Policies meant to stimulate knowledge intensive innovation, should be based on a sound and realistic view how knowledge, especially scientific and technological, is used in innovation processes, and the workings of the innovation system and the complex flow of knowledge within it. Report is given on recent attempts in the Netherlands to formulate a policy framework that avoids basic assumptions of linear models of innovation. Instead, the framework is based on the interactive and cyclical ways knowledge is used in innovation systems. In case studies it is shown that application of the framework may help in analytical clarification. It is argued that it is important to introduce the framework on an intermediary level in policy making for two main reasons. Firstly, it enables to abstract from the institutions in the research infrastructure and to bring the discussion on such a level that the philosophy behind those institutions can be questioned. Secondly, the framework brings coherence in the discussions what should be done and why. The latter particularly applies to strategic discussions, such as resource allocation between science inspired by ‘science itself’ or ‘science inspired by society.’  相似文献

With more information the Dutch public becomes less punitive. However, recent studies showed a remaining punitiveness gap between the general public and judges, despite the provision of detailed case information. Moreover, it has been demonstrated that the Dutch public overestimates the courts’ punitiveness. This is not in line with studies abroad. These contradictions raise questions, on the one hand, about the possibility of actual cross jurisdictional differences, on the other hand, about methodological explanations. A limited set of survey questions from studies abroad was therefore replicated with a new Dutch public sample. It focused on questions and methodologies that produced findings most directly at odds with earlier studies in the Netherlands. Using the same measurement approach, findings abroad were reproduced with the new Dutch sample for perceptions of punitiveness of judges and the courts. Thus using a different methodology new findings support conclusions that are opposite to our earlier conclusions. On the other hand, also with methodologies that have produced opposite conclusions abroad, the Dutch public does remain more punitive than judges. In the discussion it is argued that some of the remaining contradictions may be perfectly reconcilable, as long as conclusions are stated in a qualified manner.  相似文献

Municipal controllers are sometimes confronted with requests from managers that contradict with the legal provisions. This raises the question how municipal controllers deal with these requests and whether this would impact their compliance. This article is a result of an exploratory study assessing compliance among municipal controllers and the possible explanations for their degree of compliance. The study has focused on one specific provision concerning accrual accounting, one of the elements of new public management (NPM), which is prescribed for Dutch municipalities. The study is based on a survey in 22 municipalities. The results show that the majority of municipal controllers who participate in this study deviate from this legal provision. There might be a relation between the orientation of the controllers and the degree of compliance. The position of the controller within the municipality can be a significant factor explaining this orientation. However, the size of the sample is too limited to generalize. The conclusions of this study undermine the idea that municipal controllers should act as business partners to the management. Finally, the study reveals a paradox: while one of the main elements of NPM is to shift more responsibilities to decentralized managers, this shift can lead to an increased principal‐agent problem, leading to a lesser degree of compliance.  相似文献

The Supplementary Vote (SV) was invented as a compromise between the two-round runoff system and the alternative vote. This paper shows that in many ways it is not. Under SV voters rank order a limited number of candidates. If one candidate is supported by over 50% of the voters he/she is declared the winner. Otherwise, all but the top two candidates are eliminated from the contest. Then, all second preferences of voters are taken into account. The candidate winning most first and second votes is declared the winner. SV violates fundamental criteria used to evaluate electoral systems and is difficult for voters. The paper discusses an alternative to SV which avoids at least some of its most apparent flaws.  相似文献

Amphetamine samples were analysed by gas chromatography-mass spectrometry (GC-MS), and the peak areas of 33 target compounds were transformed by applying various pretreatment techniques. The objective was to optimise the ability of a number of distance metrics to establish links between samples of amphetamine originating from the same batch (henceforth referred to as linked distances). Furthermore, partial least squares discriminant analysis (PLS-DA) was used to evaluate the effects of various pretreatment methods on separation of amphetamine batches synthesised by the Leuckart reaction, reductive amination of benzyl methyl ketone, and the nitrostyrene route. The most efficient way to pretreat GC-MS data varied for the different distance metrics, although best results were obtained when data were normalised to the sum of peak areas, and either the fourth root or a logarithm was applied to the normalised data. When pretreating normalised data by fourth root transformation, Pearson correlation was the distance metric that was most successful at finding linked samples. Normalisation and the use of fourth root also represented the best method of pretreating data when employing PLS-DA to separate samples synthesised by different routes. To achieve a faster and more user-friendly procedure for evaluating chromatograms, experiments were performed in which the number of target compounds used to compare samples was reduced. The effect of each compound that was removed was studied by applying PLS-DA and by using Pearson correlation to calculate linked distances as well as unlinked distances (between samples from different batches of amphetamine). Considering both links between samples from the same batch and separation of samples synthesised by different routes, the best results were obtained with the data set comprising 26 compounds. Finally, it was found that the profiling method developed in this work was superior to an existing technique with respect to separating linked and unlinked distances.  相似文献

A key feature of psychopathy, a self-centered orientation towards others and a failure to truly connect, is poorly understood. The attachment framework can be used to examine underlying interpersonal mechanisms. Because of the overall failure to connect, we anticipated, and found, in a large undergraduate sample (n?=?1074) that both affective-interpersonal traits and impulsive-irresponsible psychopathy facets were positively related to attachment avoidance. Different dynamics may underlie this distancing from others, as evidenced by the fact that callous-unemotionality was negatively related to attachment anxiety, whereas grandiose-manipulative and impulsive-irresponsible traits were positively related to attachment anxiety. Although effect sizes were small and are of correlational nature, our results are in line with a dual deficit model that differential developmental trajectories, largely heritable callousness vs. neglecting and abusive parenting, may lead to adult psychopathy. The differentiating role of fear of rejection and abandonment for the psychopathy construct is discussed.  相似文献

The Externalizing Spectrum Inventory (ESI) was designed for assessing a broad spectrum of externalizing problems, including impulsive-aggressive behavior and substance abuse. After translation of the ESI into Dutch, a computerized version of the full Dutch ESI (ESI-NL) was administered to a mixed sample consisting of inpatients in forensic and addiction care (n = 99) and non-psychiatric community participants (n = 104). Internal consistencies, test–retest reliabilities, ‘predictive’ validity of the full and 160-item ESI-NL total scores and subscales were examined, along with the correlations between these two versions. The results indicated high reliability and predictive validity for both versions and a strong similarity between the two in direct comparisons. The 160-item Dutch ESI is recommended for clinical studies on violence proneness and externalizing problem behavior.  相似文献

Research Summary Most analysts of the causes of the contemporary credit crunch have concluded that the supervising agencies failed in their duties. The same is true for studies of several major fraud scandals, including the Madoff affair and the Dutch construction fraud. The remedy seems immediately obvious: more and better regulation and supervision. However, this line of reasoning seems somewhat simplistic by ignoring the question of how illegal activities can remain hidden for many years from supervising agencies, victims, and bystanders. This research article argues that the problem also lies in the successful concealment of illegal activities by the perpetrators and in the presence of silence in their social environment. Policy Implications The cases analyzed in this article suggest that financial misconduct also could be controlled by breaking the conspiracies of silence. The strengthening of supervision is unlikely to be effective without simultaneous efforts to encourage people to speak out and to give them incentives to want to know and to tell the truth.  相似文献
