of the use of sodium bicarbonate during heroin synthesis. Additionally, this element was also found to be one of the potential contaminants acquired from the piped water. Calcium could be derived from lime while iron, aluminum and zinc could have come from the metallic container used in the processing/cutting stage. The levels of these elements remained low in the heroin and it could be due to the dilution effects from the addition of adulterants. Statistical validation was performed with six links of related heroin samples using principal component analysis to find the best pretreatment for sample classification. It was obtained that normalization followed by fourth root showed promising results with 8% errors in the sample clustering. The technique was then applied to the case samples. Finally, the result suggested that the case samples could have originated from at least two major groups respectively showing unique elemental profiles at the street level.

美国“国际评估与战略研究中心”中国军事问题专家理查德·费舍尔和《航空周刊》编辑比尔·斯卫特曼联合撰写的《评估中国军事能力》文章出炉,在美国国内引起巨大反响。该文无视近年来中国军队的军事能力在过去基础上有所提高后在参与各国军队应对各种安全威胁、打击海盗、展开国际救援等方面做出的贡献．极度夸大中国军力,竭力渲染中国军事能力对地区乃至对美国形成威胁,宣称美国需针对中国军事能力在军事战略和军事投资项目上做出调整。文章引起的反响反映了美国人那种强烈危机感、民族优越感和以权力为中心的思维特点,或许也是美国政治斗争和军队利益的需要。     

Older women, health, and social care in Singapore

A key demographic feature in the high-income country of Singapore is that women have longer years of life than men, and the aging pattern in Singapore is similar to that of Northern Europe. This paper describes how this current generation of older Singaporean women aged 65 and above experiences declines in health status and well-being as they age. Their vulnerability is the higher risk of chronic illnesses stemming from longer life expectancy and a lower likelihood of access to appropriate health and social care. This is because health and social care in old age are mainly financed by individual out-of-pocket spending which includes support from adult children. Unlike Northern Europe, Singapore does not yet have a well-developed social welfare system to support women in old age.
