Since the transformation was set in motion to change Western armed forces from large-scale mechanized defensive organizations into smaller agile expeditionary crisis response forces, the call for organizational flexibility has rocketed. Yet, actual research into the key organizational drivers of flexibility has hardly been done. To bridge this gap, the present study has analyzed to what extent modular organizing and organizational sensing have contributed to flexible military crisis response performance. The study uses the Netherlands’ armed forces as a representative example of a contemporary Western crisis response organization and empirically draws upon its recent operational experiences. It has uncovered that within most mission contexts, modular organizing acts as a facilitator for the organizational sensing process. Yet, within highly turbulent crisis response missions, organizational sensing becomes the predominant driver, stimulating ad hoc solutions that challenge existing structures, available technology, and standard procedures.  相似文献

A review of research on procedural and distributive justice shows that whereas distributive justice research has examined people's actual choice of outcomes, procedural justice research has paid little attention to the investigation of people's actual choice of procedures. In the present paper, three experiments are presented, all investigating people's actual choice of procedures. In all three experiments, participants were in a middle-management position where their subordinates demanded an opportunity to voice their opinion, while their superiors demanded that the subordinates should not be allowed voice. In Experiments 1 and 2 it was found that participants who were induced to identify with the low hierarchical group (subordinates) allowed more voice than participants who were induced to identify with the high hierarchical group (superiors), but that the effect of hierarchical group membership was absent when maximizing performance (Experiment 1) or participative values (Experiment 2) were explicitly emphasized. In Experiment 3 it was found that the effect of hierarchical group membership on procedural decision making was also evident in persons who progressed from identifying with both hierarchical groups to identifying with one hierarchical group. In the discussion it is argued that cross-fertilization between the fields of procedural and distributive justice will deepen our understanding of social justice in general.  相似文献

The aim of this paper is to explore the relevance of some important aspects of transaction cost economics (TCE) to a better understanding and explanation of the autonomization of government organizations. As TCE, with its focus on economic efficiency, was basically developed for the profit sector, its main concepts have to be adapted for the public sector. This paper presents a 'political transaction cost' framework which emphasizes 'political rationality' and 'political efficiency'. TCE's main concepts—the transaction characteristics specificity, frequency/scale and uncertainty and its assumptions about human behaviour, i.e. bounded rationality and opportunism,—are discussed for politically governed organizations and they are related to autonomization. The results of exploratory case research into six government organizations in the Netherlands suggest that such factors as bounded rationality, opportunism, political efficiency, and social institutions may have played an important part in the autonomization of the organizations involved. It seems that strictly economic aspects were less relevant whenever a decision to autonomize was taken and a specific form of autonomization was chosen.  相似文献

Any system for the protection of intellectual property rights (IPRs) has three main kinds of distributive effects. It will determine or influence: (a) the types of objects that will be developed and for which IPRs will be sought; (b) the differential access various people will have to these objects; and (c) the distribution of the IPRs themselves among various actors. What this means to the area of pharmaceutical research is that many urgently needed medicines will not be developed at all, that the existing medicines will not be suitable for countries with a precarious health infrastructure or not target the disease variety that is prevalent in poorer regions. Such effects are commonly captured under the rubric of the “10/90 gap” in biomedical research. High prices will also restrict access to medicines as well endanger compliance to treatment schemes. IPRs are mainly held by multinational corporations situated in the developed world, which not only raises egalitarian concerns, but also severely limits the possibilities of companies in poorer countries to realize improvements on existing inventions, as they cannot financially afford to secure freedom to operate, which systematically shrinks the number of potential innovators. Those inequities lead to an enormous burden for the global poor and since no institution is willing to assume the responsibility to fulfil the right to health and the corresponding right of access to essential medicines, we have to analyse alternatives or additions to the actual intellectual property regimes in order to create new incentives to fill this gap.  相似文献

Does the quality of research design have an influence on study outcomes in crime and justice? This was the subject of an important study by Weisburd et al. (2001). They found a moderate and significant inverse relationship between research design and study outcomes: weaker designs, as indicated by internal validity, produced stronger effect sizes. Using a database of evaluations (n?=?136) from systematic reviews that investigated the effects of public area surveillance on crime, this paper carried out a partial replication of Weisburd et al.??s study. We view it as a partial replication because it included only area- or place-based studies (i.e., there were no individual-level studies) and these studies used designs at the lower end of the evaluation hierarchy (i.e., not one of the studies used a randomized experimental design). In the present study, we report findings that are highly concordant with the earlier study. The overall correlation between research design and study outcomes is moderate but negative and significant (Tau-b?= ?C.175, p?=?.029). This suggests that stronger research designs are less likely to report desirable effects or, conversely, weaker research designs may be biased upward. We explore possible explanations for this finding. Implications for policy and research are discussed.  相似文献

This study focused on gas chromatographic analysis of target compounds found in illicit amphetamine synthesised by the Leuckart reaction, reductive amination of benzyl methyl ketone, and the nitrostyrene route. The analytical method was investigated and optimised with respect to introduction of amphetamine samples into the gas chromatograph and separation and detection of the target substances. Sample introduction using split and splitless injection was tested at different injector temperatures, and their ability to transfer the target compounds to the GC column was evaluated using cold on column injection as a reference. Taking the results from both techniques into consideration a temperature of 250 degrees C was considered to be the best compromise. The most efficient separation was achieved with a DB-35MS capillary column (35% diphenyl 65% dimethyl silicone; 30 m x 0.25 mm, d(f) 0.25 microm) and an oven temperature program that started at 90 degrees C (1 min) and was increased by 8 degrees C/min to 300 degrees C (10 min). Reproducibility, repeatability, linearity, and limits of determination for the flame ionisation detector (FID), nitrogen phosphorous detector (NPD), and mass spectrometry (MS) in scan mode and selected ion monitoring (SIM) mode were evaluated. In addition, selectivity was studied applying FID and MS in both scan and SIM mode. It was found that reproducibility, repeatability, and limits of determination were similar for FID, NPD, and MS in scan mode. Moreover, the linearity was better when applying FID or NPD whereas the selectivity was better when utilising the MS. Finally, the introduction of target compounds to the GC column when applying injection volumes of 0.2 microl, 1 microl, 2 microl, and 4 microl with splitless injection respectively 1 microl with split injection (split ratio, 1:40) were compared. It was demonstrated that splitless injections of 1 microl, 2 microl, and 4 microl could be employed in the developed method, while split injection and splitless injections of 0.2 microl should be avoided.  相似文献

Using epidemiological techniques for testing disease contagion, it has recently been found that in the wake of a residential burglary, the risk to nearby homes is temporarily elevated. This paper demonstrates the ubiquity of this phenomenon by analyzing space–time patterns of burglary in 10 areas, located in five different countries. While the precise patterns vary, for all areas, houses within 200 m of a burgled home were at an elevated risk of burglary for a period of at least two weeks. For three of the five countries, differences in these patterns may partly be explained by simple differences in target density. The findings inform theories of crime concentration and offender targeting strategies, and have implications for crime forecasting and crime reduction more generally.

Reference material was synthesised for 21 substances that are frequently present as synthetic impurities, i.e. by-products, in illicitly produced amphetamine. Each of these substances is a typical by-product for at least one of the three approaches most often used to synthesise amphetamine, namely, the Leuckart, the reductive amination of benzyl methyl ketone, and the nitrostyrene routes. A large body of data on the substances was recorded, including the following: mass spectra, ultraviolet spectra, Fourier transform infrared spectra, infrared spectra in gas phase, and 1H NMR and 13C NMR spectra.  相似文献

The present study focused on the stability of 22 amphetamine impurities dissolved in six organic solvents: isooctane, toluene, ethanol, dichloromethane, ethyl acetate, and diethyl ether. The aim was to find the most inert, and thereby most suitable, solvent for amphetamine profiling. Mixtures of the impurities were prepared in the different solvents, and changes in the concentrations of the individual compounds over-time were monitored by gas chromatographic analysis after 0, 4, 12, 24, 48, and 96 h. Isooctane and toluene provided the most inert conditions, although, a few of the impurities were insufficiently stable in these two solvents. The present experiments were performed as a part of the development of a harmonized method for profiling of amphetamine. The results can be used to support the choice of organic solvents for sample preparation. They also provide information about the stability of the impurities that are found in profiles of illicit amphetamine. This is essential due to the fact, that unstable compounds can have a negative influence on the comparison of profiles.  相似文献

The limitations of the examination of indented writing impressions using electrostatic detection are often paper related. Paper types such as glossy paper, paper of high basis weight, and lithography or gravure-printed papers often give rise to problems resulting in a decrease in sensitivity or a lack of detection altogether. In this paper, a novel technique for the examination of indented writing is presented, which is in a sense complimentary to the technique of electrostatic detection as it is especially suitable for glossy-coated and printed paper types and can in some instances also deal with paper types of higher basis weight. Indented writing grooves will normally contain more particles than the surrounding nonindented areas due to damage of the surface layer resulting in a build-up of filler powder. The method presented uses black gelatine lifter slabs to lift the paper dust image off the surface of the paper. This image can quite easily be photographed using near-to-coaxial lighting. The gelatine lifting method outperforms oblique lighting for the detection of indented writing and is almost as sensitive as electrostatic detection if compared on the types of paper where both perform well. The main advantage of this new technique is, however, that it is especially suitable for those types of paper where electrostatic detection fails and is therefore a welcome addition to the range of methods available to a forensic document examiner for the examination of indented writing.  相似文献
