Tinpots,Totalitarians (and Democrats): An Empirical Investigation of the Effects of Economic Growth on Civil Liberties and Political Rights 总被引:1,自引:0,他引:1
Ronald Wintrobe (1990, 1998) has recently provided atheoretical foundation for estimating equations that attemptto explain the dependence of civil liberties and politicalrights in non-democratic regimes on the history of economicgrowth. This theory suggests that data from different kinds ofnon-democratic countries should not be pooled without allowingcoefficients to vary with regime type. It also placesinteresting restrictions on the signs of the coefficients ofeconomic growth in equations explaining freedom in the typesof regimes Wintrobe identifies. In this paper, we employ theserestrictions to test Wintrobe's theory. Some additionalhypotheses about the difference between democratic andnon-democratic regimes and about the role of education, notconsidered by Wintrobe, are also investigated.The results indicate clearly that the relationship between thedegree of freedom – as measured by the sum of the Gastilindexes of civil liberties and political rights – andeconomic growth varies significantly across all types ofregimes. Totalitarians (that attempt to maximize power) areclearly different than tinpots (that just attempt to maintainpower) in this respect, and non-democratic regimes differ fromdemocracies. Other aspects of the theory are partiallyconfirmed. In particular, in totalitarian regimes, positivegrowth reduces freedom, and negative growth increases it insome specifications. The theory predicts the opposite patternfor tinpots, and we do find that negative growth reducesfreedom in tinpot regimes. However, positive growth in tinpotsalso appears to reduce freedom in some cases, which is not inaccord with the theory. Secondary schooling has a positive effect on freedom, as inprevious empirical work, a result that is shown here to holdeven when each type of regime is considered separately. Butthe effect of primary schooling is different: in tinpot andtotalitarian regimes, but not in democracies, primaryschooling is associated with reduced freedom. 相似文献

Strengthening the state is central to the post-communist reform agenda. Here, state capacity combines organisational, material and social resources and is conceptualised along four dimensions: ideational, political, technical and implementational. This conceptualisation is applied to a comparative, survey-based analysis in 2002 of 125 medium-ranking officials in two post- communist Central Asian countries, Kazakhstan and Kyrgyzstan. The findings reveal that although Kazakhstan's controlled economic reform programme and natural resources have placed it in a stronger position to develop its state capacity, important ideational, political and implementational problems pose long-term obstacles for reform. In turn, Kyrgyzstan's early liberalisation in the absence of economic and social resources may be serving to undermine its state capacity. 相似文献

Budget redirection in Georgia state government represents a change from the expectation of continuous budget growth to an expectation that budget expansion will be accompanied by compensating budget reductions through an ongoing process of priority assessment. Its essential features are: the requirement that state agencies identify a minimum of 5 percent of their current year's budget which becomes the primary means for funding new programs and services in the coming fiscal year; and a limit, based upon revenue projections, on the amount an agency may request above the current year's budget. The aim of this paper is to determine if whether one votes effects the vote that is cast. Using an economic model of voting and observed voting results on nuclear power referenda, the answer is a resounding yes. Overcoming registration, turnout, and “roll off” hurdles dramatically increases the odds of voting against nuclear power. Indeed, participation swamps both economic and preference variables in the explanation of nuclear power voting outcomes. The lesson is that there is a structure to participation at the polls that should not be ignored by those interested in analyzing voting outcomes. 相似文献

Despite the vast coalition literature, pre-electoral coalitions have never been at the center of any systematic, cross-national research. Given their prevalence and potential impact on government composition and policies, this represents a serious omission in our knowledge of coalitions. I begin to remedy this situation by testing two hypotheses found in the literature on party coalitions. The first is that pre-electoral coalitions are more likely to form in disproportional systems if there are a sufficiently large number of parties. The second is that pre-electoral coalitions are more likely to form if voters face high uncertainty about the identity of future governments. These hypotheses are tested using a new dataset comprising legislative elections in 22 advanced industrialized countries between 1946 and 1998. Research examining the relationship between internalizing symptoms and antisocial behaviors has generally been cross-sectional
in design. Thus, although extant data have substantiated a strong correlation between internalizing symptoms and antisocial
behaviors, few studies have focused on describing the nature of the co-occurrence over time. This study examined the relation
between growth in internalizing symptoms and longitudinal patterns of antisocial behavior in a sample of 283 inner-city males
and their caregivers assessed as part of a longitudinal developmental risk study. Participants were assessed annually in four
waves. Non-offenders and escalating offenders had lower levels of internalizing problems at wave 1 than did chronic minor
and serious-chronic-violent offenders. Results revealed a developmental trend of decreasing internalizing problems across
study years for most participants, as would be expected, with adolescents participating in serious, chronic, and violent patterns
of antisocial behavior displaying greater internalizing problems than those participating in stable patterns of less serious
or no antisocial behavior. Further, when there was escalation of seriousness and frequency of antisocial behavior, there also
was increased internalizing problems relative to non-escalating juveniles. Results are discussed in the context of developmental
psychopathology.

This article compares Moscow’s and Washington’s foreign policies toward the Middle East in 1982 and 2008. In 1982, Moscow
and Washington each had a distinct set of friends and foes. In 2008, Washington still has a distinct set of friends and foes,
but Moscow has relatively good relations with all governments and most major opposition movements in the region—the only exceptions
being Al Qaeda and its affiliates. It is argued that Putin’s policy toward the Middle East is not really aimed at displacing
the U.S. in the region, but protecting Russia and Russian interests from Al Qaeda and its allies. Indeed, a continued American
presence in the region serves to protect Russian interests in the region.

Mental health courts (MHCs) are rapidly expanding as a form of diversion from jails and prisons for persons with mental illness
charged with crimes. Although intended to be voluntary, little is known about this aspect of the courts. We examined perceptions
of voluntariness, and levels of knowingness and legal competence among 200 newly enrolled clients of MHCs at two courts. Although
most clients claimed to have chosen to enroll, at the same time, most claimed not to have been told the court was voluntary
or told of the requirements prior to entering. The majority knew the “basics” of the courts, but fewer knew more nuanced information.

A new method for the detection of caffeine in blood has been proposed based on the combination of extraction and freezing-out to eliminate the influence of sample matrix. Metrological characteristics of the method are presented. Selectivity of detection is achieved by optimal conditions of analysis by high performance liquid chromatography. The subject is the bearer of the sovereign decision, according to C. Schmitt. This decision grounds on certain situational pragmatics, yet mainly is born out of a ‘null’; as the decision forms the political normalcy that follows after, it displays its nature as an ‘event’. This subject is simultaneously a legal and a political one; it is the founder of the Nomos. This founding subject has been eclipsed in alignment with its post-modernly acclaimed ‘death’. The subject is deemed to have been inherently divided, as long as its identity steadily postpones itself, is incessantly ‘differing’, according to the deconstructionist approach; or it is considered as fundamentally ‘passive’, meaning not so much ‘weak’, but rather dethroning the Western preoccupation with the active autonomous individual; or, it is maintained but intrinsically reversed, now held either as part of a fundamental ontological order and indirectly of the nature (Agamben), or, opposite to Kantian assumptions, as primarily captured in a radical heteronomy, which constitutes it as a proper ethical subject (Levinas). Crucial is how to develop a concept taking into account the eventfulness of the constitution of the subject, without effacing the political character of such constitution by reducing it to non-political discourses, i.e., to metaphysics, morals or economics; how to conceive of Derrida’s ‘democracy to-come’ as political event, namely both as secular act and in the same time as referring to extramundane fundaments (to a ‘political theology’?); how to go beyond the linearity of the liberalist ideology by equating the political event with a messianic miracle ‘without messianism’; how to ‘salute’ democracy? 相似文献
